Numerous empirical studies have long been indicated the importance of business infrastructure for economic and regional development. Ensuring long-term economic growth, as well as the creation and development of small and medium enterprises (SMEs), as key drivers of the development of modern economies, requires a high level of efficiency and flexibility of business infrastructure. In the Western Balkans, the absence of a coherent business infrastructure network is the biggest obstacle to the rapid growth of their economies. For this reason, the activities of the Western Balkan governments in the future should be aimed at developing a network of business infrastructure in order to increase the share of the knowledge and services sector with high added value in the economic structure. This paper aims to point out the role of innovative clusters as a model of associating SMEs in the context of regional development.

The current regional development models emphasize the mobilization of internal location potential, which is to be the source of the competitive advantage of spatial systems. Commonly implemented related concepts of learning regions, innovation clusters or creative sectors illustrate the new development capabilities of regions, simplifying or hindering self-renewal in a globalized, specific civilization system. The research purpose is to identify and characterize potential opportunities and possible development problems of regions that, operating in a highly diverse and rapidly changing socio-economic space, face the resolution of numerous dilemmas. One of the important conclusions presented in the article is the statement that the early building of appropriate potential and structural, organizational, methodological, scientific facilities and an own development programme is a condition for ensuring a significant competitive position for the region

The article reviews the regulatory framework on the basis of which the creation and functioning of innovation clusters as an association of objects of innovative infrastructure of Ukraine.During the research, the author concludes that it is advisable to classify the regulatory regulation of the activity of innovation clusters in Ukraine into two categories: general and special. The general regulatory framework is aimed at creating elements of innovation clusters as legal entities; special aimed at regulating issues of innovation and intellectual property.At the same time, the basic principles of creation and functioning of the legal framework governing the issues of innovation clusters are highlighted: systematicity, accessibility and legality.In the article it is stated that legislative regulation, covering the issues of the functioning of the innovation clusters is incomplete and fragmented, which in turn impedes the full, strategic and cost-effective development of innovation clusters. Hence, the author advices to propose the legislator to regulate the investigated issue at the level of a separate legal act.Besides proper legislative framework, the author pays attention to the necessity of the attraction of budgetary and extra-budgetary funding, including facilitating the participation of clusters in competitions and events conducted by state and regional development institutes, state authorities and local self-government bodies. It is also obvious that there is a need of facilitating the promotion and sale of innovative products of cluster participants in the domestic and world markets; implementation of projects of cluster participants with involvement of state and regional development institutes.At the end of the research the author generates the basic directions of improvement of the policy of legal regulation of the cluster innovation system of Ukraine, proposes concrete measures in the direction of its improvement and modernization.

With the transition in the regional development discourse to knowledge- and innovation-based economics, the cultivation of innovation capacity has gained importance as an initiative to enhance regional sustainability and has emerged as a policy goal. An understanding of the formation of innovation clusters is critical to the cultivation of regional innovation capabilities. Except for the location and regional development conditions’ factors, researchers emphasize a built environment’s role in the formation of innovation clusters. Based on the spatial database of 12,516 high-tech firms in 2017 in the Pearl River Delta (PRD), this study developed a conceptual framework for the built environment. The framework comprises living, service, perceptual, industrial, and physical aspects. The direction and intensity of the correlation between built environment factors and high-tech firms are discussed using the spatial regression model and geographical detector (GD) technique. The results show a highly concentrated spatial distribution pattern of high-tech firms in the PRD. A significant county-level spatial autocorrelation is revealed through Moran’s I. According to the model, we determine the positive impacts of technology support, transport infrastructure, and living service levels on the agglomeration of high-tech firms as well as the negative impact of the public service level. The GD’s result demonstrates different levels of impact intensity of built environmental factors. We argue that a comprehensive understanding of the influence of built environment factors on innovation agglomeration will help policymakers develop targeted policies to foster local innovation capabilities and promote sustainable regional development.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

In this article the significance of wellbeing research in the regional level in Lithuania has been analyzed, the advantages and disadvantages of the objective and subjective wellbeing research have been evaluated. The results of the analysis of wellbeing research reveal that the wellbeing research in the regional level is poorly amplified, the wellbeing research in the social sciences is not marked, the wellbeing is investigated in other fields not in social sciences or according to the aims of the researher and more often causes and outcomes of social economical inequality for regional development are emphasized. Scientific studies show that wellbeing research can have big influence for shaping the future of regions because it concerns local people, their choices and overall wellbeing of a particular region. Findings from foreign countries good practice disclose that wellbeing is currently widely used as a key factor and trend for the development policy evaluation. Accordingly in this article big attention is drawn to wellbeing research possible effect for policymakers. It can be concluded that wellbeing research should become an important discussion object in the regional development context because it reveals the situation about people overall wellbeing and particular life domains. The main aim of this article is to analyse the importance of wellbeing research to regional level in Lithuania. The research problem of this article is the fact that the poor experience of wellbeing research in Lithuania insufficiently reveals the wellbeing expression and use in the regional level. In the research common research methods like analysis and synthesis of the scientific literature, analysis of documents and comparative analysis have been employed.
