Analysis and research on the balance model of endowment insurance fund

Sustainability is an urgent issue in the basic endowment insurance system in China. The advancement of the national pooling and the transfer of collection responsibility from the social security department to the taxation department are the policy measures taken to ensure the sustainable development of the endowment insurance system. In this circumstance, this paper discusses the solvency of the national pooling account fund of basic endowment insurance when the enterprise contribution rate drops to 16% by constructing an improved theoretical actuarial model. The conclusion shows that under the national pooling mode of peeling off historical debt and personal account, even if the contribution rate drops to 16%, the basic endowment insurance fund in China will still have strong solvency in the long run. In addition, due to the transfer of the collection responsibility of the basic endowment insurance, the proportion of the actual number of payers to the number of in-service insured will gradually increase to 100%, and the calculation results in this paper show that the bankruptcy scope of China’s basic pension insurance funds will be postponed to the year of 2113. This study enriches the relevant literature and solves a policy concern in the reform of China’s basic endowment insurance system: Does reduction of contribution rate affect the sustainability of the basic endowment insurance system?

This study aims to investigate the impact of China’s new fertility policy on the actuarial balance of its Urban Employee Basic Endowment Insurance (UEBEI) fund, with stochastic mortality model included to address the longevity risk. Combined with the latest UEBEI policy, this paper constructs an actuarial balance model and introduces the growth rate of wage, the age of employment and the age of retirement, the rate of payment, the rate of replacement, the annual rate of pension adjustment, and the population in terms of age into the model, which arise from the rate of payment, average wage, and personal and social factors. This study uses the sixth population census data by age group and gender to employ empirical analysis. The sensitivity analysis of China’s basic pension insurance fund balance is made. It is concluded that the increase in the growth rate of wage caused by social factors, the increase of fund investment returns, the delay of retirement, and the increase in the fund collection rate are all conducive to the sustainability of the UEBEI fund.

This work develops a new method, the box-balance model (BBM), to assess the role of hydrodynamic structures in the survival of fish larvae. The BBM was applied in the northwest Mediterranean to field data, on 2 small pelagic fish species whose larvae coexist in summer: Engraulis encrasicolus, a dominant species, and Sardinella aurita, which is expanding northwards in relation to sea warming. The BBM allows one to quantify the contribution of circulation, with significant mesoscale activity, to the survival of fish larvae, clearly separating the effect of transport from biological factors. It is based on comparing the larval abundances at age found in local target areas, associated with the mesoscale structures (boxes), to those predicted by the overall mortality rate of the population in the region. The application of the BBM reveals that dispersion/retention by hydrodynamic structures favours the survival of E. encrasicolus larvae. In addition, since larval growth and mortality rates of the species are required parameters for application of the BBM, we present their estimates for S. aurita in the region for the first time. Although growth and mortality rates found for S. aurita are both higher than for E. encrasicolus, their combined effect confers a lower survival to S. aurita larvae. Thus, although the warming trend in the region would contribute to the expansion of the fast-growing species S. aurita, we can confirm that E. encrasicolus is well established, with a better adapted survival strategy.

The article deals with the issues of functioning of the social insurance institution, the organizational-legal and financial forms of which are presented by the state extrabudgetary social funds - Pension Fund of Russia, Mandatory Social Insurance Fund and Mandatory Health Insurance Fund. It considers the main characteristics of social insurance: a) scope of covering the employed population by insurance protection; b) contribution rates as related to wages; c) level of protection of population incomes (pensions and benefits as related to wages and subsistence minimum); d) availability of quality medical assistance and rehabilitation services. There are analyzed the present social risks and problems of the RF insurance system. The main problem is that the amount of financial expenditures on all types of social insurance per beneficiary is about half that of most developed and developing countries. The primary cause is lacking motivation of both employees and employers to participate in the mandatory social insurance and to legalize their earnings. In the conclusion there are formulated a number of proposals for improvement of the institution of social insurance in Russia. It is proposed to expand the range of insurance cases concerning unemployment insurance and care for elderly people, to increase the total amount of compulsory contributions to extrabudgetary insurance funds from 30.2% up to 42.5% from three sources - employees, employers and the state.
