The Long-Term Economic Impact of Reducing Migration in the UK

This paper uses an OLG-CGE model for the UK to illustrate the long-term effect of migration on the economy. We use the current Conservative Party migration target to reduce net migration “from hundreds of thousands to tens of thousands” as an illustration. Achieving this target would require reducing recent net migration numbers by a factor of about 2. We undertake a simulation exercise to compare a baseline scenario, which incorporates the principal 2010-based ONS population projections, with a lower migration scenario, which assumes that net migration is reduced by around 50 per cent. The results show that such a significant reduction in net migration has strong negative effects on the economy. By 2060 the levels of both GDP and GDP per person fall by 11.0 per cent and 2.7 per cent respectively. Moreover, this policy has a significant impact on public finances. To keep the government budget balanced, the effective labour income tax rate has to be increased by 2.2 percentage points in the lower migration scenario.

The UK ‘Geddes Axe’ initiated under the Lloyd George coalition government in the 1920s became a byword for spending cuts in a slump. It comprised the largest expenditure squeeze in the UK between 1900 and 2013 except for demobilisation periods after the two World Wars. This chapter shows that the immediate trigger for the fiscal squeeze was a tax revolt by middle-class voters which panicked the government into cutting public spending and income tax rates. The cuts were made all at once rather than being phased, and the biggest falls came in social security spending, defence and education rather than ‘equal misery’ across all policy areas. The chapter argues that the most obvious long-term effect of the Geddes Axe was economic (exacerbating the sluggish economic performance and unemployment it was intended to mitigate), but that it also contributed to electoral realignment as between the Liberal and Labour parties after 1922.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. The 2015 UK General Election campaign was mostly dominated by the issues of immigration, public debt, and income inequality. While most political parties adopted austerity-led programmes in order to reduce the level of public deficit, their stances on immigration vary significantly despite the two main parties converging on a welfare chauvinist frame. This article compares party positions to policy recommendations formulated by participants in a democratic forum as part of the ‘Welfare States Futures: Our Children’s Europe’ project in order to determine whether recent party pledges on immigration are being used by citizens in a large group discussion over the future of welfare policy in the United Kingdom. The analysis shows that while participants are committed to tougher policies in order to reduce existing levels of net migration, most of the policy priorities formulated do not match those of the two mainstream parties (i.e. the Conservative Party and the Labour Party) but rather those of the UK Independence Party (UKIP). It also demonstrates that participants’ individual political preferences do not seem to match their own positions on immigration and that there is little difference between left-leaning and right-leaning voters.

Chapter two includes an overview of EU migration to the UK and migrants’ characteristics with the message that migration to the UK is not new. People have been migrating since forever; recently however, the issue of migration has been elevated to a key national concern in the UK and beyond. It is now one of the most contentious and divisive matters in contemporary Britain and globally. Meanwhile, the government continually fails to deliver on its promise to reduce net migration to the tens of thousands, but should it? This chapter presents and discusses most up-to-date existing statistical data in relation to EU migration to the UK and migrant characteristics. These are contrasted with new qualitative data from women migrants from Poland to the UK. This chapter provides an explanation of the current complexities related to EU nationals’ legal status in the UK. Finally, a series of interview extracts are presented to illustrate the abovementioned points.

This paper examines the relationship between environmental policy and growth when green preferences are endogenously determined by education and pollution. We consider an environmental policy in which the government implements a tax on pollution and recycles the revenue to fund pollution abatement activities and/or an education subsidy (influencing green behaviors). When the sensitivity of agents' environmental preferences to pollution and human capital is high, the economy can converge to a balanced growth path equilibrium with damped oscillations. We show that this environmental policy can both remove the oscillations, associated with intergenerational inequalities, and enhance the long-term growth rate. However, this solution requires that the revenue from the tax rate must be allocated to education and direct environmental protection simultaneously. We demonstrate that this type of mixed-instrument environment policy is an effective way to address environmental and economic issues in both the short and the long run.

Purpose The purpose of this paper is to explain the rise of geospatial data, its importance for business and some of the problems associated with its development and use. Design/methodology/approach The paper reviews a certain amount of previously published literature but is based mainly on analysis of the very large number of responses to a consultation paper on geospatial data published by the UK Government. Findings The findings are that while there is strong appreciation of the potential benefits of using geospatial data, there are many barriers to the development, sharing and use of geospatial data, ranging from problems of incompatibility in data definitions and systems to regulatory issues. The implication for governments and for providers and users of geospatial data relates to the need to take a long-term approach to planning in resolving the issues identified. Research limitations/implications The research findings are limited to the UK, but similar findings would be likely in any other large Western country. Practical implications This paper confirms the need for a strong and coherent approach to the planning of geospatial data and systems for the establishment of a clear basis for the different parties to work together and the need to clearly separate the roles of the government in establishing frameworks and standards and the role of the private sector in developing applications and solutions. Social implications Society is increasingly dependent on the use of geospatial data, in improving living standards and dealing with social problems. The recommendations identified in this paper, if followed, will facilitate these improvements. Originality/value The value of this paper is the tight synthesis that it provides of a wide ranging and complex range of responses to the UK Government consultation and placing these responses in the wider context of the development of geospatial data.

The role of Nirex is to provide the UK with safe, environmentally sound and publicly acceptable options for the long-term management of radioactive materials. This will include all intermediate-level waste and some low-level waste (ILW and LLW). Nirex has developed a Phased Disposal Concept based on conditioning the wastes then isolating them deep underground. Based on this phased disposal concept, Nirex advises waste producers on the conditioning and packaging of radioactive waste. The ILW and LLW which comprise the ‘reference volume’ of the Phased Disposal Concept contain approximately 5 t Pu-239 and 28 t U-235. Nirex’s work is based on a number of standards for safety and environmental protection set by the Government. Three different Regulators ensure application of these standards in the transport, operation and post-closure phases. Therefore a coherent approach to criticality safety is required. The approach to criticality safety begins by avoiding criticality resulting from the way in which the waste is packaged, by controlling the package design including the level of fissile material. The concept safety assessments will support a screening level of approximately 5 g Pu-239 equivalent. In specific cases where waste producers indicate that their proposed packages will not comply with the screening level, package-specific criticality safety assessments can be incorporated into the concept through the change control process. Engineering measures are available to prevent criticality for such time as the waste packaging affords a high level of containment. In the long term, however, after deterioration of the physical containment provided by the waste packages, there would be the possibility of movement of fissile material out of the waste packages and subsequent accumulation into new configurations which could in principle lead to a criticality. It is conceivable that a criticality could adversely impact on the performance of a repository after closure because, for example, of the heat that would be produced affecting the engineered barriers. It is therefore necessary to consider the post-closure criticality safety of the repository concept. Nirex is currently undertaking a programme of work on ‘understanding criticality under repository conditions’. The aim of the programme is to obtain a better understanding of the processes that would control the nature and magnitude of a criticality under the particular conditions of the concept repository. An essential component of demonstrating criticality safety is to ensure waste packagers develop operating arrangements, and provide objective evidence in the form of criticality compliance assurance documentation, to demonstrate how fissile material will be controlled to meet levels defined in concept criticality safety assessments. This paper will describe the coherent approach and the processes by which it is applied.

How can centre–right parties in majoritarian systems adapt to threats from the radical right? Using a long-term inter-election panel study, we identify a remarkably stable constituency of support for Britain’s recent radical-right parties – the UK Independence Party and the Brexit Party. We show also how these same voters defected from the Conservatives across elections. In response, the government used a combination of the election of a new leader, Boris Johnson, and a hardline position on Brexit to reincorporate these voters into its support base, helping to lead to a large Conservative majority in 2019. Cross-party evaluations of Johnson were even more important in influencing this success than the issue of Brexit itself. Effective centre–right adaption to radical-right challenges is not simply about strategic issue positioning, it can also derive from centre–right leaders with populist appeal.

In order to corroborate the long-term effect of increasing temporary labor contract on the unemployment rate of the Mexican formal workers, a cointegration panel model was estimated. The results indicated the existence of panel cointegration of the series considered. They showed that causality goes from the unemployment rate and wages to the labor flexibility index. The estimations exhibited positive coefficients for the labor flexibility variable. It can be concluded that the evidence provided by the estimation ofthe model suggests that increasing labor flexibility increases the unemploymentrate but temporary labor contracts have had negative effects on that rate.


Significance The UK government’s landslide election victory in 2019 has given Prime Minister Boris Johnson room to pursue an agenda for governance that targets institutions such as the Supreme Court and the Electoral Commission. The government has also ignored the recommendations of ethics bodies and appointed to key positions individuals with close personal ties to the ruling Conservative Party. Impacts The government’s agenda risks attracting increasingly questionable sources of offshore political money and support. The institutional agenda to remove constitutional constraints and reform the civil service will likely resume after COVID-19. The successful roll-out of the COVID-19 vaccination would likely boost public confidence in the UK government.
