Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

Based on the road conditions of the low-grade highway (lower Grade 2) in China southwest mountainous area and speed investigations under different conditions, the estimation model of running speed in this region was established, meanwhile, the criteria for the safety appraisal of line based on running speed in southwest is put forward. Finally, according to the above achievement we developed software for the safety appraisal of line that oriented the low class highway in southern mountainous area in China, and achieve a real-time evaluation of visualization in its design and service life. This method is available for multiple engineering projects.

The coordination mechanism of enterprise network resource refers to the rules which the enterprise network members are able to comply with and unity action in order to achieve the expected goal. The rules mainly include: opportunity discovery mechanism, communication mechanism, strategy consultation mechanism and the learning mechanism of enterprise network, as well as the evaluation of coordination effect. The aim of constructing maturity model of enterprise network resource coordination is to make the agent of enterprise network understand the situation of network resources, and provide path description for improving coordination of network source, improving coordination mechanism. Maturity model of enterprise network resource coordination should be considered in four dimensionalities: coordination costs, coordination process, coordination method and learning ability. According to the dimensionality level or quality, enterprises network source coordinated maturity model may divided into four levels: the initial level, polymer level, standard level and optimization level.

College English classroom teaching evaluation is an important basis for understanding teaching level and improving teaching quality. The traditional college English classroom teaching evaluation is mainly carried out through questionnaires and scales, but this method is time-consuming and laborious, inevitably introduces subjective errors, and reduces the accuracy and credibility of the evaluation results. In recent years, the rise and development of wisdom education not only provides a more convenient and efficient modern education form but also brings new ideas for classroom teaching evaluation. A subjective and objective fusion statistical evaluation model based on multidirectional genetic variation method and optimized neural network is proposed. The algorithm avoids subjective errors and improves the accuracy and reliability of the evaluation results, and a comprehensive evaluation model is constructed. Finally, according to different evaluation indexes, a systematic visualization scheme is designed to generate students’ classroom learning evaluation report and teachers' classroom teaching evaluation report, respectively, and visualize them on the web.

In order to improve the weight calculation accuracy of hospital informatization level evaluation and shorten the evaluation time, a research method of hospital informatization level evaluation model based on the decision tree algorithm is proposed. Using the decision tree algorithm combining fuzzy theory and ID3, the decision tree is constructed to analyze the hospital information data. By means of questionnaire survey, expert experience, mathematical statistics, and in-depth interview, information facilities construction, information resources construction, information scientific research application, management information, and information guarantee are selected as the nodes of the decision tree to evaluate the hospital information level. Construct the structural equation model, standardize the data, extract the weight of each evaluation index, and complete the evaluation of hospital informatization level. The experimental results show that the weight calculation results of this method are basically consistent with the actual results, and the evaluation efficiency is improved.
