Abstract A first attempt has been made toward quantifying the risk of snowmelt-related flooding in the central and southern Appalachian Mountains of the United States (from 35° to 42°N). In the last decade, two major events occurred within the region, prompting this study. Snowfall and snow depth data were collected from the cooperative observer network, quality controlled, and summarized at seasonal resolution (December–March). For establishing regional patterns, the period of 1971–2000 was selected. For testing fits of candidate probability distributions, and for focusing on the sparsely sampled higher elevations, this criterion was relaxed to include as many data from the mid- to late century as were reasonably admissible. Results indicate that the two-parameter Gumbel distribution fit best both the seasonal total snowfall and seasonal maximum snow depth. That distribution was then used to map return periods associated with critical seasonal snowfall and maximum snow depth masses. Seasonal snowfall amounts linked to a role for snowmelt in flooding were found to occur at return periods of from 2–5 yr in Pennsylvania and West Virginia to 10–200 yr in North Carolina. More generally, at elevations of at least 600 m throughout the region, return periods of 10–25 yr were estimated for critical levels of two flood-related criteria: seasonal total snowfall and maximum snow depth. In addition to providing valuable climatological information to aid forecasters and analysts, the results also support the need for further work toward understanding the role of snow in Appalachian floods.

Abstract In many practical applications snow depth is known, but snow water equivalent (SWE) is needed as well. Measuring SWE takes ∼20 times as long as measuring depth, which in part is why depth measurements outnumber SWE measurements worldwide. Here a method of estimating snow bulk density is presented and then used to convert snow depth to SWE. The method is grounded in the fact that depth varies over a range that is many times greater than that of bulk density. Consequently, estimates derived from measured depths and modeled densities generally fall close to measured values of SWE. Knowledge of snow climate classes is used to improve the accuracy of the estimation procedure. A statistical model based on a Bayesian analysis of a set of 25 688 depth–density–SWE data collected in the United States, Canada, and Switzerland takes snow depth, day of the year, and the climate class of snow at a selected location from which it produces a local bulk density estimate. When converted to SWE and tested against two continental-scale datasets, 90% of the computed SWE values fell within ±8 cm of the measured values, with most estimates falling much closer.

Abstract. Recent studies have revealed evidence of trends in the median or mean flood discharge in Europe over the last 5 decades, with clear and coherent regional patterns. The aim of this study is to assess whether trends in flood discharges also occurred for larger return periods, accounting for the effect of catchment scale. We analyse 2370 flood discharge records, selected from a newly available pan-European flood database, with record length of at least 40 years over the period 1960–2010 and with contributing catchment area ranging from 5 to 100 000 km2. To estimate regional flood trends, we use a non-stationary regional flood frequency approach consisting of a regional Gumbel distribution, whose median and growth factor can vary in time with different strengths for different catchment sizes. A Bayesian Markov chain Monte Carlo (MCMC) approach is used for parameter estimation. We quantify regional trends (and the related sample uncertainties), for floods of selected return periods and for selected catchment areas, across Europe and for three regions where coherent flood trends have been identified in previous studies. Results show that in northwestern Europe the trends in flood magnitude are generally positive. In small catchments (up to 100 km2), the 100-year flood increases more than the median flood, while the opposite is observed in medium and large catchments, where even some negative trends appear, especially in northwestern France. In southern Europe flood trends are generally negative. The 100-year flood decreases less than the median flood, and, in the small catchments, the median flood decreases less compared to the large catchments. In eastern Europe the regional trends are negative and do not depend on the return period, but catchment area plays a substantial role: the larger the catchment, the more negative the trend.

This study demonstrates the significance of individual difference factors, particularly gender and sensation seeking, in predicting media choice (examined through hypothetical descriptions of films that participants anticipated they would view). This study used a 2 (Positive mood/negative mood) × 2 (High arousal/low arousal) within-subject design with 544 undergraduate students recruited from a large northeastern university in the United States. Results showed that happy films and high arousal films were preferred over sad films and low-arousal films, respectively. In terms of gender differences, female viewers reported a greater preference than male viewers for happy-mood films. Also, male viewers reported a greater preference for high-arousal films compared to female viewers, and female viewers reported a greater preference for low-arousal films compared to male viewers. Finally, high sensation seekers reported a preference for high-arousal films. Implications for research design and importance of exploring media characteristics are discussed.

During the past decade, forty-six professional sports venues were constructed in the United States, while only 16 expansion teams were created by the major sports leagues. Nearly two thirds of these newly built stadiums and arenas were funded with public tax revenues, despite substantial evidence showing no positive economic impact of new sports stadium construction on local communities. In reviewing the economic literature, this article investigates the role of professional sports organizations in the construction and public subsidization of new sports venues. Franchise relocation and public stadium subsidization is a direct result of the monopoly power of professional sports leagues, whose franchise owners extract large subsidies from their host communities by threatening to relocate to viable alternative locations. After explaining how the most common methods of stadium subsidization project a disproportionate allocation of the benefits and costs of hosting a professional team to local community interests, this article outlines several considerations for local policymakers who seek to reinvigorate public discussion of equity concerns in professional sports finance.

The end of the Cold War was a “big bang” reminiscent of earlier moments after major wars, such as the end of the Napoleonic Wars in 1815 and the end of the world wars in 1919 and 1945. But what do states that win wars do with their newfound power, and how do they use it to build order? This book examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. The book explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions—both linked to the emergence of the United States as a world power—has order been created that goes beyond balance of power politics to exhibit “constitutional” characteristics. Blending comparative politics with international relations, and history with theory, the book will be of interest to anyone concerned with the organization of world order, the role of institutions in world politics, and the lessons of past postwar settlements for today.
