Local government is an efficient and effective form of government, because the central government cannot handle all the complex problems of the state. The problem raised in this study is about the authority of the village consultative body as a supervisory agency for the performance of the village head. The purposes of this study are to examine the position of the village consultative body in the village government and the implementation of BPD supervision on the performance of the village head in the village government. The method used is a normative legal research method with a case approach. The technique of data collection is done by literature study. The sources of legal materials used are primary, secondary and tertiary sources of legal materials which are then analyzed systematically. The results of the study indicate that the authority of the village consultative body is to hold meetings with the community to collect their wishes, channel the wishes of the community to the village government both orally and in writing, present the draft Perdes under its authority, monitor and evaluate the performance of the village head, request information on the administration of village governance to the village head. village government, express opinions on the implementation of village governance, carry out village development, promote village communities and empower village communities

VillageFund Allocation Management in Community Empowerment. Village fund allocations are central and regional financial balance funds received by regencies / cities, which are distributed proportionally to each village in a proportion of at least 10% (ten percent). Allocation of village funds for village governance and community empowerment. This research uses a qualitative method using descriptive. The results showed that normative and governance of village allocation funds were carried out well, but the substance still did not meet the true meaning of empowerment. In addition, some stakeholders also have not played a maximum role, only the village head as the implementation team that manages the village allocation funds. The paternalistic community of the village community chooses the people who trust and support the village to manage village funds, as well as dominating the sub-district in making accountability letters that lead to increased village independence.

Penerapan teknologi informasi sangat dibutuhkan di dalam penyelenggaraan pemerintah desa. Terutama di bidang jasa publik. Penyelenggaraan jasa publik dilakukan oleh pemerintah desa dalam kemudahan akses informasi dan komunikasi. Namun, lain halnya jika jasa publik yang dijalankan tersebut mengalami beberapa kendala seperti kurangnya keterbukaan informasi kepada publik, pelayanan publik yang memakan waktu yang lama, proses yang berbelit-belit, serta layanan yang tak dapat diakses memicu tingkat kepuasan masyarakat berkurang. Hal itu disebabkan oleh banyak faktor, salah satunya, pemerintah desa masih menggunakan sistem manual, yang menghambat proses kinerja pegawai desa dalam memberikan pelayanan publik yang efektif dan efisien. Untuk menjawab masalah yang terjadi, maka Pemerintah Desa menciptakan suatu aplikasi SISPEDAL untuk mempermudah administrasi desa. Penelitian ini menggunakan pendekatan Kualitatif. Teknik pengumpulan data dengan mempelajari literatur dan menggunakan penelitian sebelumnya. Penelitian ini menggunakan teori elemen sukses E-Government dalam sektor publik, yaitu support, capacity, dan value. Hasil penelitian menunjukkan bahwa melalui aplikasi SISPEDAL resmi pemerintah desa Aliantan, pemerintah desa dapat meningkatkan transparansi dalam konteks good village governance dilingkungan pemerintahan desa Aliantan. This study aimed to determine the extent to which the village apparatus’s capacity can manage village funds. This study used qualitative and quantitative approaches, namely frequency percentage statistics. Results of distribution utilized the total score of the answers. Data sources included primary and secondary data. Data sources included primary and secondary data. The object of research is 30 (thirty) villages, 2 respondents from each village are taken.  Findings demonstrate that the village apparatus’s capacity in managing village funds is generally assessed from their basic Capability, management capability, and technical Capability, which fall into the ‘fair’ category. It indicates that the village apparatus needs to increase its capacity so that village funds can be managed optimally. The solutions include increasing the HR-village apparatus’s capacity through computer training, technical guidance, seminars, and socialization of related regulations. Besides, facilitation and mentoring are the best ways that the village apparatus needs to increase their capacity, considering that stakeholders are demanding a change in the paradigm of implementation in village governance and the era of disruption to balance and harmonize with current and future conditions.

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

Indonesia has been implementing a more in-depth decentralisation system encouraging village governance since 2014. Since then, village governments have been given more autonomy on governing village fund to further encourage village development. This paper aims to compare two forms of village (desa and nagari) in terms of the practice of village governance. Using Lowndes and Sullivan’s framework of neighbourhood governance, this study suggests all types of neighbourhood governance has been practiced in both forms. Although village government type is more significant in both forms, the social rationale is more significant in nagari because of the cultural aspect. Furthermore, this paper seeks to identify the potentials and challenges of village governance.  This is mainly based on the comparation of the implementation of village governance in both forms of village.

This study aims to determine Village Governance in Realizing Excellent Service in Jumantuang Village, Siempat Nempu District, Dairi Regency. Its governance is one part of realizing excellent service provided by village government officials. The research method used by researchers is descriptive qualitative research methods. Data collection tools used were observation and interviews and documentation. The data analysis technique used was qualitative data analysis techniques. This technique functions to process qualitative data and analyze data that has been obtained from the results of observations and interviews related to village governance in realizing excellent service. Narrative data obtained from interviews and observations are interpreted for further analysis. So in qualitative research, data analysis must start from the beginning. The results showed that its governance in realizing excellent service in Jumantuang Village has gone well. Jumantuang Village, as a public servant has served the community well and refers to the four characteristics of excellent service, namely by providing easy and fast, open services, in accordance with what the community needs, and implementing a familiarity with the community in Jumantuang Village. So that, the service in the community can be said to be better than before. The hope is that the government and the community can establish good cooperation in the success of service activities within Jumantuang Village.   Received: 12 January 2021 / Accepted: 27 February 2021 / Published: 7 March 2021
