In this paper, we present a numerical method for solving a quadratic interval equation in its dual form. The method is based on the generalized procedure of interval extension called” interval extended zero” method. It is shown that the solution of interval quadratic equation based on the proposed method may be naturally treated as a fuzzy number. An important advantage of the proposed method is that it substantially decreases the excess width defect. Several numerical examples are included to demonstrate the applicability and validity of the proposed method.

Abstract In quantum optics, nonclassicality of quantum states is commonly associated with negativities of phase-space quasiprobability distributions.We argue that the impossibility of any classical simulations with phase-space functions is a necessary and sufficient condition of nonclassicality. The problem of such phase-space classical simulations for particular measurement schemes is analysed in the framework of Einstein-Podolsky-Rosen-Bell's principles of physical reality. The dual form of this problem results in an analogue of Bell inequalities. Their violations imply the impossibility of phase-space classical simulations and, as a consequence, nonclassicality of quantum states. We apply this technique to emblematic optical measurements such as photocounting, including the cases of realistic photon-number resolution and homodyne detection in unbalanced, balanced, and eight-port configurations.

The current situation in the labor market makes it necessary to solve the issues related to providing its employees with the appropriate level of knowledge and skills that would meet the requirements stipulated for young professionals by their employers, therefor the issue of introducing a dual form of education is relevant. The purpose of the paper is to study the problematic issues that arise in the course of introduction of the dual form of education in higher education establishment and state of legislation regulating these issues. The paper analyzes the issues related to the decline in confidence in higher education, provides data on the admission campaign for the applicants of Taras Shevchenko National University of Kyiv. The need for the introduction of a dual form of education is justified, including data on the interest of students in this form of education. The authors of the paper analyze the current legislation on the regulation of dual education, in particular, identify the need for amendments to be made in the regulations, first of all, need to consider the issue of improving labor legislation, namely regulation of labor relations between employee (the person studying) and employer under the time of obtaining a dual form of education and establishing a number of guarantees for such employees. The term "labor function" should be introduced in labor legislation and should be based on a competency-based approach, as well as guaranteeing the right to remuneration of employees, who study according to a dual form of education. Yet, there is a need to continue the implementation of the Government Concept for implementation of dual education. The authors of the paper also cover and analyze a number of issues that arise in the course of implementation of the dual form of education: organizational, educational and methodological and psychological.

Background. Training for the real economy is a national necessity and one of the main conditions for increasing labor productivity. The system of dual education, which combines both theoretical and practical training in the educational process, is deprived of such shortcomings in the training of future specialists, and its advantage is to ensure a high share of employment of graduates who fully meet the requirements of the employer. The aim of the article is a theoretical and methodological justification of the content, goals, advantages and disadvantages of dual education as a factor in modernizing the system ofpartnership between education and employers at the present stage of development of society. Materials and methods. The following general scientific and special methods ofknowledge were used in the paper: analysis and synthesis, deduction and induction, systematization, analytical-systematization, system approach and generalization. Results. The essence of the concept of "dual education", its meaning and structure are substantiated, the algorithm of introduction in domestic practice is offered. It is proved that the success of enterprises in various industries and their competitiveness directly depends on the level of education and competitive advantages of managers. The need for students of the educational program "Industrial Management" on the dual form of education is substantiated. The characteristics of advantages and disadvantages of dual education in Ukraine, legal and socio-economic preconditions of its implementation are given. Conclusion. The current state of the higher education system in Ukraine is studied on the example of higher education institutions (HEIs). It is established that the effectiveness of the educational process is manifested in the level of training of a highly qualified specialist, who is competitive in the labor market. The dynamics of the number of applicants for higher education in Ukraine and the unemployment rate is analyzed; the relationship between these indicators is established. The main reasons for the mismatch of the level of educational services of educational institutions to the needs of employers are determined, which are due to inadequate funding of the education system, and, as a consequence, the low level of knowledge of graduates, which does not meet the real needs of today. It is established that the main reason for underfunding of the education system is the dominance of local budgets in expenditures for the needs of educators and lack of funds for implementation of educational programs, as well as non-fulfillment in full of state obligations in this area as a whole. The essence and features of the dual form of education are revealed, the substantive difference between traditional and dual forms of education is reflected, which consists in the fact that they have completely different planes of common interests. The relevance of the latter is substantiated taking into account current trends in the labor market and the adaptation of the domestic education system to the requirements of the European Union. The expediency of introducing dual education in the Free Economic Zone as a form of cooperation between educational and scientific institutions, production and business, and also an integral part of the formation of a highly qualified specialist, is substantiated. The main mutual benefits of the participants of the dual form of education and the forms of their participation in the educational process are listed. The effectiveness of the dual form of higher education has been proved on the example of Vinnytsia National Agrarian University, which is a co-founder of the All-Ukrainian Scientific-Educational Consortium. The importance of the principle of student-centeredness as a key factor in the effectiveness of the education system as a whole is substantiated.

The article analyzes the development of dual education as one of the conditions for the professional competence formation. Based on the analysis of the «On Education» Law of Ukraine it is established that the dual form of education provides a combination of training persons in educational institutions with training in the workplace at enterprises to acquire certain qualifications, usually on the basis of a contract. The development of dual education in Germany, which is one of the leaders in the level of personnel qualification and a model for the whole European Union and for Ukraine as well. The essence and significance of the dual system of education for vocational training of young people is revealed. A number of advantages and problems that may arise in the application of this form of training in practice in Ukraine are highlighted. It is established that the dual form of education has tangible advantages for the student in the modern educational process. The author states that the dual form of education should not cover all students who study. Therefore, the aim of the study is to reveal the essence and importance of the dual education system for the training of road transport technicians and highlight its benefits in vocational education. The following methods were used to study the conditions for the formation of professional competence of technicians-technologists: theoretical – synthesis, analysis, generalization; empirical – observations, interviews, questionnaires, testing, interviews, surveys. The introduction of the dual system elements in the training of workers in Ukraine allows the constant updating of the content of professional education, orientation to the labor market, improving the professionalism of teachers.

In this paper, we introduce a robust version of the empirical likelihood estimator for semiparametric moment condition models. This estimator is obtained by minimizing the modified Kullback–Leibler divergence, in its dual form, using truncated orthogonality functions. We prove the robustness and the consistency of the new estimator. The performance of the robust empirical likelihood estimator is illustrated through examples based on Monte Carlo simulations.

Background. Topicality, objectives, methodology and novelty of the research. The creative achievements of the Honored Art Worker of Ukraine, Professor Shaliko Harehinovych Paltadzhian (1941–2020) are a significant contribution to the history of the development of Ukrainian musical culture and, of course, deserve special attention and thorough in-depth research. However, there is not still any fundamental work about this talented musician, brilliant French horn player and wonderful conductor. The author of this article was lucky to study together with Sh. Paltadzhyan at the Kharkov Conservatory and to work with him until the end of life of this outstanding artist. This essay aims to capture some of the features of the creative portrait of Shaliko Paltadzhian, relying on the few existing reference sources and self-own memories about the artist, and also to emphasize his, in a sense, a unique role in the educational process at the Kharkiv National University of Arts and at Ukraine in general. Accordingly, touching upon the educational, methodological and sociological spheres, the study as a whole adheres to the chronological method of presenting events inherent in the genres of historical and biographical essays and portraits. The main results of the research. We traced the creative path of Shaliko Paltadzhian from his very appearance in Kharkiv in 1959 as an entrant at the Kharkiv Conservatory, where, despite the almost complete impossibility of communication due to the language barrier (the musician was born in Armenian city Gyumri, which was known as Kumayri from the period of the Kingdom of Urartu), he, nevertheless, charmed the examiners with the extra-ordinal expressive sound of his French horn, and until the last decade of fruitful work of this wonderful musician at Kharkiv National University of Arts and the “Slobozhansky” Youth Academic Symphony Orchestra . We consider Sh. Paltadzhian’s working with this orchestra as a new special stage in his conducting activities. Being, at the same time, the leader of the Student orchestra of the Kharkiv National University of Arts and the professional team of the “Slobozhansky” Orchestra, Sh. Paltadzhian, thus, makes the first in Ukrainian musical education sphere practical step in the implementation of a modern project on the introduction of so named “dual form” of vocational training, which joints the instructive process in an educational institution with the practice at the workplace. In addition, he does it long before the official directives (“Slobozhansky” Orchestra already exists 28 years). The example of the “Slobozhansky” Orchestra testifies that the organization of the educational process in a dual form gives a positive result and fully corresponds to modern educational methods: after graduating from the University, the musicians come to new teams as the very well prepared professionals, because they were passing through a “double” school as orchestra students. Shaliko Paltadzhian as a conductor proved this in practice. Conclusions. In perspective, the method of dual form of education can be adapted to any specialization. In our case, the practical bases for this are orchestras (symphony, wind), children’s music schools, music colleges, art faculties at other universities, and so on. “Slobozhansky” Orchestra partially solves the problem of mass moving abroad of the best domestic youth. The orchestra has an interesting creative atmosphere. World-famous conductors, soloists work with him; the collective tours in Denmark, Spain and Italy. Some graduates have already turned down foreign offers and stayed at home in Ukraine. Thus, Shaliko Paltadzhian played a key role in a landmark scientificeducation experiment conducted at the Kharkiv National University of Arts named after I. P. Kotlyarevsky. The weird and wonderful, versatile talent of this bright, charismatic musician is striking. As a Professor at the University, Sh. Paltadzhian taught various educational disciplines in the last decade of his life: opera and symphony conducting, musical instruments studies, arrangements, reading scores. He is also the author of scientific papers and manuals. His brilliant talent and clear human soul will forever remain in our memory.
