Women have always migrated. Yet, earlier gender and migration debates on the “feminization of migration” have largely downplayed this reality, implying that women have only recently begun to migrate. To the contrary, as early as 1984 Mirjana Morokvasic reminded us, in an article titled “Birds of Passage Are Also Women,” that female migrants began outnumbering male migrants entering the United States as early as the 1930s (Morokvasic 1984, cited under Overview). As Martha Gardner’s exhaustive historical analysis of immigration regulations illustrates—Gardner 2006, cited under Gender and the State—the United States had historically curtailed the migration of independent women, thus limiting women’s migration as dependents who followed male family members. Since then, women migrants have crossed international borders and entered the United States and other advanced capitalist societies as independent migrants, responding primarily to the demand for their labor as nurses, domestic workers, factory workers, and sex workers. Pioneering feminist migration scholars in the 1980s first questioned the invisibility of women in mainstream knowledge production of migration. While they initially called just for the inclusion of women, since the 1990s scholars have demanded the incorporation of a gendered perspective in mainstream migration research, urging an examination of the various ways gender constitutes migration. Contemporary scholarship on gender and migration has focused on the constitution of gender in the macro context by analyzing the ways gender informs the political economy of migration. Focusing on the meso level, a larger group of scholars has interrogated how migration reshapes gender relations and accordingly the position of men and women in institutions such as the migrant family. Finally, others have examined the micropolitics of gender by examining the subjectivities of migrant women, particularly as mothers or cosmopolitan adventurers. Since the 1980s, we have also witnessed growing recognition of the global scope of women’s migration and the decentering of the United States and the West in contemporary empirical investigations of migrants’ gendered experiences. These works highlight how women migrate as workers, wives, and students to not only North America or Europe but also to Latin America and Asia. Migrant women also originate from disparate countries and regions, with larger groups coming from Mexico and Central America, Southeast Asia, in particular, Indonesia and the Philippines, and eastern Europe. However, gender and migration scholarship’s focus on women’s experiences has been criticized for privileging heteronormative assumptions about gender and for neglecting to incorporate the perspectives of men and sexual minorities. Masculinity studies have attempted to address such gaps in existing gender and migration scholarship by challenging the primacy of Western hegemonic masculinity. Likewise, the literature on sexuality and migration has challenged heteronormative assumptions underpinning migration theories and conceptualizations, insisting that sexuality is central to the regulation of migration and migrant experiences. This annotated bibliography provides an overview of the study of gender, sexuality, and migration. It begins with studies that provide a big picture of the study of gender and migration. It then proceeds to highlight how gender shapes institutions of migration (the state, family) followed by case studies of different groups of migrant women (students, brides, sex workers, domestic workers). Finally, it addresses thematic issues central to our understanding of gender and migration (trafficking, sexuality, masculinity). The dominance of US-centered studies in gender and migration research is reflected in this bibliography.

The migration-city-nexus has become central in migration and urban studies alike. This ‘local turn’ has not only initiated a rethinking of the local level as an independent level of migration policy-making but also broadened the discourse on how migration processes actually change cities. Therefore, the thematic issue at hand seeks to understand how migration-led development processes in cities promote and shape institutional change, and which actors transform policies, structures, and discourses on migration in different settings. It questions how migration-related issues in urban development are being handled and transformed by local state and civil society actors. With 11 empirical articles on local negotiations of migration in urban development in different settings, this thematic issue applies an institutional change perspective on local migration policy-making to contribute to a broader understanding of migration-led development in both urban and migration studies. When it comes to clearly capturing migration-led institutional change in urban development and planning, the contributions demonstrate great heterogeneity. They reveal that research on migration-led institutional change still has many biases and is very dependent on theoretical perspectives, positionalities of researchers, and the local context of the case studies.

This article was prompted by emerging and highly politicised debates in South Africa over the role of ‘foreign influence’ in policy-making. Whilst popular debates on this issue are often over simplified, it nevertheless seemed a relevant topic for migration policy-making given its cross-national focus. In this article, we therefore consider what influenced the development of South Africa’s 2013 Prevention and Combatting of Trafficking in Persons Act (TiP Act) as just one example of migration policy-making. Using qualitative methods, we map the influences on the South African TiP Act, and highlight how these shaped the passing of the Act, as well as the form that it took. We describe three pathways of international influence that shaped and constrained the possibilities for the Act: the global system for the governance of trafficking, the globalisation of knowledge around trafficking, and the nature of diplomatic relations. Exploring these pathways, we interrogate and unpack the idea that policy-making takes place in isolation and exclusively at a national level. Instead, this article illustrates how policy-making around issues of trafficking, and migration, takes place amidst complex and unequal global relationships.

Donald Trump campaigned on seven major issues, two of which involved migration, viz, have the US build and Mexico pay for a wall on the 2,000 mile Mexico-US border and deport the 11 million unauthorized foreigners in the US. Trump also promised to reverse President Obama’s executive orders that provide temporary legal status to some unauthorized foreigners, and to “put American workers first” in migration policy making. After winning the November 2016 election, Trump modified some of his positions, announcing that deportation efforts would be focused on two million unauthorized foreigners that Trump says were convicted of US crimes.

International migration and integration are among the most important and controversial public policy issues of our time. The disconnect between migration policy debates and migration realities has prompted a quest for more ‘evidence-based’ debates and policy-making. This introductory chapter gives the background and explains the rationale, aims, and key contributions of the book Bridging the Gaps: Linking Research to Public Debates and Policy-Making on International Migration and Integration. It provides a basic conceptual framework for the theoretical and empirical analysis in the subsequent chapters, focusing on the triangular relationships between research, public debates, and policy-making. The chapter also includes an overview of the key insights and arguments of the theoretical reflections, case studies, and policy analyses in the book.

PurposeThe purpose of this paper is to contribute to the challenges of bringing postcolonial, racism and migration research into a meaningful dialogue. Based on the research examining migration from Central Asia into Russia, the paper analyses migration policy and the everyday experiences of migrants.Design/methodology/approachThe paper is based on mixed methodologies, including narrative, semi-structured and in-depth interviews with migrants from Uzbekistan, Tajikistan and Kyrgyzstan in Russian cities and those who returned to their country of origin (over 300 people), interviews with representatives of NGOs, state officials and journalists in 2013–2016 and an analysis of the legislation and mass-media regarding migration from Central Asia.FindingsThe paper demonstrates that experiencing racism is a part of everyday life for migrants from Central Asia living in Russia. Whether this is in interactions with the state, fear of persecution on the street by the police or in the workplace, it is a constant factor. It argues that the political and everyday xenophobia and racism demonstrates deeply rooted imperial views in Russia’s inner politics and shapes attitudes toward migrants.Social implicationsThe paper contributes to broader debates on the linkages between migration and racism in Europe, in particularly questioning the positionality of migrants from “not-European” countries.Originality/valueMbembe’s approach to “let die” is pertinent in understanding postcolonial migration. Racism continually plays a role in “normalization” of abuse toward migrants and restrictive migration policy. Blaming “the migrant” for acting informally, draining healthcare resources and for posing a security risk provides a much-needed scapegoat for the state.

More countries are turning to expert commissions to assess labour market and demo-graphic data to help to answer the fundamental migration questions of how many, from where, and in what status newcomers should arrive. Britain has had a Migration Advisory Commission since 2008, and most US immigration reform proposals include commissions to assess labour market, demographic, and other data to provide advice or set quotas on the number of immigrants and temporary foreign workers admitted.

AbstractAustralia is one of the world’s largest beef exporters. However, meat processing jobs are widely considered undesirable and are increasingly filled with employer-sponsored migrant workers on temporary long-stay visas. Against this background, our paper explores the role of language in the employment and migration trajectories of a group of meat processing workers from the Philippines in a small town in rural Australia. Methodologically, we employ a case study approach combining macro-data from language and migration policy documents and media reports with micro-data from ethnographic fieldwork. We explore the role of language in recruitment, in the workplace, during leisure time, and in gaining permanent residence in Australia. To begin with, language is not a recruitment criterion as the primary visa holder is hired on the basis of a so-called ‘trade test,’ i.e., observed at butchering work in the Philippines by an Australian recruiter. Spouses of the primary visa holder are also issued a temporary visa and are offered unskilled employment in the same plant. Once in Australia, the participants had few opportunities to practice English at work or in the community. In this way, temporary migrants came to Australia with limited English and had limited opportunities to improve their English in the country. However, visa extensions or the conversion of their temporary visa to a permanent residency visa is contingent upon their English language proficiency and only granted if they achieve a score of Level 5 or above on the IELTS (International English Language Testing System). Because of their limited education and limited practice opportunities, this proficiency level was out of the reach of most of our participants. We conclude by arguing that – in a context where
