Because treatment of diabetic ulcers includes various uncertainties, efficacy assessments are needed and significant. In previous studies, set pair analysis (SPA) has been applied to the efficacy assessments of traditional Chinese medicine (TCM) that pick out uncertainties related to the development and prognosis of disease. Optimized clinical protocols of SPA improve clinical efficacy. In the article, cloud model (CM) is employed to improve SPA, and a novel efficacy assessment method for a treatment of diabetic ulcers is proposed based on the cloud model-set pair analysis (CM-SPA). It is recommended to replace connection degree (CD) with cloud connection degree (CCD) that the efficacy assessment results are shown as normal clouds. Then, three diabetic ulcers patients treated with TCM made importance assessment by both CM-SPA and AHP based SPA. The comparison of assessment results shows that the CM-SPA is efficacious for the efficacy assessment of a treatment for diabetic ulcers and the results will be more scientific and accurate via CM-SPA.

In order to make a reasonable evaluation of highway traffic safety facilities, a comprehensive evaluation method based on set pair analysis was proposed. An evaluation system of freeway traffic safety facilities was established. Combined with relevant norms and standards, each indicator in the evaluation system was divided and a reasonable threshold has been set. Through the calculation of the connection degree of ‘identicalness, differentness and reverse’, the maximum connection degree criterion was used to judge the evaluation results of freeway traffic safety facilities. Finally a case study was conducted to verify the proposed evaluation method. The case study shows that the selected highway traffic safety facilities are at a good level and this method can provide scientific decision basis for highway traffic facility renovation.

In view of the ambiguity and randomness of the assessment of earthquake scene rescue performance, this paper proposes an integrated assessment method considering quantitative and qualitative influencing factors from three levels: search, rescue and medical treatment. Firstly, this study constructs an assessment index system of rescue performance at the earthquake scene based on the International Search and Rescue Advisory Group (INSARAG) guidelines set by International Search and Response. Secondly, the subjective weights and objective weights of each index were calculated using the hierarchical analysis process (AHP) and cloud model, respectively. The comprehensive weights were calculated using weighted analysis, and the performance assessment results were visually expressed by cloud model images. Finally, the study was applied to an earthquake rescue case with an initial assessment of 4.0065, and its performance was improved by 4.36% when the rescue process was optimized. The assessment results show that earthquake rescue performance can be estimated, and the rationality and effectiveness of the method was validated.

Determining the projection direction vector (PDV) is essential to the projection pursuit evaluation method for high-dimensional problems under multiple uncertainties. Although the PP method using a cloud model can facilitate interpretation of the fuzziness and randomness of the PDV, it ignores the asymmetry of the PDV and the fact that indicators are actually distributed over finite intervals; it quickly falls into premature defects. Therefore, a novel PP evaluation method based on the connection cloud model (CCM) is discussed to remedy these drawbacks. In this approach, adaptive numerical characteristics of the CCM are adopted to represent the randomness and fuzziness of the candidate PDV and evaluation indicators. Meanwhile, to avoid complex computing and to accelerate the convergence speed of the optimization procedure, an improved fruit fly optimization algorithm (FOA) is set up to find the rational PDV. Alternatively, candidate PDVs are mutated based on the mechanism “pick the best of the best” using set pair analysis (SPA) and chaos theory. Furthermore, the applicability and reliability are discussed based on an illustrative example of slope stability evaluation and comparisons with the neural network method and the PP evaluation method based on the other FOAs and the genetic algorithm. Results indicate that the proposed method with simpler code and quicker convergence speed has good global ergodicity and local searching capabilities, and can better explore the structure of high-dimensional data with multiple uncertainties and asymmetry of the PDV relative to other methods.

In order to evaluate waterway navigation environment more systemically, the Set Pair Analysis Evaluation Model for the environment was established according to basic principle of SPA, on basis of safety affection factors being analyzed. In accordance with risk degree of each factor, the expression of Connection Degree can be obtained, proceeding with estimating the safety of a channel. This model used, the waterway navigation safety level can be evaluated more objectively, comprehensively and systemically, and criticalities of affect or indeterminate factors gained in a quantitative way. Targeting measures could be implemented to improve navigation conditions to ensure navigation safety with the assessment conclusion being based on.
