All geodetic networks that rest previously fixed control are best computed in plane coordinates. Under this category fall a great deal of first-order triangulation and, of course, the whole volume of lower-order work—all the way down to the last monuments from which detail surveys originate. A geodetic grid must be designed to meet first-order accuracy and should be established on federal rather than provincial level. Its use requires precomputed tables based on some conformal map projection, preferably the Transverse Mercator (Gauss-Krüger) projection. Congruent projection zones, simple scale factor, free choice of central meridian for local plane coordinates in cities and metropolitan areas—all these features of the Transverse Mercator find no parallel in any other map projection. Following a brief introduction to the subject, a set of tables for a proposed Canadian grid system is presented.

Huta [1], [2] has given two processes for solving a first order differential equation to sixth order accuracy. His methods are each eight stage Runge-Kutta processes and differ mainly in that the later process has simpler coefficients occurring in it.

This article focuses on the subject of burial practices which are performed by the Muslim population and the management at public cemeteries within the metropolitan areas of Kuala Lumpur and Jakarta. This research examines specifically, the conventional way of burial practice by the majority of the Muslim population. Unlike other major religions in Southeast Asia which are more open and flexible in the disposal of corpses, full body burial is mandatory in Islam. In response to the escalating issue of lack of space and land shortage for Muslim cemetery, local authorities of the two metropolitan areas have identified alternatives and solutions in handling these alarming situations. This research has recognised factors that lead to these problems, as well as discussing available methods to overcome these issues. The finding exhibits Muslim cemetery’s layout to be problematic due to abundance of burial practices accumulated by patrons which led to disorganisation of space and claustrophobia. This article concludes by providing proposals and design guidelines at the terrain level, together with recommendations that emphasise the long-term usage of the grave plots.

Administrazio Publikoan duen indarra ezin ukatuzkoa da; izan ere, estatuak eta horri atxikitako erakundeek oso kontuan eduki behar dute politika publikoak norbanakoen eta komunitateen beharrei arreta ematen ari zaien jakiteko balio duela ikuspegi horrek, edota politika publiko horiek kontu emanez gardentasun publikoa eratzen ari diren nahiz edozelako diskriminazioa saihesten ari diren jakiteko balio duela. RESUMEN: El presente artículo tiene la intención de exponer los alcances del «Enfoque Basado en Derechos Humanos», con la finalidad de entender que variables y conceptos involucra. Haremos un recuento de su evolución, vigencia y cómo se evidencia su modalidad aplicada, a través de diferentes aportes desarrollados en el marco de la Organización de Naciones Unidas, así como de la doctrina estudiosa del tema. Su vigencia en la Administración Pública es de primer orden, puesto que el Estado y sus entidades adscritas, deben tener muy en cuenta que el enfoque citado, sirve para conocer si las políticas públicas, están atendiendo necesidades de individuos y comunidades concretas; generando transparencia pública a través de rendición de cuentas, así como evitando cualquier tipo de discriminación. Finalmente, se analizará su vigencia e impacto en algunos antecedentes jurisprudenciales de la Corte Interamericana de Derechos Humanos. ABSTRACT: This article intends to expose the scope of the «Human Rights Based Approach», in order to understand what variables and concepts it involves. We will recount its evolution, validity and how its applied modality is evidenced, through different contributions developed within the framework of the United Nations, as well as the doctrine studious of the subject. Its validity in the Public Administration is of the first order, since the State and its affiliated entities must take into account that the aforementioned approach serves to know if public policies are addressing the needs of specific individuals and communities; Generating public transparency through accountability, as well as avoiding any type of discrimination. Finally, its validity and impact will be analyzed in some jurisprudential antecedents of the Inter-American Court of Human Rights.

A more provocative subject than “lying in politics” is difficult to imagine. Everybody, from the proverbial “Joe Sixpack” to ivory-tower philosophers, can wax eloquently on the subject, if only because easy-to-find, shocking (and occasionally sexually “juicy”) examples abound. If moral outrage were judged an essential vitamin, then condemning dishonesty undoubtedly guarantees a daily megadose. Unfortunately, at least for those who crave self-indulgent outrage, the anti-lying case is less than 100 percent compelling. It is a quagmire of the first order, if only because those who cherish frankness also usually confess to lying. Hannah Arendt once suggested that lies are a necessary and justifiable tool of the statesman's trade. Formulating damnation criteria invites mind-boggling paradoxes, and strident defenders of truth-telling, with scant exception, admit that falsehoods are “sometimes” permitted for “good” reasons. And what might be these “good reasons”? Who can say for sure? Centuries of erudite scholarship on this point might be encapsulated as “Lying to me is bad, but I can consent to deceiving others for noble purposes, as artfully decided by myself.”

Numerical methods for the solution of ordinary differential equations are based on polynomial interpolation. In 1952, Brock and Murray have suggested exponentials for the case that the solution is known to be of exponential type. In 1961, Gautschi came up with the idea of using information on the frequency of a solution to modify linear multistep methods by allowing the coefficients to depend on the frequency. Thus the methods integrate exactly appropriate trigonometric polynomials. This was done for both first order systems and second order initial value problems. Gautschi concluded that “the error reduction is not very substantial unless” the frequency estimate is close enough. As a result, no other work was done in this direction until 1984 when Neta and Ford showed that “Nyström’s and Milne-Simpson’s type methods for systems of first order initial value problems are not sensitive to changes in frequency”. This opened the flood gates and since then there have been many papers on the subject.

The complex-frequency-shifted perfectly matched layer (CFS-PML) technique can efficiently absorb near-grazing incident waves. In seismic wave modeling, CFS-PML has been implemented by the first-order-accuracy convolutional PML technique or second-order-accuracy recursive convolution PML technique. Both use different algorithms than the numerical scheme for the interior domain to update auxiliary memory variables in the PML and thus cannot be used directly with higher-order time-marching schemes. We work with an unsplit-field CFS-PML implementation using auxiliary differential equations (ADEs) to update the auxiliary memory variables. This ADE CFS-PML results in complete first-order differential equations. Thus, the numerical scheme for the interior domain can be used to solve ADE CFS-PML equations. We have implemented ADE CFS-PML in the finite-difference time-domain method and in anonstaggered-grid finite-difference method with the fourth-order Runge-Kutta scheme, demonstrating its straightforward implementation in different numerical time-marching schemes. We have also theoretically analyzed the role of the scalingfactor of CFS-PML; it transforms the PML to a transversely isotropic material, reducing the effective wave speed normal to the PML layer and bending the wavefront toward the normal direction of the PML layer. Our numerical tests indicate that the optimal value reduces the points per dominant wavelength at the outermost boundary to three, about half the value required by the numerical scheme. We also have found that the PML equations should be derived taking the free-surface boundary condition into account in finite-difference methods. Otherwise, the free surface in the PML layer causes instability or ineffective absorption of surface waves. Tests show that we can use a narrow-slice mesh with ADE CFS-PML to simulate full wave propagation efficiently in models with complex structure.

AbstractJulian Dodd has characterized the default position in metaphysics as meta-ontologically realist: the answers to first-order ontological questions are thought to be entirely independent of the things we say and think about the entities at issue. Consequently, folk ontologies are liable to substantial error. But while this epistemic humility is commendable where the ontology of natural kinds is concerned, it seems misplaced with respect to social kinds since their ontology is dependent upon the human social world. Using art and art-kinds as paradigmatic examples of social kinds, I argue that meta-ontological realism sets conditions that are too strict to apply to social kinds. Nevertheless, I argue that we should not be too quick to embrace the conclusion that our folk theories of social kinds cannot err substantially. By modelling the reference of social kind-terms on that of natural kind-terms, it becomes clear that in both cases, our sole epistemic privilege lies in our ability to pinpoint the subject of our inquiries.

Ordinary equational logic is a connective-free fragment of first-order logic which is concerned with total functions under the relation of ordinary equality. In [AN] (see also [AN1]) and in [Cr] it has been extended in two equivalent ways into a near-equational system of logic for partial functions. The extension given in [Cr] deals with partial functions under two relationships: a relationship of existence-dependent existence and one of existence-dependent Kleene equality. For the language that involves both relationships a set of rules was given that is complete. Those rules in the set that involve only existence-dependent existence turned out to be complete for the sublanguage that involves this relationship only. In the present paper we give a set of rules that is complete for the other sublanguage, namely the language of partial functions under existence-dependent Kleene equality.This language lacks a certain, often needed, power of expressing existence and fails, in particular, to be an extension of the language that underlies ordinary equational logic. That it possesses a fairly simple complete set of rules is therefore perhaps more of theoretical than of practical interest. The present paper is thus intended to serve as a supplement to [Cr] and, less directly, to [AN]. The subject is further rounded out, and some contrast is provided, by [Rob]. The systems of logic treated there are based on the weaker language in which partial functions are considered under the more basic relation of Kleene equality.

In accordance with “Specialized sections of affine, projective and computational geometry” syllabus for Master’s degree program in “Multimedia systems and computer graphics” developed at the Far Eastern State Transport University, the subject “Projective theory of the second-order curves” is considered [4; 14; 18]. Both at the sources mentioned and the textbook [11] projective method of the second-order curves formation as a range of the second order and its dual form – a second-order cluster (with regard to well-known theorems and relations, including Pascal and Brianchon theorems) is discernible. However, the graphical interpretations represented at the sources mentioned have general abstract character: to form the secondorder range two projective clusters of the first-order with the corresponding right lines are defined, and to design the second-order range – two projective series with the corresponding points. Techniques of high value can be observed when constructing outlines with the second-order curves; in this case, depending on engineering discriminant values, these curves can be constructed both using Pascal lines and qualities of the engineering discriminant itself, that is paying attention to the fact that tangents to the second-order curves makes the second-order cluster. Naturally, intent arises not to set the corresponding points on projective ranges, but to get them by elaboration, disclosing upon that regularities when constructing different second-order curves (the first aspect of research). The second aspect is in the consider - ation of the particular cases which would have definite secondorder clusters. In this case the task would be to model the secondorder range as a dual form of cluster. Thus it would be possible to get the interconnection of the definite cluster and the second-order cluster.
