THE APPLICATION OF WELLBEING RESEARCH TO REGIONAL LEVEL IN LITHUANIA

In this article the significance of wellbeing research in the regional level in Lithuania has been analyzed, the advantages and disadvantages of the objective and subjective wellbeing research have been evaluated. The results of the analysis of wellbeing research reveal that the wellbeing research in the regional level is poorly amplified, the wellbeing research in the social sciences is not marked, the wellbeing is investigated in other fields not in social sciences or according to the aims of the researher and more often causes and outcomes of social economical inequality for regional development are emphasized. Scientific studies show that wellbeing research can have big influence for shaping the future of regions because it concerns local people, their choices and overall wellbeing of a particular region. Findings from foreign countries good practice disclose that wellbeing is currently widely used as a key factor and trend for the development policy evaluation. Accordingly in this article big attention is drawn to wellbeing research possible effect for policymakers. It can be concluded that wellbeing research should become an important discussion object in the regional development context because it reveals the situation about people overall wellbeing and particular life domains. The main aim of this article is to analyse the importance of wellbeing research to regional level in Lithuania. The research problem of this article is the fact that the poor experience of wellbeing research in Lithuania insufficiently reveals the wellbeing expression and use in the regional level. In the research common research methods like analysis and synthesis of the scientific literature, analysis of documents and comparative analysis have been employed.

Russia is attractive to foreign citizens not only for its originality which lies in the beauty of people and nature or in the presence of unique attractions. They are also attracted by the possibility of doing work and business. However, not all foreign citizens are law-abiding. Some of their representatives are distinguished by illegal behavior. It happens that noncitizens of Russia commit crimes. Purpose of the research: to consider the state, structure and dynamics of crimes of foreign citizens in the Russian Federation; to work out the categories of crimes for which they are convicted; to give information about representatives of foreign countries dominating places of imprisonment; to assess the nature of the repetition of crimes committed in Russia by foreign immigrants; to reveal their age range and give information about the commission of repeated crimes in Russia by foreigners who have served their sentences in domestic correction facilities. Methods: the work based on a systematic approach widely uses general scientific and specific scientific methods. General scientific methods, such as logical, structural-functional, analysis and synthesis methods, made it possible to identify the features of the foreigners’ recidivism risk in Russia. Modern criminological concepts based on such specific scientific methods as the method of interpretation and the methods of interpreting documents have successfully fostered the development of the research problem. Main results: the research made it possible to assess the nature of “foreign crime” in the Russian Federation and the recidivism rate of foreign immigrants. Novelty: the research shows the contingent of foreign citizens serving sentences in Russian correction facilities and differentiated by categories of crimes; it also presents their criminological features, reveals the post-penitentiary recidivism of foreign immigrants, it gives a comparative assessment of foreigners’ repeated crimes in Russia and at home.

The article examines the problem of the nomination of regional vocabulary, to a certain extent reflecting the peculiarities of the life of the inhabitants of a particular region. The relevance of the work is due to the heightened interest in the study of territorially marked linguistic units operating in cities in recent decades. Their study is extremely important not only for linguistic regional studies, but also for determining the peculiarities of the development of a literary language that actively interacts with regions. In this regard, the problem of designating the linguistic units of the regiolect arises, which has not yet been fully solved. The heterogeneous nature of the regiolects (dialects, geographically marked vernaculars, literary linguistic units, local borrowings), contradictory interpretation of the linguistic norm, ignorance of the systemic nature of terminology complicate the aforementioned problem. The purpose of the article is to determine the most appropriate term to denote territorially marked vocabulary. To achieve this goal, the following research methods were used: - theoretical - analysis and synthesis of linguistic literature on the research problem; - comparative-comparative - comparison of terms used to denote regional vocabulary, identifying the degree of their consistency and adequacy to the nominated object. In the course of the work done, the following results were obtained. An extraordinary inconsistency in the terminological naming of territorially marked vocabulary is revealed. The advantages and disadvantages of each term are established, taking into account the accuracy of the designated object and the systemic nature of the terminology. The term is defined that most adequately reflects the essence of the designated object and is organically included in the system of linguistic terminology. The relation of regionalisms to general literary vocabulary is revealed and their non-standardization is proved. The inconsistency of identifying the regional linguistic norm and the regional variant of the literary language has been substantiated.

The topic of quantitative research on informal employment has a consistently high relevance both in the Russian Federation and in other countries due to its high dependence on cyclicality and crisis stages in economic dynamics of countries with any level of economic development. Developing effective government policy measures to overcome the negative impact of informal employment requires special attention in theoretical and applied research to assessing the factors and conditions of informal employment in the Russian Federation including at the regional level. Such effects of informal employment as a shortfall in taxes, potential losses in production efficiency, and negative social consequences are a concern for the authorities of the federal and regional levels. Development of quantitative indicators to determine the level of informal employment in the regions, taking into account their specifics in the general spatial and economic system of Russia are necessary to overcome these negative effects. The article proposes and tests methods for solving the problem of assessing the impact of hierarchical relationships on macroeconomic factors at the regional level of informal employment in constituent entities of the Russian Federation. Majority of the works on the study of informal employment are based on basic statistical methods of spatial-dynamic analysis, as well as on the now «traditional» methods of cluster and correlation-regression analysis. Without diminishing the merits of these methods, it should be noted that they are somewhat limited in identifying hidden structural connections and interdependencies in such a complex multidimensional phenomenon as informal employment. In order to substantiate the possibility of overcoming these limitations, the article proposes indicators of regional statistics that directly and indirectly characterize informal employment and also presents the possibilities of using the «random forest» method to identify groups of constituent entities of the Russian Federation that have similar macroeconomic factors of informal employment. The novelty of this method in terms of research objectives is that it allows one to assess the impact of macroeconomic indicators of regional development on the level of informal employment, taking into account the implicit, not predetermined by the initial hypotheses, hierarchical relationships of factor indicators. Based on the generalization of the studies presented in the literature, as well as the authors’ statistical calculations using Rosstat data, the authors came to the conclusion about the high importance of macroeconomic parameters of regional development and systemic relationships of macroeconomic indicators in substantiating the differentiation of the informal level across the constituent entities of the Russian Federation.

Purpose The purpose of this paper is to study the administrative and legal mechanisms of combating corruption, namely, to determine the means by which it is possible to develop a positive experience in the fight against corruption. Design/methodology/approach Among the methods used to study the problems of the stated subject, the dialectical, comparative-legal, systems, historical and legal, formal and legal, analysis and synthesis can be distinguished. Findings The authors investigated the experience of foreign countries in combating corruption and suggested implementing international experience in national legislation for the successful fight against corruption. In the course of the study, the current state of legal regulations governing anti-corruption activities was characterised, corruption and the main reasons for committing corruption acts were investigated, the problems that arise in the fight against corruption were identified, the main administrative and legal mechanisms for combating corruption were established and the effectiveness of applying these mechanisms in practice was studied. Practical implications The provisions that are enshrined in this paper are of practical value for individuals whose activities are aimed at fighting corruption, as Ukraine is one of the states where corruption flourishes and where the fight against corruption has not been directly implemented in practice for many years. Originality/value Based on the example of international experience in the fight against corruption, proposals and recommendations for improving administrative and legal mechanisms for combating corruption have been developed.

Subject. This article explores the origination of the differences between bookkeeping and tax accounting, and their impact on decision-making. Objectives. The article aims to examine the reasons for the discrepancies between bookkeeping and tax accounting, reveal some aspects of accounting of differences from the position of their registration in a uniform accounting system or two parallel systems, if available, and determine the impact of such gaps on investment and management decisions. Methods. For the study, we used analysis and synthesis, observation, comparison, and the dialectical and data collection methods. Results. The article reveals the key features of the interaction between bookkeeping and tax accounting in Russia and foreign countries. It justifies that in today's economic realities, addressing shortcomings between these information systems is not a necessity, and shows the possible impact of differences on investment decisions. The article also graphically presents the application of cost-plus and balance-based methods of accounting for deferred taxes depending on the way information systems are organized, as well as their comparative characteristics. Conclusions and Relevance. The discrepancies between the two accounting systems provide an opportunity to assess the impact of tax planning on drawing a veil over the accounting profit. Studying the cost and balance methods, as well as the dialectic of the interaction of tax planning with the accounting information system, remain relevant. The results of the study can be useful to accounting and tax specialists, and other stakeholders who are studying the interactions of these information systems.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.

The objective of the study is to support students in the rational, logical, and analytical process that they perform when faced with a scientific problem. This study uses qualitative methodology as its purpose is to present the strategy as learning stemming from the process of analysis, which is rooted on how to detect scientifically the research problem in the field of social sciences. A statistical analysis is made on the use and application of the diagram in a sample of 27 undergraduate students who have used the situational map in the elaboration of their theses. The trend shows that 92.6% of respondents achieved concluding their research processes of thesis work, at the planned time, and their results were consistent with their hypothesis and/or purposes. The creation of this strategy is a support for students, who have not developed their ability to think critically and establish relationships between concepts and theories in the execution of scientific research.

The views of M. Mandelbaum on the historiography of philosophy have undergone a certain evolution. The paper shows the epistemological foundations of Mandelbaum’s historical and philosophical position. From the standpoint of critical realism and its application to social sciences Mandelbaum shows the advantages and disadvantages of the monistic or holistic approaches, partial monisms and pluralism. He considers A. O. Lovejoy's history of ideas to be the most reasonable pluralistic conception, although its use as a historical and philosophical methodology is limited. Intellectual history, which replaced it, should be called a partial monism, however, according to Mandelbaum, it gets a number of advantages if it begins to use a pluralistic methodology. In this version of methodology, the history of philosophy and intellectual history can be identified. The paper also presents some objections of analytic philosophers against this identification.

Purpose. The purpose of the work is to establish the real technical condition of transport structures made of corrugated metal structures on the basis of the analysis of scientific and technical sources.And to analyze the experience of operation of metal corrugated structures in the soil environment and to form and generalize the problems of ensuring the reliability and durability of structures made of metal corrugated structures in the conditions of operation on railways and highways of Ukraine. Methodology. To achieve this goal, a review of scientific and technical sources and regulations of different countries on the technical condition of transport facilities in Ukraine was conducted. In particular, data on the distribution of bridges and pipes made of corrugated metal structures by mode of transport are given. It is shown that the development and implementation of new technologies for the repair of existing defective pipes and small bridges, both on the railways and highways of Ukraine is a very important issue. A thorough analysis of the experience of operation of corrugated metal structures in the soil environment in different countries was conducted. Data on the main inadmissible defects of pipes and the reasons of their development are given. CMS' (corrugated metal structures) corrosion and other defects are given. A number of examples of overpass defects, collapse of bridges and structures with MCS in operation are presented. The qualitative indicators of metal corrugated structures, their advantages and disadvantages are also considered, the problems and the analysis of ensuring the reliability and durability of the structures with CMS in the conditions of operation on the railways and highways of Ukraine are formulated. Findings. An analysis of domestic and foreign scientific and technical sources on the technical condition of transport facilities in Ukraine was conducted. In particular, the experience of operation of corrugated metal structures in different countries of the world is studied and generalized. The analysis and synthesis of problems of ensuring the reliability and durability of buildings with CMS in the conditions of operation on the railways and highways of Ukraine. Originality. As a result of the analysis of the technical condition of transport facilities operated on railways and highways of Ukraine, it was found that about 15 % of transport facilities – small and medium bridges and culverts on Ukrainian railways and about 45 % of transport facilities on Ukrainian roads have unacceptable defects and require immediate repair and replacement. Also, it was established on the basis of research that there are no methods for assessing the load-bearing capacity of transport facilities with CMS in the presence in the body of the embankment of the railway or highway metal corrugated structures with a diameter greater than 6 m. It was determined that standards don't include regulations on design and monitoring of CMS on railway tracks. Practical value. On the basis of these data it was possible to offer directions of theoretical and experimental research and methods of calculation, tests of CMS and diagnostics of a technical condition of transport structures with CMS. In particular, the measurement of the impact of the environment on the bearing capacity of the CMS and the measurement of residual deformations of the corrugated metal pipe on the railway track. Execution of the analysis and synthesis of methods of calculation of transport constructions with CMS will lead to improvement of methods of calculation of CMS.

No type of legal proceedings is complete without the involvement of experts for the production of expert research or specialists for consultation. In this regard, the question of determining the competence of these subjects by persons conducting the process who do not have special knowledge in the field in which the knowledgeable person specializes is very acute. The author determines the competence of the forensic expert and enumerates other requirements to the expert as a participant in the proceedings. The formation of competence is primarily influenced by the level of training, education of an expert or specialist. The main attention focuses on the disclosure of the main ways of initial training and retraining of forensic experts at the present stage: the traditional way of experts training; specialization in the specialty “Forensic examination”; master’s degree in programs of expert specialties. The existing types of training and retraining of forensic experts in Russia and some foreign countries, including the member States of the Eurasian economic Union (EEU), are analyzed. The traditional way of training of forensic experts and training under the program of specialization are revealed proceeding from historical conditionality and necessity of training of specialists for implementation of forensic activity. The positive and negative features of the training areas are highlighted, taking into account their impact on the formation of the competence of the forensic expert. The author emphasizes the need to develop existing forms of initial training of forensic experts, taking into account the advantages and disadvantages of each of them. The study concludes that it is necessary to apply the subjective criterion in order to determine the effective form of training of forensic experts
