The article deals with methodological and practical issues of building Bayesian intelligent networks (BIS) for digitalization of urban economy based on the principles of the “Smart city” concept. The BIS complex as a whole corresponds to the architecture of urban household management complexes for construction and industrial energy purposes for solving the problems of internal energy audit, accounting for energy consumption, ensuring energy security of enterprises and territories, in Addition, the system can become the basis for the implementation of a training center for energy management and housing.

This paper analyzes the characteristics and composition of the energy consumption system of the building from the perspective of systematic energy conservation and presents the systematic framework of the consumption model. Based on the framework, the paper focuses on how to establish a building energy consumption assessment system, find the energy efficiency index system and assessment approaches, and apply the results directly into building energy conservation and emission reduction. It not only facilitates greatly the overall and efficient management of the energy consumption system of the building, but also serves as another new approach to achieve energy conservation and emission reduction.

Phase I of the proposed energy optimization methodology showed how the selection of best management criteria for the biological aeration process, and the guarantee of its control at the wastewater treatment plant (WWTP) in San Pedro del Pinatar (Murcia, Spain) produced reductions of around 20% in energy consumption by considerably reducing the oxygen needs of the microorganisms in the biological system. This manuscript focused on phase II of this methodology, which describes the tools that can be used to detect and correct deviations in the optimal operating points of the aeration equipment and the intrinsic deficiencies in the installation, in order to achieve optimization of the oxygen needs by the microorganisms and improve the efficiency of their transfer from the gas phase to the liquid phase. The objectives pursued were: (i) to minimize the need for aeration, (ii) to reduce the pressure losses in the installation, (iii) to optimize the air supply pressures to avoid excessive energy consumption for the same airflow, and (iv) to optimize the control strategy for the actual working conditions. The use of flow modeling and simulation techniques, the measurement and calculation of air transfer efficiency through the use of off-gas hoods, and the redesign of the aeration facility at the San Pedro del Pinatar WWTP were crucial, and allowed for reductions in energy consumption in Phase II of more than 20%.

The work is devoted to solving an urgent problem - the development of a computer model of the energy consumption system of the Institute of the ionosphere of the National Academy of Sciences and the Ministry of Education and Science of Ukraine in order to solve the problem of increasing the energy efficiency of the measuring complex. The power supply system of the complex is described, a generalized structural diagram of the loads - powerful consumers of electricity is presented. The graphs characterizing the energy consumption of individual powerful loads are presented, the problem of compensating the reactive power of loads is shown. The adequacy of the developed model is confirmed by the coincidence of the shape and values of the experimentally obtained characteristics on loads with the characteristics of the model. The model adequacy was assessed by the variance of feedback deviations from the system mean. The results obtained confirmed the possibility of using the developed Matlab-model of the energy consumption system of the measuring complex for creating and testing on the model of an energy-efficient power supply system, which will ensure the stable operation of scientific equipment for the implementation of research programs of the NAS of Ukraine.
