Purpose – The purpose of this paper is to identify the factors influencing investment decisions in mobile services for profitablity and to become a global leader in mobile services sector. Design/methodology/approach – A two-stage methodology is followed. In the first stage, factors are identified from literature, and are validated with telecommunication domain experts using the t-test. In the second stage, interpretive structural modeling (ISM) is used to understand the complex interrelationships among various factors. Further, MICMAC analysis is performed to analyze the indirect relationships and their effect on different factors by stabilizing the rank based on driving and dependence power. Based on MICMAC analysis, four clusters are identified to aid the policy- and decision-makers. Findings – The major contribution of this research is imposing directions and dominance of various factors to make informed decision-making for investment in mobile services to meet the upcoming demand for mobile services in Indian telecommunication sector. Research limitations/implications – The applicability of these research findings is limited to emerging telecommunication market. Practical implications – This paper forms the basis for identifying various factors that act as the driving force for the Indian telecommunication operators to pay special attention toward mobile services, with telecommunication data analytics and developing context-aware services. This paper will aid policy-makers in the government, managers in telecommunication companies and other stakeholders such as content providers, channel partners and application developers to take a lead role in developing appropriate mobile services to meet local needs of Indian users. It will help in developing strategies to collaborate and motivate other stakeholders, including device manufacturers to understand and work collaboratively to become world leader in mobile services. Originality/value – This paper provides a framework for understanding the various factors that encourage telecommunication companies to establish and invest in mobile services and setup a separate vertical in their organization with a focus on mobile services to meet the future demands of Indian market. Appropriate utilization of telecommunication data analytics, personalization of services, customization in local languages and support for convergent services would encourage adoption of mobile services.

AbstractThis study explores the potential of Internet-based technology to change the nature of work in the civil service sector in Papua New Guinea (PNG, specifically to contribute towards Organisational Development (OD). Immediately following and one year after an awareness-raising civil service conference on computer-mediated communication and its potential to help develop the workplace, 23 PNG public sector employees who had attended the conference responded to a range of closed and open-ended attitude questions regarding Information and Communication Technologies (ICTs). On balance, they reported that in their experience, ICT following the conference had been relatively empowering, had enhanced organisational communication and accountability, and had helped to improve the flow of knowledge within and between public sector groups. In PNG, digital technology might help to facilitate the development of intra- and inter-organisational unit teamwork. To that extent, digital technology in the longer-term may assist not only in OD, but also in the development of capacity more generally.

This article examines the organizational structure of the state civil service during institutionalization of the system of public administration in the XVI – XVII centuries. The author describes the characteristic traits of this stage of development of the civil service system as a whole, including the highly personalized nature of carrying service, narrow separation between civil and military service, as well as the presence of rank system that was applicable to both the government apparatus and the society. In this context, the author explores the key misinterpretations of the term “rank”, its partial conflation with the concept of “post”, and the absence of universal definition. Research is also conducted on correlation between the organizational structure of the civil service and the class composition of the Tsardom of Russia, which has proven the possibility of separating the system of ranks of public servants from the unified social hierarchy. Special attention is given to the clerical service and its organizational structure: comparison of the status of clerical servants with the elements of the legal status of modern civil servant considering this type of service as the closest prototype of the state civil service. The basic traits of the clerical service include professional character, rigid hierarchy, stability, enforcement nature of activity, additional rights and responsibilities. The author highlights the key role of the concept of “rank” as the characteristic of the position of am individual within service hierarchy, used to for creating a prototype of the organizational structure of the state civil service. The scientific novelty consist in determination of the characteristic features of the organizational structure of civil service as whole, and state civil service in particular, which prove the existence of the developed, although non-unified hierarchy that later provided the framework for the reforms of Peter the Great. This confirms the gradual and consistent, rather than revolutionary nature of the transformations introduced by the Table of Ranks. Such approach gives a more comprehensive perspective upon the evolution of the institution of organizational structure of the state civil service.

PurposeBig data analytics (BDA) is recognized as a recent breakthrough technology with potential business impact, however, the roadmap for its successful implementation and the path to exploiting its essential value remains unclear. This study aims to provide a deeper understanding of the enablers facilitating BDA implementation in the banking and financial service sector from the perspective of interdependencies and interrelations.Design/methodology/approachWe use an integrated approach that incorporates Delphi study, interpretive structural modelling (ISM) and fuzzy MICMAC methodology to identify the interactions among enablers that determine the success of BDA implementation. Our integrated approach utilizes experts' domain knowledge and gains a novel insight into the underlying causal relations associated with enablers, linguistic evaluation of the mutual impacts among variables and incorporating two innovative ways for visualizing the results.FindingsOur findings highlight the key role of enabling factors, including technical and skilled workforce, financial support, infrastructure readiness and selecting appropriate big data technologies, that have significant driving impacts on other enablers in a hierarchical model. The results provide reliable, robust and easy to understand insights about the dynamics of BDA implementation in banking and financial service as a whole system while demonstrating potential influences of all interconnected influential factors.Originality/valueThis study explores the key enablers leading to successful BDA implementation in the banking and financial service sector. More importantly, it reveals the interrelationships of factors by calculating driving and dependence degrees. This exploration provides managers with a clear strategic path towards effective BDA implementation.

The article considers changes in organizational structure (in the context of a shift in favor of small business), the main factors and long-term prospects of these changes. Enhancing the role of small and medium-sized enterprises (SMEs) in many countries of the world is described. The concept of SMEs, as well as the range of indicators measuring organizational structure, is defined. Modern trends that indicate the increasing role of small and medium-sized enterprises are shown. On the basis of dynamics of economic indicators in Europe and the United States, the increasing role of small and medium enterprises is investigated. It is shown that the increase in the share of the service sector is the result of market saturation. The influence of the service sector on the shifts in the organizational structure in the period of global economic changes, as well as the influence on the increasing share of more flexible and innovative small and medium-sized enterprises in total employment and income, is argued. Increased competition in the process of saturation of the market is shown as one of the factors of the development of personal needs that promote individual entrepreneurs, inventors and innovators, for whom a complex and rigid structure of large organizations is the factor which limits the growth and interferes with their becoming the engines of scientific and technological progress. It is proved that in conditions when large corporations find themselves unable to identify a new micro niche quickly, small and medium enterprises are becoming the most convenient form for the realization and promotion of innovation. The transition from the dominance of large corporations to the dominance of SMEs in the process of substitution of technological modes is investigated. The increasing role of small and medium firms in the context of long-term trends of economic development is considered.
