There are identified problems in regulatory framework, for example, there is a possibility of circumventing the decisions of the municipality to exercise the right of pre-emption. Municipality can’t use the right of pre-emption of proportion real estate. Research contain original solutions of regulatory framework improvement.

Mobility of individuals, in certain cases also of patients, has reached the highest level in history and it is permissible for this mobility to continue to grow. The author believes that there are several important reasons for cross-border healthcare: economic well-being of individuals, free movement of services, consumer freedom. The author considers it important to study the concept of cross-border treatment and its historical development in order to understand why the need for cross-border treatment has historically arisen and patient mobility has developed.

On June 14, 2018, the Constitutional Court delivered the judgment in the case no. 2017-23-01 On Compliance of the Second and the Third Part of Section 573 of the Criminal Procedure Law with the First Sentence of Article 92 of the Constitution of the Republic of Latvia. The Constitutional court held to recognise the second and the third part of Section (573) of the Criminal Procedure Law, insofar it provides that the matter on initiating cassation proceedings in criminal procedure is decided by one judge, without providing reasoning for refusal to initiate cassation proceedings in criminal procedure, as being incompatible with the first sentence of Article 92 of the Constitution of the Republic of Latvia. Subsequently, the Criminal Procedure Law was amended and amendments came into force on October 25, 2018. The amendments provide that in order to decide on an issue regarding the initiation of cassation proceedings, cassation complaint or protest shall be examined by three judges. The composition of the court and the time when the court will be decided on the initiation of the cassation proceedings shall be notified to the person who lodged the complaint or protest, as well as to the person whose rights and interests are violated by the complaint or protest.

The paper explores the compliance of the Civil Procedure Law with Article 13 of the UN Convention on the Rights of Persons with Disabilities. Latvia has ratified the UN Convention on the Rights of Persons with Disabilities in 2010; therefore it is important to study how the rights of persons with disabilities stated in the convention are respected in civil proceedings in practice with respect to effective access to justice.

The article considers the peculiarities of foreign citizens stay on the Russian Federation territory. The rights and freedoms of foreigners guaranteed by the Constitution of the Russian Federation and other laws are reviewed and examined. The article provides a comparative legal analysis of the status and rights of both the Russian Federation citizen and a foreign citizen residing in the territory of this state. Common and distinctive features of these two categories are specified. The matters of employment of foreign citizens and restrictions on the rights to participate in labor relations, which is due to the fact that non-citizens have the right to work only if they have a work permit, are also considered. In its turn, the component of migration policy is revealed, that is, the problem of expulsion and deportation of a foreign citizen from the Russian Federation is touched upon. Administrative expulsion and deportation of foreign citizens from the Russian Federation is a form of state activity that regulates relations with foreign citizens and is aimed to protect the State border.

The paper discusses the definition of innovation and its essence as well as the factors improving innovation capacity. The paper also lists financial resources avaliable in Latvia, that can be used for development of innovative activities.

The role of the EU Structural Funds in the national economy of Latvia is significant, yet document management problems in the projects funded by the EU Structural Funds have been little researched. In the period 2007-2019, a gradual transition to electronic project document management occurred in Latvia. The present research performed a comparative analysis of tender documents submitted for ERDF calls for project proposals for the programming periods of 2007–2013 and 2014–2020. The research found that the range of tender documents for ERDF calls for project proposals to be submitted by organisations is strictly regulated in a particular period, yet there are general instructions on how to prepare documents in accordance with the relevant legal framework of the Republic of Latvia. Organisations have to create document management systems to enhance the preparation and management of ERDF project proposal documents.

The meaning of the Constitution is significant in our society life given it is the supreme law of the country, regulating the most important relations between the Human Being, the Society and the State. This can be define as an agreement of the society, coordinating different interests. Therefore, in the article, the significance of the Constitution of the Republic of Lithuania as well as its peculiarities are analysed. From the beginning of construction in the territory of Latvia there was an important issue that affected any house. How to get heat? As the territory of Latvia was always rich in forests, the answer was obvious - with firewood. This heating variant is also topical today. However, with the development of heating and the rhythm of human life, many classic heating, with wood, is not enough. Consequently, the author looks at the types of heating in Latvia's households and their development. As well as the consumption of wood fuel and its development trends. Wood specialty products, such as pellets, are nowadays a popular fuel. This article will be useful for those who are considering upgrading or converting a heating system that is going to build a new building, as well as producers of fuel and heating systems.

Today the rapid development of information technology has a major impact on the global economy, which contributes to the development of the e-commerce sector. The benefits of using internet are attracting more and more participants who want to take advantage of the new opportunities for business promotion, to improve the quality and sustainable development of trade services. In today's competitive environment, developing and implementing a quality system in the work process becomes one of the competitive advantages of companies, as the modern consumer has become more demanding and selective. Therefore, in order to ensure effective control and organization of the work process in the company, it is necessary to develop a system that accurately describes the processes in the company and promotes the employees' full action in the accomplishment of the assigned tasks and achievement of the goals. This study examines e-commerce quality issues such as website content and design, technology infrastructure and security. The introduction of a standard ISO / IEC 9126 quality assessment model for e-commerce service analysis is also discussed. Based on the available literature, the aim of the study is to provide a theoretical insight into quality management in the context of e-commerce and to explain why quality management principles are important for the development of the e-commerce industry.
