Abstract Hurricane Harvey and other recent weather extremes stimulated extensive public discourse about the role of anthropogenic climate change in amplifying, or otherwise modifying, such events. In tandem, the scientific community has made considerable progress on statistical “climate attribution.” However, explaining these statistical methods to the public has posed challenges. Using appropriately designed “spinner boards,” we find that even members of the general public who do not understand the difference between weather and climate are readily able to understand basic concepts of attribution and explain those concepts to others. This includes both understanding and explaining the way in which the probability of an extreme weather event may increase as a result of climate change and explaining how the intensity of hurricanes can be increased. If properly developed and used by TV weather forecasters and news reporters, this method holds the potential to significantly improve public understanding of climate attribution.

AbstractAn increase in the severity of extreme weather is arguably one of the most important consequences of climate change with immediate and potentially devastating impacts. Recent events, like Hurricane Harvey, stimulated public discourse surrounding the role of climate change in amplifying, or otherwise modifying, the patterns of such events. Within the scientific community, recent years have witnessed considerable progress on “climate attribution”—the use of statistical techniques to assess the probability that climate change is influencing the character of some extreme weather events. Using a novel application of signal detection theory, this article assesses when, and to what extent, laypeople attribute changes in hurricanes to climate change and whether and how certain characteristics predict this decision. The results show that people attribute hurricanes to climate change based on their preexisting climate beliefs and numeracy. Respondents who were more dubious about the existence of climate change (and more numerate) required a greater degree of evidence (i.e., a more extreme world) before they were willing to suggest that an unusual hurricane season might be influenced by climate change. However, those who have doubts were still willing to make these attributions when hurricane behavior becomes sufficiently extreme. In general, members of the public who hold different prior views about climate change are not in complete disagreement about the evidence they perceive, which leaves the possibility for future work to explore ways to bring such judgments back into alignment.

Deciding whether to be a “public scientist”—using the media spotlight to highlight important issues—means deciding whether one is a natural explainer. Also, it must be decided how much time and effort can be committed to such outreach and how it impacts research and other activities. Explaining research does offer satisfactions, in that the researcher is contributing to public understanding of science. One problem is that the coverage of science and technology is small and shrinking. That said, opportunities to reach the public directly through websites and social media are considerable. The role of public scientists and the importance of explaining research in general are becoming ever more critical because failure to bridge the information gulf between researchers and the public will hamper, perhaps tragically, our ability to solve the massive global problems we face—climate change, resource depletion, ecological damage, food security, and disease.

The scientific understanding of climate change is firmly established; it is occurring, it is primarily due to human activities, and it poses potentially serious risks to human and natural systems. Nevertheless, public understanding of this phenomenon varies widely among farmers and the public, the two-target audience of this paper. This paper introduces two research questions: (1) How climate change is perceived by public-farmers’ nexus; and (2) How perception and populism (as a thin-ideology moved by social forces) interact? In order to address both questions, we review insights from different sources (literature, research projects, and public opinion services) over the last 10 years. The results proved how public experience of climate change is interdependent with the belief that climate change is happening. What is also notable is that the greater the years of farmers’ farming experiences, the greater the percentage rate of their climate change awareness. Differences among farmers and public perceptions were also noted. Uncertainty, coupled with skepticism, the media, and political will, are common findings when asking to farmers and the public for the main weaknesses in adaptation to climate change. However, scientific consensus, meteorological data, barriers to adaptation, and the role of technology are subjects in which both differ.

Communication campaigns play a key role in shaping what people think, feel, and do about climate change, and help shape public agendas at the local, national, and international levels. As more people around the world gain regular access to the Internet, online and social media are becoming significant contexts in which they come into contact with—or fail to come into contact with—news, debates, action, and social input related to climate change. This makes it important to understand the campaigning that takes place online. Many actors make concerted efforts to engage publics on climate change and go online to do so. These include businesses; governments and international organizations; scientists and scientific institutions; organizations, groups and individuals in civil society; public intellectuals and political, religious and entertainment leaders. Not all are ultimately concerned with climate change or engaging publics as such. Nevertheless, most campaigns involve at least one of four goals: to inform, raise awareness, and shape public understanding about the science, problems, and politics of climate change; to change consumer and citizen behavior; to network and connect concerned publics; to visibly mobilize consumers or citizens to put pressure on decision-makers. Online climate change campaigns are an emerging phenomenon and field of study. The campaigns appeared on broad front around the turn of the millennium, and have since become increasingly complex. In addition to the elements that produce variance in offline campaigns, scholars examine the role of online and social media in how campaigners render the issues and pursue their campaigns, how publics respond, and what this means for the development of the broader public discourse. Core debates concern the capacity and impact of online campaigning in the areas of informing, activating and including publics, and the ambivalences inherent in leveraging technology to engage publics on climate change.

Anthropogenic climate change (ACC) and evolution are examples of issues that are perceived differently by scientists and the general public. Within the scientific community, there are clear consensuses that human activities are increasing global temperatures (ACC) and that evolutionary mechanisms have led to the biodiversity of life on Earth (evolution). However, there is much debate in the public discourse about the scientific evidence supporting these topics. The purpose of our study was to explore the relationship between a student’s need for cognition (NFC) – preference to engage in and enjoy thinking – and the student’s acceptance of ACC and evolution. The results revealed that students with a higher NFC were more accepting of both ACC and evolution. Future investigations should include evaluating the efficacy of different instructional techniques on NFC and acceptance of polarizing topics such as evolution and ACC.

The problem of climate change inaction is sometimes said to be ‘wicked’, or essentially insoluble, and it has also been seen as a collective action problem, which is correct but inconsequential. In the absence of progress, much is made of various frailties of the public, hence the need for an optimistic tone in public discourse to overcome fatalism and encourage positive action. This argument is immaterial without meaningful action in the first place, and to favour what amounts to the suppression of truth over intellectual openness is in any case disreputable. ‘Optimism’ is also vexed in this context, often having been opposed to the sombre mood of environmentalists by advocates of economic growth. The greater mental impediments are ideological fantasy, which is blind to the contradictions in public discourse, and the misapprehension that if optimism is appropriate in one social or policy context it must be appropriate in others. Optimism, far from spurring climate change action, fosters inaction.

In an era where expertise is increasingly critiqued, this study draws from the research on expertise and scientist stereotyping to explore who the public considers to be a scientist in the context of media coverage about climate change and genetically modified organisms. Using survey data from the United States, we find that political ideology and science knowledge affect who the US public believes is a scientist in these domains. Our results suggest important differences in the role of science media attention and science media selection in the publics “scientist” labeling. In addition, we replicate previous work and find that compared to other people who work in science, those with PhDs in Biology and Chemistry are most commonly seen as scientists.

The theme of global sustainable development has changed from environmental management to climate governance, and relevant policies on climate governance urgently need to be implemented by the public. The public understanding of climate change has become the prerequisite and basis for implementing various climate change policies. In order to explore the affected factors of climate change perception among Chinese residents, this study was conducted across 31 provinces and regions of China through field household surveys and interviews. Combined with the residents’ perception of climate change with the possible affected factors, the related factors affecting Chinese residents’ perception of climate change were explored. The results show that the perceptive level of climate change of Chinese residents is related to the education level and the household size of residents. Improving public awareness of climate change risk in the context of climate change through multiple channels will also help to improve residents’ awareness of climate change. On the premise of improving the level of national education, improving education on climate change in school education and raising awareness of climate change risk among dependents will help to improve the level of Chinese residents’ awareness of climate change, which could be instrumental in promoting public participation in climate change mitigation and adaptation actions.

AbstractThe deconstruction of what is termed “the public sphere” in recent decades has resulted in an important shift in scholarly attention towards networks and forms of association. This article explores how greater sensitivity to the unstable and ephemeral nature of “publics,” combined with a stronger awareness of the role of cultural exchange, has undoubtedly enriched our understanding of early modern politics. Some analytical precision has, nonetheless, been lost. A justifiable emphasis on the artificiality of the territorial borders that have defined units of enquiry has occurred at the expense of deeper consideration of the cultural boundaries that dictated the terms on which people could participate in and shape public discourse. Study of the British archipelago can offer new ways of thinking about these problems. Linguistic and ethnic differences, the search for religious concord as well as the reality of confessional division, institutional variation, and the consequences of London's increasing dominance of the archipelago, are key facets of the reassessments undertaken here. The article concludes by reflecting on how interactions between varieties of “public” and other forms of association can nuance our understanding of early modern state formation.

Computational censorship in the form of fake news and toxic comments regulation is a subject that comes up quite often in the public discourse, as a result of the volatile political circumstances on a global scale and due to the unquestionable impact of journalism on these circumstances. Public attention has been directed to the role of mainstream and other media in the formation of public opinion, either in the form of articles or in the form of usergenerated comments. The purpose is to analyse and allow a deeper understanding of a project that is under development, namely, computational-censorship and to show that algorithmic regulation is not a solution, but rather another layer to a more fundamental problem. This article examines the implicationsof developing Machine Leraning/Artificial Iintelligence (ML/AI) which aims to regulate the internet and we attempt to allow a glimpse into the technical aspect of the problem as a way to back arguments that could be re-jected by the ML/AI research community as “non-pragmatic”. Finally, it aims to highlight the absurdity of the current approach to research in this area, which is the exact opposite of the rationalism that the field claims to be embracing.
