The Third Sector Reform in Italy: an Opportunity for Matching Social Innovation and Youth Policies?

Abstract Social innovation should represent a step forward activation policies, promoting a new balance between economic development and social cohesion, reducing inequalities and vulnerability. The Third sector is a privileged sphere of social innovation: there are many expectations on its ability to provide innovative answers to unaddressed social needs; one area of its intervention are youth policies. In Italy, the Third sector reform established new provisions on volunteering, civil service and social entrepreneurship, which should primarily benefit the youth. It allows to explore the double face of the Third sector transformation and of the European rhetoric on social innovation. On the one side institutions are trying to recognize emerging grass-root practices which combine social involvement, professional fulfillment and political action in order to respond new societal challenges. On the other side, the market is still fundamental in practices and discourses around social innovation, that maintain many contradictions of the activation policies.

Abstract News reporting typically has a dual function: it mirrors what is going on in real life, but it also shapes how actors behave. Previous studies suggest that media presence, by way of shaping public and policy perceptions, influence how well nonprofits are able to raise funds and mobilize human resources. Yet, we are lacking insights into how the third sector is actually framed in the media, in particular with regard to innovation, which increasingly complements the more traditional functions of advocacy and service provision. To find out, we performed a longitudinal content analysis and an in-depth framing analysis on national and regional newspapers from nine European countries. The analyses demonstrate that third sector activities, especially those related to social innovation, are largely ignored. We find no systematic evidence that crises increase news attention to nonprofit activities. The third sector is becoming more newsworthy when it co-engages with government and business actors, but can benefit only little from this “positive glow”. We suggest how research on these matters can be taken forward, with a specific focus on the agenda-setting theory of mass media, the strategic management of nonprofit organizations, and collaboration in the context of social innovation.

The role of the third sector in the provision of welfare and its relationship with public administration have been gaining importance in political debates because of the difficulties that welfare states have in responding to emerging social needs. The ‘Gipuzkoan model’, based on a public‐private collaboration between third sector organisations and the public administration in Gipuzkoa in the Basque Country in Spain, has been drawing attention over the past 40 years. However, there is a debate concerning the role that each actor should play in the implementation of welfare policies. This article analyses, from a qualitative point of view, the role of the third sector in designing and providing public policy tools for the region within the context promoted by the Gipuzkoan model of public‐private collaboration. The results obtained illustrate a multifaceted scenario in which different visions converge around the same question: How should this collaboration be developed and what future awaits the third sector?

The aim of this paper is to examine the role of community, free and university media in Spain as tools for media literacy and as instruments for creating a more critical and communicative citizenry. After a conceptual section, we analyse training processes in this area with regard to the general population and their reference communities, devoting particular emphasis to the involvement of young people. The triangulation research method was based on quantitative (a survey) and qualitative (focus groups) techniques. The results show that the third sector media in Spain act as invaluable tools for the acquisition of skills and competences that are transferable into young people’s professional and experiential sphere, given the ability of these media outlets to identify with their interests, aspirations and difficulties. In a broad sense, these initiatives contribute to expanding the right of communication in two different ways: on the one hand, because they are open to citizen participation in both management responsibilities and content programming; and, on the other, because their decentralized practices provide a laboratory for creative journalism which, in turn, is linked to social movements and other means of expression for citizens (NGOs, associations, etc.). El siguiente trabajo tiene por objeto acercarse al papel de los medios comunitarios, libres y universitarios del Estado español como instrumentos para la alfabetización mediática y en tanto que espacios para la conformación de ciudadanía crítica y comunicativa. Tras el apartado conceptual, se analizan los procesos de aprendizaje que se implementan con respecto a la ciudadanía en general y a las comunidades de referencia en particular, prestando especial atención al rol y a la participación de la juventud. A partir de la triangulación de técnicas cuantitativas (encuesta) y cualitativas (grupos de discusión), los resultados demuestran que los medios del tercer sector actúan como valiosas herramientas para la adquisición de habilidades y competencias críticas que pueden transferirse a la esfera profesional y vivencial de los jóvenes, dada la identificación de estos medios con los intereses, problemáticas y aspiraciones juveniles. En un sentido amplio, estas iniciativas contribuyen a la expansión del derecho a la comunicación en dos irecciones: por un lado, porque están abiertas a la participación ciudadana en las tareas de gestión y programación de los contenidos; y, por otro, porque sus prácticas descentralizadas constituyen un laboratorio de creatividad periodística que, a su vez, está vinculado al devenir de los movimientos sociales y otras formaciones de la ciudadanía organizada (ONG, asociaciones, etc.).

The difficulties that European Welfare States are experiencing in order to respond to emerging social needs are making a re-configuration of the welfare system inevitable. In this sense, spheres such as the third sector are gaining special attention due to their role in the provision of welfare. This paper qualitatively addresses the interaction between public administration and the third sector using the example of welfare provision in the Province of Gipuzkoa. Specifically, our research focuses on the existing instruments for this interaction and the existing spaces for representation and interaction between both. By means of a participatory approach based on qualitative techniques, professionals from the public administration and the third sector were given voice. Semi-structured interviews were carried out with nine participants considered by the research team as references in the field of the third sector. To complement and advance in the understanding of the information obtained, three discussion groups were also set up: two were formed by participants who are in charge of third sector organizations; and the third was made up of technicians from the Provincial Council of Gipuzkoa. Altogether, the results obtained illustrate much confusion between both actors concerning how their relationships should be built, as traditional ways seem insufficient. Although the creation of the civil dialogue table seems like an alternative, it presents several difficulties in terms of ensuring the representation of all third sector organizations.

- Social enterprise and health care in contemporary Great Britain: a new way forward? The essay focuses on the relationship between social enterprises and the health care service in contemporary Great Britain. After highlighting the characteristics of health care and the role of the third sector, also by means of past experiences, the authors underline the specificities of the two models which currently characterize the relationship between organizations of the third sector and the state: the one which presents the third sector as a relationship between centre (state) - periphery (third sector), a relationship of substantial dependency, and the one which underlines relationships of cooperation and social enterprises as a radical alternative to the relationship of dependence between the local state and the third sector.

Abstract The expansion and development of the nonprofit sector worldwide in the 1980s and 1990s did not bypass Israel, and, as in other countries, sparked an interest for study to uncover its characteristics and major features. The Israeli population—both Jewish and Arab—has a rich tradition of voluntaristic activity on the individual as well as on the collective (organizational) levels, mostly in the communal context. The modern welfare state created new opportunities and new challenges for such activity within the broad framework of the nonprofit sector. This article aims to review the development of the nonprofit sector in Israel and analyze it within existing nonprofit theories. It takes a historical perspective in looking at its evolution, in light of political, social, ideological, and economic changes in the world and in the country. It discusses the development of policy and government involvement on the one hand and the unique features of Israeli philanthropy, both Jewish and Arab, on the other. It analyzes Israel’s civil society and social movements, as well as social entrepreneurship and their expression in the Third Sector. The article also covers the development of research and education on the Third Sector; it includes a review of research centers, databases, journals, and specific programs that were developed by Israeli universities. Finally, this article summarizes the characteristics of the nonprofit sector in Israel.
