China is one of the parties to the United Nations Framework Convention on Climate Change (UNFCCC) and has been actively promoting the multilateral global climate governance process. China has advanced its eco-civilization construction and the agenda for combating climate change in a coordinated manner, and delivered positive results. By studying and interpreting the guiding principles of President Xi Jinping’s important speeches at the Leaders Summit on Climate and the video summit between China, France and Germany, this paper goes over the basic thinking of China’s participation in international climate governance and the Chinese approach to tackling global climate change, and sums up China’s achievements in the fields such as transition to green and low-carbon development, energy structure adjustment, greenhouse gases control, the construction of national carbon market, as well as its contribution to tackling global climate change.

Purpose Reductions in emissions intensity have been expressed in commitments of many countries’ intended nationally determined contribution. Energy structure adjustment is one of the main approaches to reduce carbon emissions. This paper aims to study the causal relationship between carbon emission intensity and energy consumption structure in China based on path analysis. Design/methodology/approach After data collection, this paper performs correlation analysis, regression and path analysis. Findings Correlation results display clear collinearity among energy structure variables. Regression finds that coal, oil, natural gas and technology can be used as indicators for carbon intensity while primary electricity has been excluded. Path analysis shows that coal had the largest direct and positive impact on emission intensity. Natural gas had a positive direct and negative indirect effect through its negative relationship with coal on emission intensity. Technology has the largest negative elasticity while all fossil energies are positive. Results indicate a negative effect of energy structure adjustment on China’s national carbon intensity. Originality/value Given the major role of China in global climate change mitigation, significant future reductions in China’s CO2 emissions will require transformation toward low-carbon energy systems. Considering the important role in mitigating global climate change, China needs to transition toward a low-carbon energy system to significantly reduce its carbon intensity in the future.

The coronavirus disease (COVID-19) pandemic has posed the most severe impact on the global economy and society since World War II. The pandemic has brought into focus how climate change is related with virus transmission and health, and has made the global transition toward low-carbon development more difficult and challenged the implementation of the Paris Agreement. Although the pandemic has significantly reduced carbon emissions and improved the environmental quality in the short term, it is still an unwanted event in the process of pursuing sustainable development; although objectively the pandemic has weakened countries’ efforts in terms of policies and actions to address climate change, the restructuring of global value chains in the post-COVID era has also brought new opportunities for a transition toward green and low-carbon development; although the pandemic has warned people of how important resilient governance and international cooperation is to addressing the crisis, the global climate governance process has come to a complete standstill since the outbreak of COVID-19, attenuating the mutual trust among countries and disabling the leadership in climate governance. The pandemic is a preview of the climate crisis, and it is important to learn from it for a better response. China quickly contained the pandemic within the country, actively resumed work and production, and gained a first-mover advantage in economic recovery. China should maintain strategic focus when pursuing ecological development, enhance the resilience of the socio-economic system, seize the opportunity of transitioning toward low-carbon development by turning the crisis into opportunities, and promote high-quality development within the country while fully engaging in global climate governance to seek ecological progress with other countries.

This paper compares the effects of a global carbon tax and a global emissions trading regime on India using a dynamic CGE framework. The sensitivity of the results to the value of a crucial elasticity parameter is also analysed. The results suggest that the choice of the mitigation policy is relatively unimportant from an efficiency perspective. However, the choice of the mitigation policy and the value of the substitution elasticity between value added and energy were found to be important determinants of welfare effects. Global climate change mitigation policies have the potential for promoting low carbon and inclusive growth in India.

As the representatives of developing countries, China is responsible for “common but distinguishing duty for global climate change.” Many policies have been made to develop low-carbon economy with the hope to advocate and innovate low-carbon economy in some industries and cities during these years. Therefore, it is a theoretical and innovative project to find a low-carbon economical model for various industries and carry out the experiments of low-carbon economy in some cities. Hence, guided by low-carbon economy theory, choosing booming Chinese tourism industry as the object, this paper constructs an operation framework system of low-carbon tourism development from the advantage of low-carbon tourism to the proposal of low-carbon tourism definition so as to conclude an execution scheme of “six elements” of low-carbon tourism with selecting OCT East (Chinese national ecotourism demonstration district) and Mt. Danxia (World Geo-park) as demonstration districts to discuss about models and methods of low-carbon economy in tourism.

Human society is facing great challenges to address global climate change. How to move the international climate process forward is still a serious problem for politicians. Geoengineering's, so called Plan B to cope with climate change has attracted attentions of the international community with a lot of debate on its impact, risks from an ethical view as well as global governance at the level. In this paper, we focus on some important issues of geoengineering including the definition, characteristics, ethics and global governance, etc. and then put forward some suggestions for China's considerations.

Over the past decade the governance of global climate change has evolved into a complex, multi-level process involving actors and initiatives at multiple levels of social organization from the global to the local in both the public and private spheres. This article analyzes the North American Commission for Environmental Cooperation (CEC) as one component of this multilevel governance system. Specifically, it evaluates the CEC as a site of regional climate governance based on three potential advantages of governance through regional organizations: a small number of actors, opportunities for issue linkage, and linkage between national and global governance systems. On each count I find that the benefits of a CEC-based climate governance system are limited and argue for greater consideration of how such a system would interact with other forms of climate governance in North America.
