The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.

This study aims to determine Village Governance in Realizing Excellent Service in Jumantuang Village, Siempat Nempu District, Dairi Regency. Its governance is one part of realizing excellent service provided by village government officials. The research method used by researchers is descriptive qualitative research methods. Data collection tools used were observation and interviews and documentation. The data analysis technique used was qualitative data analysis techniques. This technique functions to process qualitative data and analyze data that has been obtained from the results of observations and interviews related to village governance in realizing excellent service. Narrative data obtained from interviews and observations are interpreted for further analysis. So in qualitative research, data analysis must start from the beginning. The results showed that its governance in realizing excellent service in Jumantuang Village has gone well. Jumantuang Village, as a public servant has served the community well and refers to the four characteristics of excellent service, namely by providing easy and fast, open services, in accordance with what the community needs, and implementing a familiarity with the community in Jumantuang Village. So that, the service in the community can be said to be better than before. The hope is that the government and the community can establish good cooperation in the success of service activities within Jumantuang Village.   Received: 12 January 2021 / Accepted: 27 February 2021 / Published: 7 March 2021

Land expropriation is a common source of grievances and resistance from farmers in China. Based on survey data, we propose that farmers’ sense of relative deprivation is one of the causes. Our study focuses on compensation distribution in villages, where village collectives are the reference for comparison. Relative deprivation is measured by the ratio of farmer compensation to the standard government compensation; the gap between these is roughly the compensation retained by village collectives. The outcome variable is farmers’ willingness to participate in village governance. The empirical test is based on 2017 data from the Chinese Family Database of Zhejiang University and compensation standards data collected by the authors. Nearly 75% of respondents received less than standard compensation, which indicates widespread relative deprivation. And the greater the relative deprivation of farmers, the more willing they are to participate in village governance.
