The article considers the legal basis for the formation and development of the country's energy sector, in particular, the issue of energy production from renewable sources, among which the leading place belongs to wind energy. The tendencies of the world energy market, which minimize the negative impact on the environment, as well as the tendencies of development of this branch in Ukraine are investigated. It was stated that for our country wind energy is one of the strategic directions of development of the sector of alternative energy sources, given the high dependence of the country on imported energy, primarily natural gas, and significant potential for wind power, taking into account the location, climate and terrain. However, unfortunately, the pace of development of wind energy in Ukraine still lags significantly behind European ones. It is noted that the legislative provision of the use of wind energy in Ukraine as a source of alternative energy is characterized primarily by the number of bylaws, general declarative legislation, as well as some inconsistencies in legal regulation. An analysis of current legislation and a number of regulations governing the development of the industry in general and wind energy in particular. A review of the norms that relate purely to the issues of the research area and their features and direction of legal regulation. In addition, it was stressed that Ukraine's accession to European initiatives, as well as borrowing international experience in this area should positively affect the energy balance and ensure the development of the sector, in particular, in the light of the need to create a full competitive environment in Ukraine's energy market; changes in heat generation by renewable energy sources and the full transformation of coal regions, which means the gradual closure of unprofitable enterprises with the parallel creation of alternative jobs in these regions.

The article examines topical problems of the role of international organizations in the direction of the development of alternative energy and strengthening of energy security in the world. Considerable attention is paid to the importance of the introduction and development of alternative energy in the context of ensuring environmental human rights and economic well-being. Analyzed the main international legal treaties regulating the reduction of greenhouse gas emissions into the atmosphere and the use of alternative renewable energy sources. The main international governmental and non-governmental organizations in the direction of ensuring environmental and energy security have been identified. Attention is drawn to the need to strengthen the role of these organizations by strengthening the functions of supervision and monitoring to increase the possibility of influencing states that do not comply with the provisions of signed and ratified international conventions. It is concluded that it is necessary to adjust the vector of development of instruments for the protection of environmental rights in the direction of its world globalization. The existing global concept for the development of alternative energy sources requires changes. Given that the environmental problem is universal and, although to one degree or another, it still affects every person, regardless of country or nationality, the obligation to protect the environment must be universal, fulfilled and enforced not only by the government bodies of sovereign states, but also international government organizations. It is noted that the programs and recommendations of international organizations are developed directly for individual states, taking into account their geographical and economic location when choosing the types and methods of developing alternative energy.

Abstract: Modern study about utilizing energy from renewable energy sources was stimulus due to emerging oil crisis in older days due to uncontrolled use of conventional energy sources. Renewable Power Generation from wind and solar energy has become a significant proportion for the overall power generation in the grid. High penetration of Renewable Power Generation (RPG’s) effectreliable operation of bulk power system due to fluctuation of frequency and voltage of the network. The main objectives of high penetration of Renewable Power Generations in distribution system are Regulation of voltage, Mitigating voltage fluctuations due to flickers and Frequency control. The design and control of voltage regulation system using smart loads (SL’s) under large penetration of renewable energy system in distribution level is to be studied with the help of FACT devices like Static Compensator (STATCOM) and It is one of the fast active devices with accurate voltage regulation capability and most importantly for the sensitive/critical loads. Electric spring (ES) is proposed as compelling technique for guideline of framework voltage under fluctuating RPG's with next to no guide of correspondence framework [1]. It is a converter-based framework with self-commutated switches in span design, which is associated with non-basic burdens in series to go about as savvy load. These Smart Loads are controlled to direct voltage across basic burdens and hence partaking popular side administration. Abstract Increasing the share of renewable energy sources is one of the core policies of the European Union. This is because of the fact that this energy is essential in reducing the greenhouse gas emissions and securing energy supplies. Currently, the share of wind energy from all renewable energy sources is relatively low. The choice of location for a certain wind farm installation strongly depends on the wind potential. Therefore the accurate assessment of wind potential is extremely important. In the present paper an analysis is made on the impact of significant possible parameters on the determination of wind energy potential for relatively large areas. In the analysis the type of measurements (short- and long-term on-site measurements), the type of instrumentation and the terrain roughness factor are considered. The study on the impact of turbulence on the wind flow distribution over complex terrain is presented, and it is based on the real on-site data collected by the meteorological tall towers installed in the northern part of Bulgaria. By means of CFD based software a wind map is developed for relatively large areas. Different turbulent models in numerical calculations were tested and recommendations for the usage of the specific models in flows modeling over complex terrains are presented. The role of each parameter in wind map development is made. Different approaches for determination of wind energy potential based on the preliminary developed wind map are presented.

The 2021 2nd International Conference on Electrical Technology and Automatic Control (ICETAC 2021) was held on October 23, 2021 as a virtual conference due to the growing concerns over the coronavirus outbreak (COVID-19), and in order to protect the well-being of our attendees, partners, and staff as our number one priority. ICETAC 2021 brings together more than 70 national and international researchers from industry, government, and academia. We invited submissions of papers and abstracts on all topics related to Electrical Technology and Automatic Control. The conference provides networking opportunities for participants to share ideas, designs, and experiences on the state-of-the-art and future direction of Electrical Technology and Automatic Control. ICETAC 2021 will feature a high-quality technical & experiential program dealing with a mix of traditional and contemporary hot topics in paper presentations and high-profile keynotes. During the conference, the conference model was divided into three sessions, including oral presentations, keynote speeches, and online Q&A discussion. In the first part, some scholars, whose submissions were selected as the excellent papers, were given about 5-10 minutes to perform their oral presentations one by one. Then in the second part, keynote speakers were each allocated 30-45 minutes to hold their speeches. In the second part, we invited four professors as our keynote speakers. Prof. Yuanchang Zhong, our first keynote speaker, from Chongqing University, China. His mainly research focus on Electronic Technology, Electronic Measurement Technology, System Engineering etc. And then we had Prof. Qinmin Yang, from Zhejiang University, China. He presented an insightful speech: Theoretical research and practice in intelligent control design for wind energy. In this talk, challenges faced by control community for high reliable and efficient exploitation of wind energy are discussed. Prof. Badrul Hisham Ahmad, Universiti Teknikal Malaysia Melaka, performed a speech: Switchable Absorptive Bandstop to Bandpass Filter using Parallel-coupled Resonator. Our finale keynote speaker, Prof. He Yan, from Chongqing University of Technology, China. He presented an insightful speech: Research on Key Technologies of Semantic SLAM for Mobile Robot in Dynamic Scene. Their insightful speeches had triggered heated discussion in the third session of the conference. Every participant praised this conference for disseminating useful and insightful knowledge. The proceedings are a compilation of the accepted papers and represent an interesting outcome of the conference. Topics include but are not limited to the following areas: Electric Vehicle Technology, Intelligent Control System, Electrical Materials, Sensor Network System, Acoustics and Noise Control and more related topics. All the papers have been through rigorous review and process to meet the requirements of International publication standard. We would like to acknowledge all of those who supported ICETAC 2021. The help and contribution of each individual and institution was instrumental in the success of the conference. In particular, we would like to thank the organizing committee for its valuable inputs in shaping the conference program and reviewing the submitted papers. Due to sheer dependency upon fossil fuel sources, Bangladesh as a country is not free from numerous negative aspects. Country’s requirement for a certain portion of power be generated from renewable energy sources is due and required renewable energy target (RET) needs to be fulfilled. In this study, potential of distinguished coastal sites for entirely renewable energy such as solar and wind sources based microgrid for chosen community is explored. Microgrid architecture is appropriate considering the coastal areas’ geographical locations and due to the inconvenience in grid extension. Study suggests, potential of coastal sites are found to be feasible for such structures based on real case scenario data and modelled technical scheme.
