Toward a Specialized Quality Management Maturity Assessment Model

As the non-profit sector becomes increasingly dependent on projects to achieve its strategic goals, the use of formal project management processes can help to demonstrate to stakeholders that an organisation is taking steps to improve its performance. However the adoption of processes drawn from the for-profit sector does not always yield the desired results. In particular existing performance management systems and quality management systems are unsuitable for the implementation, measurement, and improvement of project management practices in the sector. A new model is therefore proposed for non-profit project management performance assessment. This is based on a conceptual analysis of the European Foundation for Quality Management (EFQM) business excellence model, a project management performance assessment model used primarily in for-profit environments, and an assessment of criteria particular to non-profit organisations. The model is multi-dimensional, flexible, and accounts for multiple stakeholder views. After using it, non-profit organisations can reflect on their performance, create an improvement plan, and use the model again to test their progress.

Today the rapid development of information technology has a major impact on the global economy, which contributes to the development of the e-commerce sector. The benefits of using internet are attracting more and more participants who want to take advantage of the new opportunities for business promotion, to improve the quality and sustainable development of trade services. In today's competitive environment, developing and implementing a quality system in the work process becomes one of the competitive advantages of companies, as the modern consumer has become more demanding and selective. Therefore, in order to ensure effective control and organization of the work process in the company, it is necessary to develop a system that accurately describes the processes in the company and promotes the employees' full action in the accomplishment of the assigned tasks and achievement of the goals. This study examines e-commerce quality issues such as website content and design, technology infrastructure and security. The introduction of a standard ISO / IEC 9126 quality assessment model for e-commerce service analysis is also discussed. Based on the available literature, the aim of the study is to provide a theoretical insight into quality management in the context of e-commerce and to explain why quality management principles are important for the development of the e-commerce industry.

Digital transformation is one of the key areas of change in the areas of social production; assessment of the level of technology implementation is an integral tool for the development of companies. The level of manufacturability of a company is of great importance, quality management is an essential part of an organization’s management system and includes the process of measurement, analysis and improvement of quality indicators. Therefore, the development of a model for assessing the level of manufacturability of quality management is an urgent area of science and practice. Grounding of the criteria and development of the model of assessment of a company’s manufacturability level in quality management are a perspective direction for assessment and working out the path for development of digitalization of a company. The suggested model of assessment of a company’s manufacturability in quality management includes criteria of quality of main factors of a production system (product, production, management). It estimates them from the viewpoint of IT development: regulation, automation, robotization and the fulfilled QMS functions: finding out the quality indicators, monitoring and assessment. Relevant assessment of manufacturability of a company suggests measurement of the results on each direction of the activity and integration of the indicators into overall result. The proposed Assessment Model can contribute to the development of a digital platform for quality management, containing processes and indicators for managing the quality of products, processes and systems. Model will make it possible to make informed management decisions on the development of quality management and will allow avoiding unreasonable costs of digitalization with a low level of development of quality management functions and the absence of documented procedures.

As smart technology proliferates, enterprises must engage not only in the transformation of intelligence but contend with pressure do so as soon as possible. Smart transformation is critical for manufacturing enterprises in the development of smart manufacturing. This study addressed the gap between maturity models and project management by designing an effective assessment framework for smart transformation. It adopts the Smart Industry Readiness Index, created by the Singapore Economic Development Board, as a maturity assessment model to analyze enterprises’ smart transformation and formulate project management strategies. Enterprises can use this model to examine the maturity level of their transformation and assess scope for improvement in their project strategies and implementation barriers. This study focuses on Taiwanese enterprises using data collected from 165 valid questionnaires and subjected to a cluster analysis. Enterprises were divided into three categories. The results reveal that, first, most enterprises’ smart transformation is at an immature or medium-maturity level, and is therefore amenable to further improvement. Second, inconsistent with research findings, many enterprises invest in transformation projects but fail to advance these projects to maturity. Third, most enterprises’ project management plans fail to meet actual transformation needs. Using the thematically oriented maturity model proposed in this study, Taiwanese enterprises can effectively evaluate the maturity of their transformation projects. In conclusion, the study highlights that Taiwanese enterprises must identify more effective external resources to strengthen their competitiveness.
