Review of the Fishery for and Biology of the Cape Rock Lobster Jasus lalandii with Notes on Larval Recruitment

The South African fishery for the rock lobster Jasus lalandii currently yields about 3800 metric tons (8.4 million animals) of which more than 90% are males. Males grow much faster than females, and a size limit which is fairly large in relation to the size and age at maturity protects females from exploitation for most of their lifespans, thereby ensuring a high level of larval production from the population. Exploitation rates in the fishery are controlled by means of quotas on fishing companies, as well as catch limits on individual fishing grounds. Quotas are reassessed annually to maintain instantaneous fishing mortality rates of approximately 0.3 on all grounds. Catch rates on most grounds have been increasing since area catch limits were introduced in 1980, and seasonal averages now vary between 4 and 12 kg∙trap-day−1. Although annual indices of puerulus larval recruitment are not available, and the stock–recruitment relationship is unknown, it appears that relatively stable yields can be maintained despite fluctuations in puerulus recruitment. Density-dependent regulatory mechanisms operative in juvenile and young adult stages tend to dampen large variations in the numbers of adults entering the fishable size range each year. Variations in puerulus recruitment are likely to result from changes in the paths and velocities of extensive offshore currents which eventually return larvae toward the coast of South Africa after many months of pelagic existence.

An experiment to investigate the potential of a trap-fishery for deep-water rock lobster Palinurus delagoae was conducted off the east coast of South Africa between 1994 and 1996. The 75–425 m depth interval between 27°S and 32°S was stratified according to depth and latitude, and three regions (North, Central and South) were sampled systematically over the three years. Sampling by commercial vessels operating long-lines and traps included an experimental phase (fixed fishing positions) and a commercial phase (no restriction on fishing location). Generalized linear models were used to investigate the influence of year, region, sampling phase, month and soak time. Sampling phase was significant, with traps set during the commercial phase catching more than those set in the experimental phase. The effect of soak time on catch rates was not significant. The almost-50% decrease in the combined abundance index combined with a marked decrease in mean lobster size over the study period suggests a relatively low fisheries potential for this species in South African waters; this may be attributable to the relative scarcity of suitable habitat in the area.

The Second High-Level United Nations (UN) Conference on South-South Cooperation (also known as BAPA+40), held in Buenos Aires, Argentina, from 20 to 22 March 2019, promised to reinvigorate efforts to further achieve and implement South-South cooperation (SSC). Forty years on, the Global South is shaping its image as a solutions provider. Immense strides have been made in improving access to allow a multitude of state and non-state actors to cooperate, while broadening and deepening modes of cooperation and facilitating the exchange of knowledge and transfer of technology, thus moving beyond the simplistic view that developing countries require aid to function and move forward. However, noting these symbolic strides, the Global South should move forward by building understanding of monitoring and evaluation (M&E) frameworks; integrating multi-stakeholder models; improving the visibility of peace and security in South-South programming; and building effective communications systems.

BackgroundUndiagnosed HIV infections could undermine efforts to reverse the global AIDS epidemic by 2030. In this study, we estimated the percentage of HIV-positive persons who remain undiagnosed within a hyperendemic South African community.MethodsThe data come from a population-based surveillance system located in the Umkhanyakude district of the northern KwaZulu-Natal province, South Africa. We annually tested 38 661 adults for HIV between 2005 and 2016. Using the HIV-positive test results of 12 039 (31%) participants, we then back-calculated the incidence of infection and derived the number of undiagnosed cases from this result.ResultsThe percentage of undiagnosed HIV cases decreased from 29.3% in 2005 to 15.8% in 2011. During this period, however, approximately 50% of the participants refused to test for HIV, which lengthened the average time from infection to diagnosis. Consequently, the percentage of undiagnosed HIV cases reversed direction and steadily increased from 16.1% to 18.9% over the 2012–2016 period.ConclusionsResults from this hyperendemic South African setting show that the HIV testing rate is low, with long infection times, and an unsatisfactorily high percentage of undiagnosed cases. A high level of repeat HIV testing is needed to minimise the time from infection to diagnosis if the global AIDS epidemic is to be reversed within the next two decades.

Can stock–recruitment points determine which spawning potential ratio is the best proxy for maximum sustainable yield reference points? – ICES Journal of Marine Science, 70: 1075–1080. The approach of examining scatter plots of stock–recruitment (S–R) estimates to determine appropriate spawning potential ratio (SPR)-based proxies for FMSY was investigated through simulation. As originally proposed, the approach assumed that points above a replacement line indicate year classes that produced a surplus of spawners, while points below that line failed to achieve replacement. In practice, this has been implemented by determining Fmed, the fishing mortality rate that produces a replacement line with 50% of the points above and 50% below the line. A new variation on this approach suggests FMSY proxies can be determined by examining the distribution of S–R points that are above or below replacement lines associated with specific SPRs. Through both analytical calculations and stochastic results, we demonstrate that this approach is fundamentally flawed and that in some cases the inference is diametrically opposed to the method's intended purpose. We reject this approach as a tool for determining FMSY proxies. We recommend that the current proxy of F40% be maintained as appropriate for a typical groundfish life history.

Nanotechnology is a fast-growing scientific research area internationally and is classified as an important emerging research area. In response to this importance, South African researchers and institutions have also increased their efforts in this area. A bibliometric study of articles as indexed in the Web of Science considered the development in this field with respect to the growth in literature, collaboration profile and the research areas that are more within the country’s context. We also looked at public institutions that are more active in this arena, including government policy considerations as guided by the National Nanotechnology Strategy launched in 2005. We found that the number of nanotechnology publications have shown a remarkable growth ever since the launch of the strategy. Articles on nanotechnology have been published in numerous journals, with Electrochimica Acta publishing the most, followed by Journal of Nanoscience and Nanotechnology. These publications fall within the traditional domains of chemistry and physics. In terms of the institutional profile and based on publication outputs over the period reviewed, the Council for Scientific and Industrial Research is a leading producer of publications in nanotechnology, followed by the University of the Witwatersrand – institutions that are both based in the Gauteng Province. There is a high level of international collaboration with different countries within this field – the most productive collaboration is with India, followed by the USA and China, as measured through co-authorship.

In a two-part analysis (see pp 17–26 for Part 1), the authors discuss the key results of a South African project conducted during 1996 which focused on the factors relating to the development and establishment of technology in a country. The study investigated through a detailed questionnaire survey and a literature survey the various factors that promote the development and establishment of technology by comparing their perceived importance with the actual role they currently play in South Africa. This paper, Part 2, concentrates on the role of industry. The study showed that the availability of high-level technological people dominated the top (at 90%) of the list of factors relating to individual organizations and the role they play in the development of technology. Other prominent factors were the existence of a corporate technology strategy (88.4%), the need to improve manufacturing efficiency and processes (88.4%), the ability of top management to understand new technologies (87.9%), and the availability of funds for research and development (86.2%). The survey clearly indicated that South African organizations were not performing well with respect to these and other factors evaluated. All of them have been rated below 50%, indicating the seriousness of the problem. The corresponding recommendations made are of importance to younger countries with developing economies.

Stock-recruitment relationship of Bali sardine was investigated based on Beverton-Holt model by assuming inter-specific competition. Model is modified to incorporate the effect of fishing pressure that is density-independent to population dynamic by developing scenario fishing on adult and/or juvenile population. The results show that harvested adult the dramatic decline of recruitment supply. However, harvested juvenile is led to the positive response to population size, as an increase in fishing mortality rate will reduce competition mortality rate. Precautionary approach required by considering bipartite life cycle.

AbstractCoastal winds transport larval fish onshore or offshore which may contribute to estuarine recruitment, yet our understanding of the mechanism underlying this relationship is limited. Here, we show that larval abundance of coastally spawned species increased with weak to moderate upwelling favourable winds 14 days prior to sampling, reflecting increased nutrient and plankton availability for larval fish. A strong decline in larval abundance was observed following strong upwelling favourable winds while abundance increased with onshore (downwelling favourable) winds, in relation to offshore and onshore wind-driven transport. Subsequently, we show that effects of wind during the spawning period can be detected in lagged estuarine commercial fisheries catch rates of coastally spawned species (lagged by 2 – 8 years depending on species’ growth rates), representing the same mechanism proposed for larval fish. Upwelling favourable winds in the southeast Australian region have increased since 1850 while onshore winds have decreased, which may reduce larval recruitment to estuaries. Coastal winds are likely an important factor for estuarine recruitment in the east Australian region and future research on the estuarine recruitment of fish should incorporate coastal winds. As global winds are changing, it is important to investigate if this mechanism is applicable to other regions around the world where coastal winds are a key driver of upwelling.

The objective of this research was to establish the current image of training and development consultancy in South Africa in relation to the ideal as perceived by their clients. In view of the critical shortage of high-level manpower it was considered important to establish whether this service sector is effectively assisting organizations in developing their management to the required skill levels. Based on a survey of the literature on previous image studies, the research methodology combined the measurement of image by using a structured questionnaire with unstructured, subjective comment to arrive at a conclusion. The Repertory Grid technique was used to generate constructs for the semantic differential scale used in the questionnaire. This questionnaire was administered to training/personnel officials of a sample of manufacturing companies in the PWV area The responses to the questionnaire were analysed by means of basic descriptive statistics, factor analysis and t tests. Certain image dimensions were highlighted, and the results showed that numerous discrepancies existed between the image of training and development consultants and the perceived ideal. It was concluded that in order to effectively assist in alleviating the shortage of high-level manpower, training and development consultants should strive towards improving their analysis of problems, the correct identification of training needs and the customization of the training programmes to match specific South African corporate and cultural needs.
