Purpose This paper aims to introduce recently an unregulated unsupervised algorithm focused on voice activity detection by data clustering maximum margin, i.e. support vector machine. The algorithm for clustering K-mean used to solve speech behaviour detection issues was later applied, the application, therefore, did not permit the identification of voice detection. This is critical in demands for speech recognition. Design/methodology/approach Here, the authors find a voice activity detection detector based on a report provided by a K-mean algorithm that permits sliding window detection of voice and noise. However, first, it needs an initial detection pause. The machine initialized by the algorithm will work on health-care infrastructure and provides a platform for health-care professionals to detect the clear voice of patients. Findings Timely usage discussion on many histories of NOISEX-92 var reveals the average non-speech and the average signal-to-noise ratios hit concentrations which are higher than modern voice activity detection. Originality/value Research work is original.

AbstractPrior to the Syrian civil war, access and delivery of health care and health care information over the past 4 decades had steadily improved. The life expectancy of the average Syrian in 2012 was 75.7 years, compared to 56 years in 1970. As a result of the civil war, this trend has reversed, with the life expectancy reduced by 20 years from the 2012 level. IntroductionOn February 27, 2010, a 8,8 MW earthquake struck the central and southern coast of Chile, that was followed by a tsunami that destroyed some cities such as Constitution, Ilaco, Talcahuando and Dichato. The national authorities reported 512 dead and 81,444 homes were affected. It was the one of the five most powerful earthquakes in the human modern history. The most affected regions were Maule (VII) and Bio (VIII).ResultsThe impact of the quake in the health sector was enormous especially on the health care infrastructure. The preliminary evaluations showed that 18 hospitals were out of service due severe structural and no-structural damages, interruption of the provision of water or because they were at risk to landslides. Another 31 hospitals had moderate damage. The Ministry of Health lost 4249 beds including 297 (7%) in critical care units. Twenty-two percent of the total number of beds and thirty-nine surgical facilities available in the affected regions were lost in a few minutes due to quake. At least eight hospitals should be reconstructed and other hospitals will need complex repair.ConclusionThe effect of the earthquake was significant on hospital services. It included damages to the infrastructure and the loss of furniture and biomedical equipment. The interruption of the cold chain caused loss of vaccines. National and foreign field hospitals, temporary facilities and the strengthening of the primary health care facilities had been important to assure the continuation of health care services. *Based on information from PAHO – Chile.

Health care is a pillar of modern society. This study focuses on the use of descriptive analytics to provide demographic and territorial insights that will be of strategic importance in planning subsequent projects meant to improve health care services. We especially focus on the assessment of the elder and disabled population health care needs in Barcelona, and evaluate to what extent the current health care infrastructure is successful in covering the demand of these fragile population segment. This work is developed around three main assessments in the municipality of Barcelona: the elder and disabled health care demand, the available health care services, and the relationship between demand and services, showing that territorial and demographic aspects are relevant in assessing the health needs of the population.
