The current global trend in healthcare is standardization and quality management issues. Tomsk region is one of the pilot regions in this matter. The article reflects the aspects of implementing a quality management system in healthcare. The issue of the implementation of the “Lean Polyclinic” project, as a QMS tool, is revealed. It was noted that in most organizations this project is far from being completed. The author identifies the main errors during the implementation of the project, and focuses on the process approach as the foundation of a quality management system. A properly built model of process interaction allows you to quickly and efficiently implement QMS in healthcare organizations. The author spelled out the steps for implementing the process approach, and also proposed a model of process management using the example of a medical organization.

The issues approach in this research show the benefits of the implementation of ISO 9001 standard in different companies as well as the importance of certain criteria with respect to customer satisfaction and confidence. This standard specifies requirements for a quality management system and it is based on a number of quality management principles including a strong customer focus, the motivation and implication of top management, the process approach and continual improvement. The criteria taken into account help to improve the quality management system of the organization. The purpose of this paper is to identify the changes due to the implementation of a quality management system based on ISO 9001 standard in a porcelain factory, named S.C. Apulum S.A. and to analyse the customer satisfaction and confidence within the company considered through the implementation of the standard mentioned above. The analysis of customer satisfaction and confidence was achieved by taking into account certain measurable criteria established in the company considered, criteria that have been introduced into a formula. In conclusion, it is obvious that after the implementation of the requirements of ISO 9001 standard the situation regarding the quality process and product has been improved considerably. Also, the results show that there were several variations in the period considered (2010-2017).

The article indicates the importance of a synergistic approach to the development and adaptation of the management system of high-tech enterprises. Development is inextricably linked with the adaptation processes taking place at the enterprise. It is adaptation that determines the vectors of development. The synergistic approach leads to the emergence of the category of "adaptive development", which in relation to the management system of high-tech enterprises involves the transition of the management system to more modern methods and management tools based on digitalization. The cyclical foundations of the adaptive development of the management system are revealed, which determine that under the influence of economic laws, enterprises regularly need to change and improve their internal parameters, finding an opportunity to prolong periods of growth. In such conditions, the key role is assigned to the highest level of enterprise management, performing managerial functions. The essence of adaptive development is considered from the standpoint of the process approach, since it is the process approach that fully reflects the essence of this category. Adaptive development is a process of transformations in the control system, based on the transition of the system from one qualitative state to another based on the identified contradictions in the external environment and a long-term program for building internal potential. In the process of adaptive development, a specific response should be developed based on the use of a multidimensional model of comparison and selection of the most effective option. It is emphasized that one of the most important conditions for the implementation of the adaptive development process is information support, as the basis for making adequate management decisions.

Process oriented approach in quality management system has been introduced with ISO9001:2000. The international standard promotes the adoption of a process approach when developing, implementing and improving the effectiveness of a QMS to enhance customer satisfaction by meeting customer requirement. The advantage of process approach is to link all parties in scope of business of the organization from suppliers, internal departments of organization to gather to make B2B communication and integration. In this paper, the process approach is defined based on QMS requirement. Supply department was proposed for implementation of process. Purchasing process was designed as a linkage between supplier and internal company departments. Performance indicators were developed and measured accordingly. It shows that process management can improve delivery capability, quality and monitor price of supplied parts by suppliers.

The difficult situation is affecting many organisations at the present time. This article mainly deals with ensuring of the quality of production on the example of a case study in one manufacturing organisation. However, it is about involving other aspects, such as: maintenance, social responsibility, process approach. Everything is based on specific findings related to the economic crisis caused by the COVID-19 pandemic. Quality management tools and responsibility tools were applied in solving this complex task. The example of the mentioned organisation shows that the conformity application of aspects of the management system above in a holistic connection to soft resources not only supports the strengthening of production quality and the growth of efficiency, but it also strengthens an internal culture of the organisation. The goal is to ensure an efficient operation of the organisation and thus to support its competitiveness.

Abstract. Competitiveness has always been the basis for building a market economy. In modern conditions, this quality should also be enjoyed by public sector institutions. Pre-education that takes place in the public sector of the economy, which mainly includes educational institutions, is aimed at creating a competitive environment among educational institutions, in which they must fight for victory in the competition to complete a state task, for applicants, for reputation, and, ultimately, for budget funding. And in this situation, various management systems, often borrowed from the commercial sphere of activity, come to the fore. One of these systems is the risk management system, which includes both the positive and negative nature of risk and its hybrid component in the modern interpretation. Existing risk management standards consider risk from these positions. Purpose of work it is a study of budget risks from the point of view of the process approach, assessment and relationship of the stages of the budget process and risks. The novelty of this work is the use of risk-based thinking to achieve the effectiveness of the quality management system of budget processes. Methods. The methodological apparatus of research on the stated problem is based on the methods of economic and comparative analysis, expert assessments. Results. The results of the study revealed a clear relationship and reflection of the main principles of the process approach in the budget process. In addition, it was determined that the budget process also has the characteristic key elements of the process approach. measures to prevent budget risks are taken jointly by the owner and participants in the budget process, using the necessary resources and following the relevant principles, while the coordinator, who is responsible for the coordinated work of participants in the process and ensures the safety and timely presentation of all potentially useful information, plays a key role in preventing and minimizing budget process risks.

The article focuses on the analysis of the company process management in the framework of modern organizational and economic concepts. This approach contributes to creating an extraordinary possibility of leveling out the negative influence of the environment factors and achieving a stable position for the company in the services market. The paper offers the system vision of the company's process management problems as a set of interconnected and interacting elements of the system. In present time economic reality, this county's companies' performance is entirely dependent on the ability to transform the key company processes into strategic initiatives aimed at maximizing customer satisfaction and the company's ability to react and forecast market changes. At the same time, the environment unpredictability and rapid dynamics constantly change the conditions under which companies operate. In view of this, the urgent task of operational response to various kinds of change arises, since the timely reaction of the company management of to changes in the environment can provide a long-term sustainable development of the company. Bringing the level of companies’ business process management up to meet the requirements of the internal and external environment will contribute to improving the overall level of efficiency of its business activities. As a result of the research, the process management of the enterprise has been analyzed in the framework of modern organizational and economic concepts, namely, the process approach has been considered and implemented in the theory of management decision making. It is proved that the implementation of the process approach in the theory of management decision-making contributed to the creation of the architecture of the business process system of enterprises. A reference model of the business process "Organization of the enterprise management system" has been developed, which ultimately allows to improve the entire enterprise management system. The proposed reference model can be taken as a basis for modeling the main business processes that create added value of the enterprise. The interdisciplinary nature of the process management theory is constantly gaining volume and becoming one of its distinct competencies.
