These dejinitions have been assembled from standards, monographs, dictionaries, journal articles, and documents of international organizations emphasizing laboratory and industrial automation and robotics. When appropriate, definitions have been taken directly from the original source and identified with that source. However, in some cases no acceptable definition could be found and a new definition was prepared to define the object, term, or action. Attention has been given to defining specific robot types, coordinate systems, parameters, attributes, communication protocols and associated workstations and hardware. Diagrams are included to illustrate specific concepts that can best be understood by visualization.

Nigeria is a nation with plural ethnic, religious, lingual and cultural identities that are constantly exploited by the political class to promote their selfish interest. Although not a determinant forconflict, diversity in Nigeria has unjustifiably sparked identity-based conflicts which necessitateseparatism, insurgency and ethnic restiveness – among others, which threatens to drive the country to a perpetual state of fragility. This paper thence sought to assess Nigeria’s tortuous experience with identity and identity politics with particular reference to ethnic, religious, and lingual challenges. The paper furthers the discussion on identity politics in Nigeria to proffer practicable solutions. It argues that identity consciousness has overtaken national consciousness and engendered a relationship characterized by domination, superiority and hegemony by the various groups. It reveals that the currency of politics is an ethnic-hegemony-rivalry sentiment that threatens national integration. The paper reviews available literature on the subject matter from peer-reviewed journal articles, reports of reputable international organizations, working papers and newspaper articles. It concluded that identities have become powerful manipulative instruments in the hands of the political elites used to divide the Nigerian populace. It recommended the promotion of justice, equity and fairness in governance to ameliorate the chances of identity dissension and identity-based conflicts.

With an increasing human population and vehicles, air pollution in Thimphu City is growing and causing a risk to human health, properties, and ecosystems. The population of Thimphu was 79,185 in 2005 but in 2017 it surged up to 114,551. An increase in the human population has also led to the rising demands for vehicles and thus increased the vehicular emissions in the area. Additionally, the use of traditional fuels, burning of waste and agriculture residues, forest fire, and transboundary pollutants are other sources resulting in poor air quality in Thimphu City. Air pollution data from journal articles, government documents, reports from national and international organizations, and books were reviewed. Concentrations of PM10, PM2.5, SO2, NO2 were increasing over the decades. The annual average PM10 recorded in Thimphu was 28 µg/m3 in 2005, 47 µg/m3 in 2010, 43 µg/m3 in 2014, and 42 µg/m3 in 2015. Winter months were found to have higher PM10 and PM2.5 concentrations. The 24-hourly average concentrations of SO2 ranged from 0.0 to 6.9 µg/m3 and NO2 8.2-26.6 µg/m3. There is a need for comprehensive studies to identify spatial and temporal variations in the ambient concentration of the pollutants in the area. Strict enforcement of the legal frameworks is essential for the mitigation of air pollution in Thimphu City.

Abstract “Object norms” are measures of distance for rigid body displacement in the plane or space. These norms are independent of the coordinate systems or metrics used. Since their introduction in 1992, they have been effectively used in several applications including computational kinematics, precision design, and robotics. This paper deals with the formulation and study of the time differential form and properties of these norms. A local linearization based on the differential forms of object norms is also independant from coordinate systems or their metrics.

Abstract The secretariats of international organizations (international public administrations [IPA s]) constitute the institutional grid of global governance. While recent research has provided valuable insights into the independent capacities of international organizations (IO s) and the influence of IPA s, we lack systematic knowledge of how scholars conceptualize the preferences of IO staff. This is lamentable because understanding the (unifying) motivations of “international civil servants” helps us to make sense of their behavior and influence during the adoption and application of IO policies. To review how IPA studies conceptualize the preferences of international bureaucrats, this article suggests a fourfold typology of ideal-typical bureaucratic behavior. It distinguishes between the underlying behavioral logic and dominant bureaucratic goal orientation. Applying the typology to thirty-nine journal articles allows us to map IPA preferences and behavior, and shows that the literature predominantly views IPA s as behaving responsibly and less self-centeredly than could be expected from economic accounts of bureaucracy.

The article discusses the features of international legal regulation of the development and application of artificial intelligence and robotics in the world. The focus of international organizations on maintaining an optimal balance between the interests of society and the state in creating a global regulation of the introduction of systems with artificial intelligence is revealed. The necessity of consolidation of the world community in the development of a conceptual international document on the principles and basic principles of regulation of artificial intelligence and robotics is justified.

AbstractFive important geodynamical quantities which are closely linked are: 1) motions of points on the Earth’s surface; 2)polar motion; 3) changes in UT1-UTC; 4) nutation; and 5) motion of the geocenter. For each of these we expect to achieve measurements in the near future which have an accuracy of 1 to 3 cm or 0.3 to 1 milliarcsec.From a metrological point of view, one can say simply: “Measure each quantity against whichever coordinate system you can make the most accurate measurements with respect to”. I believe that this statement should serve as a guiding principle for the recommendations of the colloquium. However, it also is important that the coordinate systems help to provide a clear separation between the different phenomena of interest, and correspond closely to the conceptual definitions in terms of which geophysicists think about the phenomena.In any discussion of angular motion in space, both a “body-fixed” system and a “space-fixed” system are used. Some relevant types of coordinate systems, reference directions, or reference points which have been considered are: 1) celestial systems based on optical star catalogs, distant galaxies, radio source catalogs, or the Moon and inner planets; 2) the Earth’s axis of rotation, which defines a line through the Earth as well as a celestial reference direction; 3) the geocenter; and 4) “quasi-Earth-fixed” coordinate systems.When a geophysicists discusses UT1 and polar motion, he usually is thinking of the angular motion of the main part of the mantle with respect to an inertial frame and to the direction of the spin axis. Since the velocities of relative motion in most of the mantle are expectd to be extremely small, even if “substantial” deep convection is occurring, the conceptual “quasi-Earth-fixed” reference frame seems well defined. Methods for realizing a close approximation to this frame fortunately exist. Hopefully, this colloquium will recommend procedures for establishing and maintaining such a system for use in geodynamics. Motion of points on the Earth’s surface and of the geocenter can be measured against such a system with the full accuracy of the new techniques.The situation with respect to celestial reference frames is different. The various measurement techniques give changes in the orientation of the Earth, relative to different systems, so that we would like to know the relative motions of the systems in order to compare the results. However, there does not appear to be a need for defining any new system. Subjective figures of merit for the various system dependon both the accuracy with which measurements can be made against them and the degree to which they can be related to inertial systems.The main coordinate system requirement related to the 5 geodynamic quantities discussed in this talk is thus for the establishment and maintenance of a “quasi-Earth-fixed” coordinate system which closely approximates the motion of the main part of the mantle. Changes in the orientation of this system with respect to the various celestial systems can be determined by both the new and the conventional techniques, provided that some knowledge of changes in the local vertical is available. Changes in the axis of rotation and in the geocenter with respect to this system also can be obtained, as well as measurements of nutation.

An ideal definition of a reference coordinate system should meet the following general requirements:1. It should be as conceptually simple as possible, so its philosophy is well understood by the users.2. It should imply as few physical assumptions as possible. Wherever they are necessary, such assumptions should be of a very general character and, in particular, they should not be dependent upon astronomical and geophysical detailed theories.3. It should suggest a materialization that is dynamically stable and is accessible to observations with the required accuracy.
