The purpose of the article is to investigate the importance and roles of civil society institutions in exercising social control over policy formulation and implementation processes, even in conditions of pandemic contingency. The study has used the methods of comparative analysis, temporal analysis, case study method, statistical data analysis and secondary research of the results of sociological studies. It has been established that civil society institutions play the role of efficient institutions of social control. They are able to mutually strengthen the intentions of the State to ensure the public interest, establish the collaboration of citizens and the cohesion of public efforts. In Ukraine, so far, civil society is at a stage of development and, along with the quantitative characteristics, does not have the appropriate qualitative characteristics. Social control is not authoritarian in nature, nor is it mandatory; it is carried out on behalf of its actors: civil society and citizens.

In recent discussions, the role of the Internet in facilitating democratization has been either exaggerated or underestimated. The general consensus seems to be that that the Internet will eventually go the way of other technologies of communication such as the radio and television that failed to live up to their expected role of agents of democratization. Rather than empower marginal groups and constituencies, the Internet could even contribute to more subtle and omnipotent forms of social control through surveillance. This paper examines these positions by focusing on the Singapore case. The possibilities for the expansion of civil society and the emergence of a robust public sphere as a consequence of the wiring up of the country are examined. The key argument of the paper is that although the Internet does indeed contribute to enhanced surveillance capabilities, its potential for circumventing existing forms of regulation and expanding the limited public sphere in Singapore is also very real.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.

This article highlights the duty of the public employee to oppose any government policy that goes against constitutional principles and objectives. The defence of this position is made from an organizational analysis of the State. Theoretical contributions such as the understanding of State and Domination in M. Weber, Organization in D. Katz and R.L. Khan, and Control Agency in B.F. Skinner have been used. The analysis of contingencies that control the behavior of the public employee and the understanding of the notions of State and Organizations enable greater clarity about what constitutes the role of workers in the public sector. It also highlights the importance of existing mechanisms to reduce the imbalance in power relations between governors, servants and the population.

The authors of the paper analyze the main directions of the consolidation of modern Russian society, as well as the problems that hinder the implementation of this process. The main factors explaining the fea-tures of the processes of consolidation of Russian society in the XXI century are considered. The col-lapse of the USSR, the resulting crises, the specifics of socio-political processes in the post-Soviet space, the formation of a national idea to a large extent affect the level of cohesion of the country's citizens. It is concluded that for the effective imple-mentation of the process of consolidation of society in modern Russia, it is necessary to overcome a number of problems. In this regard, it is of supreme importance to eliminate socio-economic inequality, corruption in all spheres of life, and optimize the activities of government bodies. The authors em-phasize that the consolidation of modern Russian society is the most important task of the ongoing national policy and requires targeted efforts on the part of both the state and civil society. The im-portance of further sociological studies of the con-solidation processes of Russian society is noted.

Nowadays, many cyber users do not understand how to protect themselves and their information within cyber space. One reason is that cyber users are unaware of possible cyber risks and threats that may occur within cyber space. The second reason is that citizens, businesses and users within the public sector may be aware of relevant cyber risks but do not really understand the seriousness of such risks and the consequences if they do realise. Therefore, cybersecurity awareness campaigns are an integral part of improving cybersecurity awareness. Based on in-country reviews conducted as part of the Global Cybersecurity Capacity Centre (GCSCC) programme, we observed that the campaigns to raise cybersecurity awareness throughout the country are often led by different ‘owners’ without co-ordination and adequate resources therefore creating fragmentation in the national cybersecurity awareness raising programme. This paper suggests that the development of a coordinated and coherent national cybersecurity awareness program is critical for building a basic level of aware-ness at the national level. We will examine the requirements needed to develop a coordinated national awareness raising programme by reviewing the existing literature, best practice approaches and the role of different stakeholders such as the government, private sector and civil society. We will draw conclusions on the main obstacles to ensure overall coherence between the actions of stakeholders and the efforts countries should prioritise in order to increase awareness of cyber risks at the national level.

During the years that preceded and followed the disintegration of the Soviet Union, the Autonomous Republic of Chechnya in the south of Russia has experienced an intensive movement of civil society mobilisation, nationalist radicalisation and armed conflict. Referring to the case of the society “Kavkaz” as an example for the emerging movement of civil society, this paper traces the mobilising role of history and historical memory during the period of reform under Mikhail Gorbachev in the late-1980s, until the onset of the first Chechnya War in 1994. It argues, that the use of historical memory is not that much a cause, than it is an indicator of conflict and radicalisation in society, and that these processes of radicalisation are closely linked to their context at a local, national and international level. Drawing on data collected from interviews with representatives of the Chechen national movement, from local newspapers and legal acts, the paper tracks the evolution of civil society movements in Chechnya in the late 1980s and early 1990s. Doing so, it departs from a relational approach to conflict analysis (della Porta, 2018; Alimi, Bosi, and Demetriou, 2012; Tilly and Tarrow, 2015; Hughes and Sasse, 2016). Located at the intersection between conflict- and memory studies, the paper thus adds insights to the study of the pre-war period in post-Soviet Chechnya, and in general to the conceptual discussion about the link between historical memory, mobilisation, radicalisation and conflict.

This chapter examines the relevance of media and public opinion to our understanding of foreign policy and international politics. It first considers whether public opinion influences foreign policy formulation, as argued by the pluralist model, or whether the public are politically impotent, as argued by the elite model. It then explores whether the media can influence foreign policy formulation, as argued by the pluralist model, or whether the media are fundamentally subservient to the foreign policy process, as argued by the elite model. It also integrates these competing arguments with theoretical frames used in the study of international relations: namely, realism, liberalism, and critical approaches (including constructivism and post-structuralism). The chapter concludes by discussing contemporary debates concerning organized persuasive communication and the ‘war on terror’.

Sport mega events are the most prominent manifestations of the multidimensional and global interrelation between sport and politics. The purpose of the paper is to present the contrasting cases of two Polish SMEs: UEFA European Championships in football (Euro, 2012) and the bid for Winter Olympic Games Cracow 2022. This article pays special attention to the role of Polish political elite in promoting both events and to the grassroots movement that effectively ended the bidding for the latter event. It also discusses how the allegedly successful Euro 2012 tournament was presented in the public discourse in order to avoid conflicts and debates about the very idea of hosting the games. This proved unsuccessful in the latter case. This case deserves scrutiny as it is an unusual example of effective bottom up mobilization of civil society against the whole political elite.

There is one aspect of Libraries that needs particularly to be highlighted, namely the role of the public library as a par excellence site that upholds the public intellectual space when contrasted to the more restricted academic space. It is a primary means by which public intellectuals and, through them, civil society, may hold even academia to account when the latter becomes confined by dead habits or restricted by institutional, bureaucratic, elitist or other, structures. It needs to be emphasized that academia and scholarship are not necessarily congruent. The interplay between academia and scholarship is crucial and that is made possible by the public library. Open libraries, especially public libraries, are at least as vital as the academia. The importance of a library or a museum is not necessarily related to its location or its size. “Preservation” and “intellectual heritage” need to be decolonized in order to realize epistemic justice.
