This helpdesk report synthesises evidence on the drivers and opportunities for promoting gender equality in the Eastern Neighbourhood region. Although equality between women and men is enshrined in the constitutions and legal systems of all Eastern Neighbourhood countries, and all countries have ratified most of the important international conventions in this area without reservations; women are still subject to social discrimination. Discriminatory laws, social norms, and practices rooted in patriarchal systems inherited from the Soviet era have negative consequences and act as drags upon gender equality. Former Soviet states making the transition from a command economy to a market-driven system need to make changes in governance and accountability systems to allow for women to have agency and to benefit from any nominal status of gender equality. This report considers areas where there are outstanding opportunities to improve women’s situation in Eastern Neighbourhood countries.

There is increasing evidence that mental health problems may attenuate the relationship between protective behavioral strategies (PBS) and alcohol outcomes. However, psychological distress may also affect these relationships. Further, it appears that different types of PBS have differential relationships with alcohol outcomes. The current study examined the degree to which psychological distress moderated the associations PBS subtypes had with hazardous drinking and alcohol-related negative consequences. Participants were 632 traditional-age undergraduate students ( M = 20.04, standard deviation = 1.48) who had consumed alcohol within the past 30 days and completed online self-report measures designed to assess PBS use, level of psychological distress, hazardous drinking patterns, and alcohol-related negative consequences. Serious harm reduction PBS were associated with less hazardous drinking and less alcohol-related negative consequences, and these associations were strengthened for those experiencing greater psychological distress. Controlled consumption PBS were associated with less hazardous drinking, but this association was not moderated by psychological distress. These findings highlight the potential benefit of teaching serious harm reduction PBS to college students experiencing elevated levels of psychological distress.

We examined the effectiveness of attitudes, social norms and perceived behavioral control on behavioral intentions and behaviors that prevent and mitigate COVID-19 infections and collateral negative consequences. We conducted a random-effects meta-analysis with 29 effect sizes from 19 studies involving data from 11 countries (N = 15,328). We found strongest effects for perceived behavioral control, but also moderately strong effects of social norms. This is practically important in a pandemic environment because social norms in other health contexts typically show negligible effects and advice based on non-pandemic contexts may be misguided. Examining moderator effects, we are the first to demonstrate that in contexts with strong endorsement of social norms, norm-behavior effects were strengthened. Focusing on societal level differences, both wealth and individualism increased the strength of association between perceived behavioral control and behavioral intentions. We discuss the practical and theoretical implications of the findings for behavior change and public health interventions.

People often cooperate and obey norms in situations where it is clear they cannot be caught and punished. Such behavior does not serve their self-interest, as they are foregoing opportunities to exploit others without any negative consequences. Hence, it is not clear how this behavior could have evolved. Some previous explanations invoked the existence of other-regarding preferences, moral motivation, or intrinsic concern for social norms. In this study, we develop an agent-based model illustrating that none of these is necessary for the emergence of norm-abiding behavior. Our model suggests evolutionary pressure against norm violators may lead to the emergence of a bias, causing agents to be extremely sensitive to the probability of being caught. Because of this, they often incorrectly classify anonymous situations as non-anonymous ones and obey social norms due to the fear of being punished. In our simulations, we show that cooperation is promoted by (1) the number of interactions actually observed, (2) the strength of punishments against norm violators, and most importantly, (3) the uncertainty in agent classifications.

On college campuses across the country, high-risk drinking and the associated negative consequences have become a national concern. As colleges strive to find appropriate and effective approaches to deal with this issue, social norms theory provides a coherent framework for interventions that are relevant and positive. Small Group Social Norms (SGSN) interventions within affiliation groups offer a cost-effective, acceptable intervention that can decrease high-risk drinking and associated negative consequences. Experiences with SGSN interventions for student athletes and members of fraternities and sororities at a prominent state university demonstrate the process, effectiveness, and potential of these kinds of interventions.

Aims: Past research has linked substance use to individual differences in discounting of future rewards. Since behaviours such as smoking and excessive drinking appear to involve a devaluation of future negative consequences, discounting of costs may also be relevant in the understanding of such behaviour. The primary aims were to investigate the association between cost discounting and the behaviours smoking and hazardous drinking. Methods: In four studies, individuals recruited from the crowdsourcing marketplace Amazon Mechanical Turk responded to measures of discounting. Results were combined by meta-analysis of the standardised mean differences ( d) between self-reported smokers and non-smokers, and between participants with AUDIT scores of 10+ (hazardous drinking) and those with scores below 10. Results: In comparison with non-smokers, smokers’ relative valuations of future gains were lower, d = –0.32, 95% CI [–0.47, –0.18]. There was no association between smoking and cost discounting, d = –0.02, 95% CI [–0.17, 0.13]. Participants with AUDIT scores of 10+ valued future gains somewhat lower than participants with scores below 10, d = –0.17, 95% CI [–0.35, 0.01]. There was no association between hazardous drinking and cost discounting, d = –0.02, 95% CI [–0.21, 0.16]. According to Bayes Factors (BF), the data supported an association between gain discounting and smoking (BF > 100). It was insensitive in the analysis of gain discounting and hazardous drinking (BF = 0.6), but it strongly supported null-effects in both analyses of cost discounting (BFs = 0.1). Conclusion: The results suggest that the robust link between gain discounting and smoking status does not reflect a general devaluation of future outcomes among smokers.

Background While vaccines ensure individual protection against COVID-19 infection, delay in receipt or refusal of vaccines will have both individual and community impacts. The behavioral factors of vaccine hesitancy or refusal are a crucial dimension that need to be understood in order to design appropriate interventions. The aim of this study was to explore the behavioral determinants of COVID-19 vaccine acceptance and to provide recommendations to increase the acceptance and uptake of COVID-19 vaccines in Bangladesh. Methods We employed a Barrier Analysis (BA) approach to examine twelve potential behavioral determinants (drawn from the Health Belief Model [HBM] and Theory of Reasoned Action [TRA]) of intended vaccine acceptance. We conducted 45 interviews with those who intended to take the vaccine (Acceptors) and another 45 interviews with those who did not have that intention (Non-acceptors). We performed data analysis to find statistically significant differences and to identify which beliefs were most highly associated with acceptance and non-acceptance with COVID-19 vaccines. Results The behavioral determinants associated with COVID-19 vaccine acceptance in Dhaka included perceived social norms, perceived safety of COVID-19 vaccines and trust in them, perceived risk/susceptibility, perceived self-efficacy, perceived positive and negative consequences, perceived action efficacy, perceived severity of COVID-19, access, and perceived divine will. In line with the HBM, beliefs about the disease itself were highly predictive of vaccine acceptance, and some of the strongest statistically-significant (p<0.001) predictors of vaccine acceptance in this population are beliefs around both injunctive and descriptive social norms. Specifically, Acceptors were 3.2 times more likely to say they would be very likely to get a COVID-19 vaccine if a doctor or nurse recommended it, twice as likely to say that most people they know will get a vaccine, and 1.3 times more likely to say that most close family and friends will get a vaccine. The perceived safety of vaccines was found to be important since Non-acceptors were 1.8 times more likely to say that COVID-19 vaccines are “not safe at all”. Beliefs about one’s risk of getting COVID-19 disease and the severity of it were predictive of being a vaccine acceptor: Acceptors were 1.4 times more likely to say that it was very likely that someone in their household would get COVID-19, 1.3 times more likely to say that they were very concerned about getting COVID-19, and 1.3 times more likely to say that it would be very serious if someone in their household contracted COVID-19. Other responses of Acceptors on what makes immunization easier may be helpful in programming to boost acceptance, such as providing vaccination through government health facilities, schools, and kiosks, and having vaccinators maintain proper COVID-19 health and safety protocols. Conclusion An effective behavior change strategy for COVID-19 vaccines uptake will need to address multiple beliefs and behavioral determinants, reducing barriers and leveraging enablers identified in this study. National plans for promoting COVID-19 vaccination should address the barriers, enablers, and behavioral determinants found in this study in order to maximize the impact on COVID-19 vaccination acceptance.
