The ‘White Paper of Families in South Africa’ is critically analysed in this article. It is shown that although family diversity is acknowledged in the aforementioned document, certain implications of the document undermine such professed diversity, not all caretakers of children are acknowledged and supported, and financially vulnerable families are not strengthened. Instead, narrow ideals of family life are at times promoted, suggesting middle-class heterosexual values. It is argued here that the realities of family life should be accepted as such and family in different forms should be supported consistently, not subtly pushed to conform to restricted interpretations of what families should be like.

This article explores sexual agency and pleasure among heterosexual women in South Africa. By focussing on Tupperware-style sex-toy parties, this article offers a glimpse into a ‘hidden’ world of white, middle-class women living in Johannesburg. What is revealed in this ethnographic account is that these gatherings promise women new ways of enjoying sex, while remaining within the boundaries of heteronormative notions of (hetero)sex. I use the term ‘decently transgressing’ to capture the ways in which the women in this study make sense of their (hetero)sexual selves and how they negotiate their (hetero)sexual agencies, particularly in relation to past and present heteronormative discourses within the South African context. The findings show that there are tensions between women wanting to embrace their own sexual agency and desires, yet at the same time being limited by certain heteronormative norms.

AbstractThis article argues that rural South African women's importance as spiritual actors in the period from the late nineteenth through the mid-twentieth centuries stemmed from their ability to embrace hybrid spiritual identities that corresponded closely to the lived reality of African rural life, and that by embracing those identities, women expanded their roles as social healers. Professing a belief in Christianity did not prevent individuals from practicing as diviners, nor did it prevent Christians from consulting diviners to determine the causes of death or misfortune. Similarly, young women who converted to Christianity often maintained close ties to non-Christian families and bridged spiritual lives on the mission stations with life in their families. Over this time period, women became cultural mediators who borrowed, adopted, and combined spiritual beliefs to provide more complete answers to problems faced by rural African families in South Africa.

Many perspectives have been propounded and written about the restructuring and privatisation reform. However, this paper endeavours to give a South African approach to the reform profoundly delving into its historical approach on the original definition, methods, factors, criteria and goals of the reform. This paper seeks to demonstrate that this reform has its origins in the apartheid government policy which was intended at strengthening and revitalising the apartheid political economy in the 1980s. The thinking that the private sector runs enterprises in a more efficient, effective, competitive and profitable way and that such an approach may be applied to the State Owned Enterprises with success in an effort to reduce government debt and improving the operational performance, attracted the then South African government into adopting this neoliberal trajectory. State Owned Enterprises compared to their private counterparts performed poorly and suffered heavy losses and ultimately drained government financially. The then South African government initiated a white paper on privatisation and deregulation in 1987 which culminated in the implementation of the restructuring and privatisation reform in South Africa. Thus, this paper posits that the privatisation and restructuring reform originated from the then South African government policy initiatives in the 1980s.

Socio-economic and vocational needs of communities, governments and individuals change over the years and these discourses served as a compass for restructuring of higher institutions in South Africa from 1994. Before 1994, the claim to legitimacy for government policies in higher education rested on meeting primarily the interests of the white minority. From 1996 onwards, the newly established government considered education a major vehicle of societal transformation. The main objective had been to focus on reducing inequality and fostering internationalisation. Therefore, the rationale for the restructuring of South African universities included a shift from science systems to global science networks. Various challenges are associated with restructuring and include access, diversity, equity and equality. Thus, the restructuring and mergers between former technikons and traditional universities were probably the most difficult to achieve in terms of establishing a common academic platform, as transitional conditions also had to be taken into account and had a twin logic: It was not only the legacy of apartheid that had to be overcome but the incorporation of South Africa into the globalised world was equally important as globalisation transforms the economic, political, social and environmental dimensions of countries and their place in the world. Initially, the post-apartheid higher education transformation started with the founding policy document on higher education, the Report of the National Commission on Higher Education and this report laid the foundation for the 1997 Education White Paper 3 on Higher Education in which a transformed higher education system is described. Restructuring and mergers also had a far-reaching impact, positive and negative, on the various tertiary institutions. This article also reflects on the impact of restructuring and mergers of higher education and reaches the conclusion that higher education faces many more challenges than initially anticipated prior to transformation.

Victor Stiebel (1907–76), in his obituary in The Times, was described as a well known and highly esteemed British couturier. Yet, for the first eighteen years of his life, Stiebel lived unremarkably in Durban, South Africa, with his middle-class colonial family. In an article written by a fashion historian who appraised his importance within the British fashion industry, Stiebel is described as the quintessential English designer. How did this ‘Englishness’ develop and what evidence do we see of this quality in his autobiography South African Childhood (1968) that covers his childhood years? The leap from Durban to London and his subsequent career as a court dressmaker and couturier, plus designer for Hollywood stars including Vivien Leigh and Katherine Hepburn, is vast, but it is one that Stiebel eagerly made. The bridge, this article argues, is the very ‘Englishness’ that Stiebel encountered in his home and the colonial society of Durban in the Edwardian era in which he grew up. Life in the colonies concentrated this quality in its settlers probably because of their distance from the metropole rather than their proximity. This article sets out to examine what form this ‘Englishness’ took in Stiebel’s life and work, evident visually in his dress designs according to fashion historians, but also, from a literary historian’s point of view, in his autobiographical writing and written correspondence, particularly that with the actress Vivien Leigh.

In South Africa, ideas around fatherhood, parenthood and family life are greatly shifting as people find themselves caught up between traditional and contemporary understandings of fatherhood and motherhood. Even though more than 70% of young South Africans stated in a national survey that parenthood is one of the top four defining features of adulthood, father absence is on the increase. Some in-depth literature study was conducted regarding South African research on fatherhood and father absence, and the role of both Christian churches and secular organisations in addressing some of these challenges brought on by rapidly growing figures of father absence. The article concludes with some suggestions on the development of a new paradigm in understanding fatherhood in South Africa, with special reference to the role of Christian churches in assisting men to construct a narrative around fatherhood, which will lead to satisfying relationships with their children, their partners and especially with God.

AbstractA generation of South Africa's new black middle class shuttles between the suburbs and the townships. This has become the focus of some South African humorous essayists, among them Ndumiso Ngcobo and Fred Khumalo, on whose works this article is based. The article argues that studying the new black middle class should extend to these literary sources and approaches. The humorous essays by these two authors consistently reference metaphors of mobility and the vexed intersection of black middle-classness, consumption, racialized residential zoning and compromised status. Through the mode of humour, the essays evince the psychological burdens borne by those with township roots but who live in the suburbs, as they negotiate status inconsistency in a post-apartheid search for human dignity. Constant visits to the township and the retreat to the suburbs constitute negotiations of spatial, financial and psychic concerns imbricated in the legacies of apartheid's racialized politics of distinction.

Pre-1994, South Africa was a country riddled with inequality and discrimination stemming from the policy of ‘apartheid’. Since 1994, there have been considerable efforts made to enable the country to move toward becoming non-racial and democratic, with a culture of human rights and social justice. One of the primary tasks of the new democratically elected government was a reform of the education system. Specialized Education was initially neglected, but then in 1996 a National Commission was appointed to investigate Special Needs in Education and Education Support Services, of which the author was one of the co-ordinators. The timeline for the full implementation of the resulting White Paper 6 on Inclusive Education is 20 years. Inclusive Education in South Africa aims to meet the needs of all learners by addressing barriers to learning, welcoming diversity and fostering maximum participation by all in the culture of the school. This article, based on the author’s experience, will discuss the challenges for implementation of the policy in one of the South African districts which field-tested the recommendations in White Paper 6, a district with diverse contexts, the emerging promising practice, and the implications for specialized support professionals, in particular the role of school psychologists.
