This chapter examines the relevance of media and public opinion to our understanding of foreign policy and international politics. It first considers whether public opinion influences foreign policy formulation, as argued by the pluralist model, or whether the public are politically impotent, as argued by the elite model. It then explores whether the media can influence foreign policy formulation, as argued by the pluralist model, or whether the media are fundamentally subservient to the foreign policy process, as argued by the elite model. It also integrates these competing arguments with theoretical frames used in the study of international relations: namely, realism, liberalism, and critical approaches (including constructivism and post-structuralism). The chapter concludes by discussing contemporary debates concerning organized persuasive communication and the ‘war on terror’.

Recently, there have been several research studies focusing on the ethics of those who are responsible for public services and in different government positions. Ethics delivers greater responsibility between the citizen and the administration and helps to foster confidence such that citizens can be convinced the administration is working in favour of the public interest. Therefore, it is imperative that every action be made in accordance with ethical rules and principles. This article is focused on the importance of the ethical behaviour of public administration employees in relation to citizens; its aim is to demonstrate the ethical values that every administrator should have in order to establish a responsible, efficient, transparent and accountable administration so as to fulfil such duties towards citizens. The drafting of codes of ethics as well as respect for fundamental principles promotes the creation of a professional climate in the public servant-citizen relationship; this article seeks to highlight the importance of respect for such codes and principles extending to the highest level of professional employees.

The purpose of the article is to investigate the importance and roles of civil society institutions in exercising social control over policy formulation and implementation processes, even in conditions of pandemic contingency. The study has used the methods of comparative analysis, temporal analysis, case study method, statistical data analysis and secondary research of the results of sociological studies. It has been established that civil society institutions play the role of efficient institutions of social control. They are able to mutually strengthen the intentions of the State to ensure the public interest, establish the collaboration of citizens and the cohesion of public efforts. In Ukraine, so far, civil society is at a stage of development and, along with the quantitative characteristics, does not have the appropriate qualitative characteristics. Social control is not authoritarian in nature, nor is it mandatory; it is carried out on behalf of its actors: civil society and citizens.

Role of Government Ecology in Increasing Regional Government Policy Competitiveness. Government ecology as a basis for policy making will follow various processes for preparing policy analysis with various resources obtained from both natural resources, artificial resources and human resources. These resources are a reference in the formulation of government policies in building regional competitiveness. This study aims to discuss the role of government ecology in enhancing competitiveness through local government policies to improve services to the public. The method used in this study is library research. Data is collected from a variety of materials in the library such as documents, books, magazines, journals, both offline and online. The results show that local government policies will be more effective when policies are implemented in policy formulation with government-based knowledge or ecology. The Regional Government seeks to have competitiveness that adheres to commitment and is consistent in implementing regional government processes. The process of increasing competitiveness goes hand in hand with increasing knowledge and capabilities of apparatus in public service optimally. This article aims to discuss the role of policy subsystems in the public policy process, highlighting maintenance and change in their implementation. In particular, it analyzes the process of agenda-setting and policy formulation of the Política Nacional de Juventude [National Youth Policy] in Brazil during the Lula government, emphasizing the symbolic and political disputes around ideas and values conducted by the different actors that permeated the subsystems of this sectoral policy.

This chapter attempts to relate the pedagogy of public policy to the concept of practice articulated by Alasdair MacIntyre. It first discusses the challenges of establishing public policy as a discipline in India where it has been long assumed that only those employed in government need to acquire skills and knowledge essential for policy formulation, and also, by definition, all policies made by government must be in the public interest. This assumption is being challenged in recent times opening up the possibility of fashioning a pedagogy for public policy. In the quest for a philosophy of public policy as a practice an understanding of external and internal goods, the role of virtues, and limitations of economics, a dominant discipline in public policy schools, are examined. Finally, the importance of public policy practitioners and teachers connecting with the public whose interests and concerns provide the raison d'être for the discipline is underlined.

Basically, the substance of democracy is the existence of role/active participation in the governance based on independence, equality and freedom. Somehow in new era, this strategic position of public servant was used by political party which finally makes political problems in the conception of law enforcement and makes confusedness to the role of public servant. Finally, the government make coherent regulation concerning with the neutrality in the public service law.  Arrangement of public service neutrality, arranged in article 3 sentence (2) and sentence (3) Law No. 43 Year 1999 and Government Regulation No. 37 Year 2004 concerning prohibition order of public servant becoming political party member and official member. The regulation only arranging concerning public servant becoming member and official member of political party, while public servant which was nonmember of political party, what exactly more loyal in political party not yet been arranged in that regulation. The regulation which straightening of neutrality arrange in  the preamble which public servant that impinge this regulation not yet arranged to collision, though sanction to this regulation was riffed as public servant, for public servant that becoming member and official member of political party.  Keyword: Neutralities, political party, law enforcement
