Electronic waste recycle (e-recycling) is gaining increasing importance due to greater environmental concerns, legislation, and corporate social responsibility. A novel approach is explored for designing the e-recycling reverse logistics network (RLN) under uncertainty. The goal is to obtain a solution, i.e., increasing the storage capacity of the logistics node, to achieve optimal or near-optimal profit under the collection requirement set by the government and the investment from the enterprise. The approach comprises two parts: a matrix-based simulation model of RLN formed for the uncertainty of demand and reverse logistics collection which calculates the profit under a given candidate solution and simulated annealing (SA) algorithm that is tailored to generating solution using the output of RLN model. To increase the efficiency of the SA algorithm, network static analysis is proposed for getting the quantitative importance of each node in RLN, including the static network generation process and index design. Accordingly, the quantitative importance is applied to increase the likelihood of generating a better candidate solution in the neighborhood search of SA. Numerical experimentation is conducted to validate the RLN model as well as the efficiency of the improved SA.

Environmental pollution caused by the improper processing of electronic waste, especially from mobile phones, has increased drastically. Governments in developing countries, including Indonesia, have not been ready to face this problem. Informal groups are reacting very fast, growing and spreading evenly in many places to profit through reverse logistics activities. They dominate the markets of used electronic products. Today, eradicating these groups is impossible due to poverty, low education, and unemployment problems. Competing with them is also useless. Therefore, this research aims to find an engagement model between government and intermediary businesses, both formal and informal, for a sustainable purpose. Before determining the model, we must understand the intermediary businesses’ expectations. Therefore, we interviewed eight respondents that represent each business group and used customer value chain analysis to map them. We found forty-one expectations. Seven are the most common but are difficult to realize since they contradict government regulations. To cope with the urgency of the current situation, we concluded that the government should engage directly with the needs of these businesses, and we recommend three models of engagement i.e., empowerment, collaboration, and involvement.

In recent years, Reverse Logistics (RL) has become a field of importance for all organizations due to growing environmental concerns, legislation, corporate social responsibility and sustainable competitiveness. In Reverse logistics, the used or returned products are collected after their acquisition and inspected for sorting into the different categories. The next step is to disposition them for repair, remanufacturing, recycling, reuse or final disposal. Manufacturers may adopt reverse logistics by choice or by force, but they have to decide whether performing the activities themselves or outsourcing to a third party (Martin et al., 2010). Lourenço et al., (2003) described three main areas of improvement within the RL process. Firstly, companies can reduce the level of returns through the analysis of their causes. Secondly, they can work on the improvement of the return’s process and, thirdly, they can create value from the returns. This paper considers the multistage reverse Logistics Network Problem (mrLNP) proposed by Lee et al., (2008). With minimizing the total of costs to reverse logistics shipping cost. We will demonstrate the mrLNP model will be formulated as a three-stage logistics network model. Since such network design problems belong to the class of NP-hard problems we propose a Simulated Annealing (SA) and simulated annealing with priority (priSA) with special neighborhood search mechanisms to find the near optimal solution consisting of two stages. Computer simulations show the several numerical examples by using, SA, priSA and priGA(Genetic algorithm with priority-based encoding method) and effectiveness of the proposed method.

PurposeIn this study, inventories are introduced as a productive input into a real-business-cycle (RBC) setup augmented with the government.Design/methodology/approachThe model is calibrated to Bulgarian data for the period 1999–2019. The quantitative importance of the presence of inventories is investigated.FindingsThe quantitative effect of inventories is found to be important: decreasing consumption volatility and increasing employment variability. Those results, however, are at the expense of decreasing wage volatility and increasing investment volatility, and generally worsening the contemporaneous correlations of the main variables with output.Originality/valueFluctuations in inventory levels matter for business cycle fluctuations in Bulgaria, which is a novel result. Still, there is a need for more research on the incorporation of inventories into RBC models to better fit the Bulgarian experience.

AbstractTwo-echelon location routing problem (2E-LRP) is a problem that considers distribution problem in a two-level / echelon transport system. The first echelon considers trips from a main depot to a set of selected satellite. The second echelon considers routes to serve customers from the selected satellite. This study proposes two metaheuristics algorithms to solve 2E-LRP: Simulated Annealing (SA) and Large Neighborhood Search (LNS) heuristics. The neighborhood / operator moves of both algorithms are modified specifically to solve 2E-LRP. The proposed SA uses swap, insert, and reverse operators. Meanwhile the proposed LNS uses four destructive operator (random route removal, worst removal, route removal, related node removal, not related node removal) and two constructive operator (greedy insertion and modived greedy insertion). Previously known dataset is used to test the performance of the both algorithms. Numerical experiment results show that SA performs better than LNS. The objective function value for SA and LNS are 176.125 and 181.478, respectively. Besides, the average computational time of SA and LNS are 119.02s and 352.17s, respectively.AbstrakPermasalahan penentuan lokasi fasilitas sekaligus rute kendaraan dengan mempertimbangkan sistem transportasi dua eselon juga dikenal dengan two-echelon location routing problem (2E-LRP) atau masalah lokasi dan rute kendaraan dua eselon (MLRKDE). Pada eselon pertama keputusan yang perlu diambil adalah penentuan lokasi fasilitas (diistilahkan satelit) dan rute kendaraan dari depo ke lokasi satelit terpilih. Pada eselon kedua dilakukan penentuan rute kendaraan dari satelit ke masing-masing pelanggan mempertimbangan jumlah permintaan dan kapasitas kendaraan. Dalam penelitian ini dikembangkan dua algoritma metaheuristik yaitu Simulated Annealing (SA) dan Large Neighborhood Search (LNS). Operator yang digunakan kedua algoritma tersebut didesain khusus untuk permasalahan MLRKDE. Algoritma SA menggunakan operator swap, insert, dan reverse. Algoritma LNS menggunakan operator perusakan (random route removal, worst removal, route removal, related node removal, dan not related node removal) dan perbaikan (greedy insertion dan modified greedy insertion). Benchmark data dari penelitian sebelumnya digunakan untuk menguji performa kedua algoritma tersebut. Hasil eksperimen menunjukkan bahwa performa algoritma SA lebih baik daripada LNS. Rata-rata nilai fungsi objektif dari SA dan LNS adalah 176.125 dan 181.478. Waktu rata-rata komputasi algoritma SA and LNS pada permasalahan ini adalah 119.02 dan 352.17 detik.

The ever-growing stream of waste production has become a critical issue for many metropolitan areas. An effective strategy to address this problem has been the concept of reverse logistics (RL). This paper seeks to develop an appropriate product recovery approach for electronic waste generated in an urban area. Consequently, we have proposed an integrated fuzzy RL model with buyback (BB) offers based on the condition of used-products (UPs) at the time of return. However, this strategy contains a significant challenge, which derives from unpredictability surrounding the return rate of UPs due to its dependency on multiple external factors. Hence, a novel fuzzy probability function is developed to approximate UPs’ chance of return. Besides that, the mathematical RL network’s inherent uncertainty prompted us to employ the fuzzy credibility-based method in the model. Afterward, the model’s objectives are locating and allocating collection centres to customer zones, determining flow between facilities and finding the optimal amount of gathered UPs and BB offers. Finally, we applied the model to a case study concerning product recovery in Mashhad city, Iran, and the results have proven its validity and utility.

e-Waste, or electronic waste, disposal that is uncontrolled can be harmful to human health and the environment because e-waste contains toxic substances and heavy metals. However, if the waste is properly managed, it can become a business opportunity that produces high returns because e-waste also contains valuable materials, such as gold, silver, platinum, and palladium. The government of Malaysia wants to ensure the safe, effective, and economically beneficial management of e-waste in Malaysia. Management approaches have included law enforcement and regulation and the promotion of e-waste recovery activities. e-Waste of no commercial value must be disposed of at sites/premises licensed by the Department of Environment (DOE), Malaysia. To date, 18 full recovery facilities and 128 partial recovery facilities that use various available technologies have been designated for the segregation, dismantling, and treatment of e-waste. However, there are issues faced by the recovery facilities in achieving the goal of converting e-waste into a source material. The issues include the e-waste supply, the importation of e-waste derived products and coding, and finally the need to develop the criteria for e-waste processing technologies to ensure the safety and the sustainability of the facilities.
