The continuing and the massive urbanization and citizenization have been the persistent and immense impetus for China's economic growth and industrial upgrading. This paper analyzes the low-carbon challenges of China's urbanization and the macro connotation of low-carbon urbanization, and explores the macro path of China's low-carbon urbanization.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

On the eve of the worldwide negotiations of a new climate agreement in December 2009 in Copenhagen it is important to clearly understand what Russia can do to mitigate energy-related greenhouse gas emissions in the medium (until 2020) and in the long term (until 2050). The paper investigates this issue using modeling tools and scenario approach. It concludes that transition to the "Low-Carbon Russia" scenarios must be accomplished in 2020—2030 or sooner, not only to mitigate emissions, but to block potential energy shortages and its costliness which can hinder economic growth.

The expansion of Xi’an City has caused the consumption of energy and land resources, leading to serious environmental pollution problems. For this purpose, this study was carried out to measure the carbon carrying capacity, net carbon footprint and net carbon footprint pressure index of Xi’an City, and to characterize the carbon sequestration capacity of Xi’an ecosystem, thereby laying a foundation for developing comprehensive and reasonable low-carbon development measures. This study expects to provide a reference for China to develop a low-carbon economy through Tapio decoupling principle. The decoupling relationship between CO2 and driving factors was explored through Tapio decoupling model. The time-series data was used to calculate the carbon footprint. The auto-encoder in deep learning technology was combined with the parallel algorithm in cloud computing. A general multilayer perceptron neural network realized by a parallel BP learning algorithm was proposed based on Map-Reduce on a cloud computing cluster. A partial least squares (PLS) regression model was constructed to analyze driving factors. The results show that in terms of city size, the variable importance in projection (VIP) output of the urbanization rate has a strong inhibitory effect on carbon footprint growth, and the VIP value of permanent population ranks the last; in terms of economic development, the impact of fixed asset investment and added value of the secondary industry on carbon footprint ranks third and fourth. As a result, the marginal effect of carbon footprint is greater than that of economic growth after economic growth reaches a certain stage, revealing that the driving forces and mechanisms can promote the growth of urban space.

Low-carbon economy is a new path which our country is taking to develop economy. As one of the provinces in the southeast coast of China, Fujian develop a low-carbon economy directly relating to the transformation of its economic growth, conservation of energy, improvement of productivity, innovation of technology and so on. We can say that the development of low-carbon economy directly affects the sustainable development of economy and society in Fujian province of China. Therefore, firstly, we believe that government and enterprise should optimize the allocation of resource and improve the utilization of resource. Secondly, the tax policies are supposed to adjust to stimulate the development of environmental protection industry. Thirdly, government should accelerate the construction of infrastructures. Fourthly, the legal system needs to be built and perfected so as to promote the development of low-carbon economy. At last, the investment of techniques is supposed to increase to a certain degree, and the ability of innovation and management of enterprises should be promoted to adapt the development of low-carbon economy of Fujian province.

Sustainable development has always been an important issue for all policy makers, even more so now, as global warming has seriously threatened the whole world. To understand the efficacy of regional sustainable policies, we proposed a dynamic, two-stage, slacks-based measure (SBM) model with carry-over and intermediate variables, highlighting the importance of an electricity portfolio, to measure overall energy performance for the purpose of regional sustainable development. In this unified linear programming framework with intertemporal evaluation, we estimated the effects of a clean electricity supply by the abatement of CO2 emissions and the gain of economic growth. The results can be used as a reference for decision makers to shape regional sustainable development policies. Using data of 30 provincial administration regions in China for the period of 2012–2017, we postulate that the lower energy performance of the Chinese regional economic system for sustainable development may be attributed to a lower electricity portfolio performance. We then postulate that investment in low-carbon energy infrastructure can combat CO2 emissions, and is also a major driving force in the regional economic growth.

With rapid economic growth, the Chinese government expenditures at various levels have increased adequately. At the same time, the environmental quality in China has deteriorated significantly. In this study, provincial-level data for 31 Chinese provinces during 2007–2017 are used to investigate the impacts of government expenditure on the emissions of three specific measures of environmental degradation. The main objective of this study is to examine the influence of government expenditures, economic growth per capita, environment protection expenditure, and added second-sector value on environmental quality by measuring sulfur dioxide (SO2), chemical oxygen demand (COD), and ammonia nitrogen emissions (AN). Moreover, the study applied the generalized method of moments (GMM) and the fully modified least square (FMOLS) to estimate the co-integration relationship among the underlying factors. The results demonstrate a significant direct effect of government expenditure on improving environmental quality overall in the Chinese provinces, which increases with the level of economic growth. However, the results also confirmed the inverted N-shaped relationship between the pollution factor and economic growth per capita. Our key findings lead toward the manifestation and emphasis of the importance of appropriate policies for restoring government expenditure and, at the same time, strengthening the relationship between the industrial sector and environmental policy standards. Significantly, governments in developing countries should allocate larger budgets for environmental projects in their fiscal reforms for the sake of moving to greener and more inclusive economies with low-carbon activities.

In recent years, China’s economic growth speed has been slowing down, leading to the problems of overcapacity and unbalanced regional economic development, and the mismatch between industrial and financial structure is becoming intense. This paper, starting with the relationship among economic growth, industrial structure and financial structure, summarizes the research by the former scholars. On this basis, by using data of 31 provincial panel data in China from 2007 to 2016, the article aims to find out the relationship between the industrial structure and economic growth, the relationship between the financial structure and economic growth and the relationship between the interaction of financial and industrial structure and economic growth. Finally, the conclusions of this paper are obtained that the interaction between the financial structure and the industrial structure can promote the economic growth significantly. However, the matching effect of the financial structure and industrial structure in China has not been completely formed, and the industrial upgrading should be guided to be structurally reformed through the policy.
