Why do developing countries give foreign aid? Although emerging donors are gaining importance in development finance, lack of systematic data on their aid allocation limits our understanding of their motives. We address this gap using detailed data on a major new donor, Turkey, since 1992. We show that domestic politics has had a large impact on Turkey’s priorities in giving aid. Turkish aid used to be determined by international alignments and coethnicity, but after the Islamic AKP ( Adalet ve Kalkınma Partisi) took power, political ties lost importance. Turkey began to give more economic aid to trade partners and more humanitarian aid to Muslim nations. While this new focus on trade ties makes Turkey more similar to traditional donors, the growing role of cultural ties sets Turkey apart. The broader lesson of this study on Turkey is that government change can significantly influence the way emerging donors give aid and these changes can vary in predictable ways across different types of aid.

This article joins the discussion on foreign aid triggered by the rise of multiplicity of emerging donors in international development. Informed by the constructivist framework of analysis, this article evaluates the philosophy and core features of Kazakhstan’s chosen development aid model and explains the factors that account for the construction of distinct aid patterns of Kazakh donorship. This article asserts that Kazakhstan embraces a hybrid identity as a foreign aid provider through combining features and characteristics pertaining to both—emerging and traditional donors. On one hand, it discursively constructed its identity as a “development cooperation partner,” adopting the relevant discourse of mutual benefit, respect for sovereignty, and non-interference, which places it among those providers that actively associate themselves with the community of “emerging donors.” On the other hand, it selectively complies with policies and practices advocated by traditional donors. This study suggests that a combination of domestic and international factors played an important role in shaping Kazakhstan’s understanding of the aid-giving practices, and subsequently determined its constructed aid modality.

This paper does not address the issue of aid effectiveness—that is, the extent to which foreign aid dollars actually achieve their goals—but on “best practices” in the way in which official aid is given, an important component of the wider debate. First we discuss best practice for an ideal aid agency and the difficulties that aid agencies face because they are typically not accountable to their intended beneficiaries. Next we consider the transparency of aid agencies and four additional dimensions of aid practice: specialization, or the degree to which aid is not framgemented among too many donors, too many countries, and too many sectors for each donor); selectivity, or the extent to which aid avoids corrupt autocrats and goes to the poorest countries; use of ineffective aid channels such as tied aid, food aid, and technical assistance; and the overhead costs of aid agencies. We compare 48 aid agencies along these dimensions, distinguishing between bilateral and multilateral ones. Using the admittedly limited information we have, we rank the aid agencies on different dimensions of aid practice and then provide one final comprehensive ranking. We present these results as an illustrative exercise to move the aid discussion forward.

The aims of this article are twofold. First, from a historical perspective, it examines the recipient-to-donor transition of five Asian aid donors, namely Japan, Korea, China, India, and Thailand. Specifically, it examines the evolution of their foreign aid programs and practices. Second, it analyzes the effects of Asian aid donors on the international aid regime. We argue that the mix of economic and security goals, which motivated Asian donors to develop their initial economic cooperation programs, have persisted over time. This explains why Asian aid donors have allotted a disproportionate share of their assistance to neighboring countries and their use of foreign aid as a key tool of their commercial and diplomatic policies. Moreover, we contend that the rise and experience of Asian aid donors have created a new dynamic to donor–recipient partnerships and development cooperation like new approaches and modalities. Key findings of this study add to the growing literature on emerging donors and aid effectiveness debate.

AbstractExisting best practices for aid delivery are well known and largely uncontroversial but often neglected by bilateral and multilateral aid agencies because of domestic political considerations and bureaucratic resistance. Developing countries should unilaterally ratify an agreement committing them, in the future, after they have experienced sustained and robust economic, social, and political development, to establish their own foreign aid programs that follow existing best practices for aid delivery. Such foreign aid reciprocity agreements would have numerous benefits, including: being an international tool to signal a developing country’s resolve to reform and a domestic tool to pressure corrupt public officials to improve; enabling developing countries to take a leadership position in international development discourses; putting pressure on developed countries to implement best practices; and encouraging other developing countries to support and eventually adopt aid reciprocity agreements, which would lead to an increase in the amount of aid in the future. Furthermore, the idea of unilateral reciprocity agreements could potentially be expanded to areas of international interaction beyond foreign aid such as finance, trade, security, technology transfer, migration, and environmental policies.

Purpose The purpose of this article is to explore and describe the approaches and specific assessment tools that speech-language pathologists are currently using to assess social communication disorders (SCDs) in children, in relation to current best practices. Method Ninety-four speech-language pathologists completed an online survey asking them to identify which of the following approaches they use to assess children with SCD: parent/teacher report, naturalistic observation, formal assessment, language sample analysis, interviews, semistructured tasks, and peer/self-report. Participants were also asked to identify specific assessment tools they use within each approach. Results Participants most commonly assess SCDs by combining interviews, naturalistic observation, language sampling, parent/teacher report, and formal assessment. Semistructured tasks and peer/self-report tools were less frequently utilized. Several established parent/teacher report and formal assessment tools were commonly identified for assessing SCDs. Most participants use an informal approach for interviews, language sampling, and naturalistic observations in their SCD assessment process. Conclusions Generally, participants follow best practices for assessing SCDs by combining several different approaches. Some considerations for future assessment are identified, including the use of established protocols in the place of informal approaches in order to make the assessment of SCDs more systematic. Future directions for research are discussed.

According to the 2010 U.S. Census, over 20% of Americans speak a language other than English in the home, with Spanish, Chinese, and French being the languages most commonly spoken, aside from English. However, few augmentative and alternative communication (AAC) systems offer multilingual support for individuals with limited functional speech. There has been much discussion in the AAC community about best practices in AAC system design and intervention strategies, but limited resources exist to help us provide robust, flexible systems for users who speak languages other than English. We must provide services that take into consideration the unique needs of culturally and linguistically diverse users of AAC and help them reach their full communication potential. This article outlines basic guidelines for best practices in AAC design and selection, and presents practical applications of these best practices to multilingual/multicultural clients.
