The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

This chapter describes how inequality and real incomes have evolved in Germany through the period from the 1980s, through reunification, up to the economic Crisis and its aftermath. It brings out how reunification was associated with a prolonged stagnation in real wages. It emphasizes how the distinctive German structures for wage bargaining were eroded over time, and the labour market and tax/transfer reforms of the late 1990s-early/mid-2000s led to increasing dualization in the labour market. The consequence was a marked increase in household income inequality, which went together with wage stagnation for much of the 1990s and subsequently. Coordination between government, employers, and unions still sufficed to avoid the impact the economic Crisis had on unemployment elsewhere, but the German social model has been altered fundamentally over the period

This study aims to investigate the employment of higher education in Lithuanian labour market between 2005 and 2014. Today, this problem is relevant to Lithuania, as level of high school graduates employment is changing yearly. The purpose of the research is to evaluate the impact of higher education on employment in Lithuanian labour market. Seeking to define the impact of higher education on employment in Lithuanian labour market, analysis and synthesis of scientific literature about the influence of education on the labour market; systematic statistical data analysis of Lithuanian education and employment and unemployment rate are presented. In order to compare the impact of Lithuanian higher education on employment rate, unemployment rate and real labour productivity with other countries of the EU-28, the correlation analysis are used. Results indicate that education attainment has influence on employment and unemployment level in Lithuanian labour market and relationship between higher education and employment, unemployment and real labour productivity are dominated in all the EU-28 countries.   Keywords: education; higher education; employment;  unemployment; labour productivity.

This article presents the impact of the global crisis on employment in the OECD countries, and in particular is an attempt to explain why the impact is of a different scope in particular countries. Particular attention has been paid to the question of the role played by labour market institutions (such as employment protection legislation and fixed-term employment). The global economic crisis has influenced the situation in the labour markets of OECD countries, causing declines in employment and increases in unemployment. Changes in the level of employment in individual countries varied. Between 2007-2012 declines in production took place in the majority of OECD countries. Declines in real wages were also observed in those countries. On the other hand, in the period of 2005-2012 relatively small changes in labour market institutions occurred. With respect to both the stringency of employment protection legislation, as well as the share of fixed-term employment, there were no clearly visible trends in the data during the period of economic crisis. The econometric verification of theoretical hypotheses was performed using annual data from the 2005-2012 period for 26 OECD countries, and it shows that GDP and real wages were statistically significant determinants of employment size in the analyzed period. The study also confirmed the hypothesis of the existence of a non-linear (U-shaped) relationship between employment elasticity with respect to GDP and the level of stringency of employment protection legislation, as well as the share of fixed-term employment in the total number of employment contracts. The results show that the smallest declines in employment during a crisis might be expected in countries where the level of EPL is close to 2, and the share of fixed-term employment in the total number of employment contracts is close to 18%.

Abstract Objective: The main purpose of this research is to analyze and reveal if the recent policy measures in higher education carried in European Union member countries have had a significant impact on the labour market integration of university graduates. Methodology: We selected a set of indicators that were common in the 2015 and 2016 editions of Structural Indicators for Monitoring Education and Training Systems in Europe and could offer an image of intensity of higher education policies in relation with labour market at European level. We further used these measures to test for any significant effects of the policies on the integration of graduates in the labour market. Findings: We found significant effects of various policy measures in high education in the European countries. We estimate a positive role for factors like monitoring of completion rates, requirements for the staff to have higher education, presence of educational guidelines, and recognition of formal and informal learning for entry in higher education. Value Added: This is the first study to address the impact of high education policies carried in European countries on the integration of college graduates. The study is distinct through both the design of new measures of higher education policy in Europe as well through testing whether the intensity of policies carried for higher education has affected the employability of young graduates or not. Recommendations: The results of this empirical research allow us to make some recommendations for improving the insertion of young graduates on European labour market.

Ecological footprint (EF) determines the area of ecologically productive territory necessary to produce the resources utilised and to assimilate the waste produced by a given population over a year. Knowing your own EF is the first step in planning and implementing policies to reduce it. Considering that transport is a significant component of the impact of human activity on the environment, this study calculates the EF of the CO2 emissions associated with person mobility (EFM) at the University of A Coruña (UDC). The results presented are based on statistical inference from surveys conducted in 2008, 2016, and 2020. The period 2008–2016 coincides with the effects of the economic crisis, and 2020 with those of the COVID-19 pandemic. The EFM of UDC in 2016 was 2177 global hectares (gha), 148 times its biocapacity. Ninety-two percent of it was generated by car trips. Policies to reduce the environmental impact of mobility should focus on reducing car use. This study analyzes various factors of variability. The EFM per capita of the commutes from the place of residence to the UDC campuses grew between 2008 and 2020 by 17%. The results obtained are compared with those of other nearby universities and around the world.
