Disaster risk management and wider processes of adaptation are too often understood in isolation from development. Kolkata faces increasing heatwaves, flood hazard and everyday waterlogging as a result of climate change but the social and spatial distribution of impacts will likely be mediated by historic and contemporary development decisions. The paper reports on a study that has combined a scenario workshop method and expert interviews to surface the views of risk and resilience planners, academics and urban professionals on the adaptation–development nexus. Kolkata is experiencing rapid and fundamental transition in its governance regimes and economic structures as state-led development gives way to stronger market forces. Planners welcome an opening of urban governance but are worried by the speed of change. Transition in risk governance is observed in a predicted shift from a contemporary orientation where capacity is limited but focused on protecting development gains, to one which also embraces the flexibility of resilience.

The imperative of ‘making cities resilient and sustainable’ necessitates cities to develop adaptation concepts and practices in response to the uncertainty, rapid change, and complexity of urban areas. A new concept of governance that can answer the challenges of contemporary urban development and ensure long-term sustainable development is required. This study aimed to identify the general framework of adaptive urban governance by review, elaboration, and analysis of documents, in this case, scientific articles that discuss urban governance specifically related to climate change adaptation (CCA) and disaster risk reduction (DRR). The results of this study include an overview of governance approaches appearing in the literature on CCA and DRR, which was parsed down to the adaptive and anticipatory approaches. Adaptive governance requires the principle of flexibility applied in the management cycle in policy formulation, while anticipatory governance requires the principle of proactivity with the application of future foresight in policy formulation. The dimension of governance consists of process/mechanism (risk management) and capacity (technical, institutional, financial, and human capacity). Some challenges in building good governance based on an adaptive approach are encouraging community involvement, increasing local government capacities, and building integration between actors, networks, and collaborations.   Abstrak. Dalam menjadikan suatu kota tangguh dan berkelanjutan,  kota diharuskan untuk mengembangkan konsep dan praktik adaptasi dalam menanggapi ketidakpastian, perubahan yang cepat, dan kompleksitas kawasan perkotaan. Diperlukan konsep tata kelola baru yang dapat menjawab tantangan pembangunan perkotaan kontemporer dan memastikan pembangunan berkelanjutan jangka panjang. Penelitian ini bertujuan untuk mengidentifikasi kerangka umum tata kelola kota adaptif dengan metode review, elaborasi, dan analisis dokumen, dalam hal ini artikel ilmiah yang membahas tentang tata kelola kota secara khusus terkait dengan adaptasi perubahan iklim (CCA) dan pengurangan risiko bencana (PRB). Hasil penelitian ini meliputi gambaran pendekatan tata kelola yang muncul dalam literatur CCA dan PRB, yang diuraikan menjadi pendekatan adaptif dan antisipatif. Tata kelola adaptif membutuhkan prinsip fleksibilitas yang diterapkan dalam siklus pengelolaan dalam perumusan kebijakan, sedangkan tata kelola antisipatif membutuhkan prinsip proaktif dengan penerapan pandangan jauh ke depan dalam perumusan kebijakan. Dimensi tata kelola terdiri dari proses / mekanisme (manajemen risiko) dan kapasitas (teknis, kelembagaan, keuangan, dan kapasitas manusia). Beberapa tantangan dalam membangun tata kelola pemerintahan yang baik berdasarkan pendekatan adaptif adalah mendorong keterlibatan masyarakat, meningkatkan kapasitas pemerintah daerah, dan membangun integrasi antar aktor, jaringan, dan kolaborasi.   Kata kunci: pendekatan tata kelola; tata kelola kota; pembangunan berkelanjutan; ketahanan; kerangka konseptual.

Currently, weather conditions and extreme weather are becoming more frequent and more intense. Along with climate change, the vulnerability of society and individual regions to the risk of various types of threats also increases. The objectives of “The Sendai Framework for Disaster Risk Reduction 2015–2030”, are the first global political frameworks of the United Nations program designed for the period post-2015. The original priority objectives of the Framework are: Understanding disaster risk, strengthening disaster risk governance to manage disaster risk, investing in disaster risk reduction for resilience, and enhancing disaster preparedness for effective response, and to “Build Back Better” in recovery, rehabilitation, and reconstruction. The provisions contained in the document are an essential step towards building global political coherence with an apparent reference to health, development, and climate change. The article is briefly reporting current Disaster Risk Reduction related programs and policies in Poland, contributions as part of The Sendai Framework for Disaster Risk Reduction implementation, and its challenges.

<p>Record-breaking hydrometeorological disasters such as Hurricane Maria in 2017 have once again highlighted the severe disaster risk exacerbated by a changing climate facing Caribbean small island states. Hurricane rainfall is a key cause of flooding in many Caribbean islands. Yet, despite the projected changes in hurricane rainfall under climate change and the attribution of a climate change signal in particular hurricane rainfall events, estimates of current and future flooding associated with hurricane rainfall are limited in the Caribbean. This research outlines a method for assessing current and future flood risk estimates in the Caribbean, producing an event-based pluvial model using hydrodynamic model LISFLOOD-FP to simulate flood hazard in Puerto Rico for present day, 1.5<sup>o</sup>C and 2<sup>o</sup>C Paris Agreement climate projections. An event set of 59,000 hurricane rainfall estimates from a synthetic hurricane rainfall model was applied as the rainfall input to the hydrodynamic model, simulated across time (2-hour timesteps) and space (0.1-degree spatial resolution). The event-based pluvial model was run at the island-scale in Puerto Rico (9104km<sup>2</sup>) at 20m and 90m resolution to produce event-based flood hazard estimates under present day, 1.5<sup>o</sup>C and 2<sup>o</sup>C climate change projections. The flood hazard event set was then combined with population data to get estimates of exposure exceedance under present day, 1.5<sup>o</sup>C and 2<sup>o</sup>C climate change projections. The results of this research will provide useful information for both the hydrology and disaster risk reduction communities regarding the potential changes in population exposure to hurricane rainfall-induced flood events in Puerto Rico, as well as how particular characteristics of hurricane rainfall affect flood hazard under 1.5<sup>o</sup>C and 2<sup>o</sup>C climate change. This research will also highlight how an event-based pluvial flood model can be utilised to assess a range of possible current and future flood scenarios, as well as how important different aspects of the modelling are for these small island studies. This information is crucial for both current and future disaster risk reduction and climate change adaptation planning in the Caribbean – an ever-increasingly urgent task. </p>

Africa’s urbanization rate has increased steadily over the past three decades and is reported to be faster than in any other region in the world . It is estimated that by 2030, over half of the African population will be living in urban areas . But the nature of Africa’s urbanization and subsequent form of cities is yet to be critically analyzed in the context of city authorities’ readiness to address the challenges . Evidence is also suggesting that urbanization in African countries is increasingly associated with the high economic growth that has been observed in the last two decades . Both underlying and proximate drivers are responsible for the urbanization, and these include population dynamics, economic growth, legislative designation, increasing densities in rural centers, as well as the growth of mega cities such as Lagos, Cairo and Kinshasa, that are extending to form urban corridors . With the opportunities of urbanization in Sub–Saharan Africa, there are also challenges in the development and management of these cities . Those challenges include provision of social services, sustainable economic development, housing development, urban governance, spatial development guidance and environmental management, climate change adaptation, mitigation and disaster risk reduction . The challenge involves dealing with the development and infrastructure deficit, in addition to required adaption to and mitigation of climate change . This paper examines the current state of urban management in Africa .

Climate change litigation has emerged as a powerful tool as societies steer towards sustainable development. Although the litigation mainly takes place in domestic courts, the implications can be seen as global as specific climate rulings influence courts across national borders. However, while the phenomenon of judicialization is well-known in the social sciences, relatively few have studied issues of legitimacy that arise as climate politics move into courts. A comparatively large part of climate cases have appeared in the United States. This article presents a research plan for a study of judges’ opinions and dissents in the United States, regarding the justiciability of strategic climate cases. The purpose is to empirically study how judges navigate a perceived normative conflict—between the litigation and an overarching ideal of separation of powers—in a system marked by checks and balances.

ABSTRACT Within the context of the work and achievements of James Croll, this paper reviews the records of direct observations of glacial landforms and sediments made by Charles Lyell, Archibald and James Geikie and James Croll himself, in order to evaluate their contributions to the sciences of glacial geology and Quaternary environmental change. The paper outlines the social and physical environment of Croll's youth and contrasts this with the status and experiences of Lyell and the Geikies. It also outlines the character and role of the ‘Glasgow School’ of geologists, who stimulated Croll's interest into the causes of climate change and directed his focus to the glacial and ‘interglacial’ deposits of central Scotland. Contributions are outlined in chronological order, drawing attention to: (i) Lyell's high-quality observations and interpretations of glacial features in Glen Clova and Strathmore and his subsequent rejection of the glacial theory in favour of processes attributed to floating icebergs; (ii) the significant impact of Archibald Geikie's 1863 paper on the ‘glacial drift of Scotland’, which firmly established the land-ice theory; (iii) the fact that, despite James Croll's inherent dislike of geology and fieldwork, he provided high-quality descriptions and interpretations of the landforms and sediments of central Scotland in order to test his theory of climate change; and (iv) the great communication skills of James Geikie, enhanced by contacts and evidence from around the world. It is concluded that whilst direct observations of glacial landforms and sediments were critical to the long-term development of the study of glaciation, the acceptance of this theory was dependent also upon the skills, personality and status of the Geikies and Croll, who developed and promoted the concepts. Sadly, the subsequent rejection of the land-ice concept by Lyell resulted in the same factors challenging the acceptance of the glacial theory.
