There are still very few regulations governing the development of BUMD, even though the role of BUMD in regional development is very central. The role of BUMD is very strategic in the regional economy and development. One of these studies focuses on describing the function of BUMD in regional development. While the analytical methods used are APKL, USG, and Mc. Namara methods. In this study, the strategic issue in fostering the selected BUMDs is the lack of comprehensive governance of Regional Equity Participation (PMD) in BUMDs. Of the selected strategic issues, the solution is the preparation of Regional Regulations related to PMD governance. On this basis, five activities are proposed to support the realization of governance of regional capital participation, including the preparation of an academic draft study of regional regulations on the governance of regional equity participation in BUMD. From the results of the analysis, it is suggested that considering that BUMD belongs to the regional government and contains a high dose of politics, the PMD process requires a political approach in addition to a systematic technocratic approach.

This study examines a sakinah family empowerment by optimizing the role of Badan Penasihat Pembinaan dan Pelestarian Perkawinan (Body for Marital Advisory Guidance and Maintenance (BMAGM)) and parents from a mental revolution perspective. There are three research questions: What is the so-called BMAGM? What and how is the correlation between the national revolution movement and sakinah family empowerment in Indonesia? What strategies are carried out in doing mental revolution in a family in order to have a sakinah family? This qualitative research collected both primary and secondary data. Three essential findings in this study are as follows. First, BMAGM is a legal social-religious organization whose particular duty is to cope with problems in a family. Second, there are three programs in the National Mental Revolution Movement (NMRM) as stated in the Presidential Instruction No. 12 of 2016 i.e. Indonesia in Order Movement (IOM) in point H/8; United Indonesia Movement (UIM) point J/10; Clean Indonesia Movement (CIM) point A/1. Third, in the perspective of the National Mental Revolution Movement (NMRM), parents’ role is essential. Therefore, parents are a strategic issue and should be prioritized in building sakinah family in Indonesia.

The waste problem needs handling, and the community is part of the handling of this problem. This study aims to 1) explain the form and level of community participation in waste management in Puuwatu District, Kendari City, and 2) to find a waste management strategy in Puuwatu District. The analysis techniques used were SWOT and litmus test. The results showed, 1) The largest form of community participation was in the form of money (42%), with a low level of community participation. 2). The strategic issue in community-based integrated waste management is increasing the capacity of human resources in an effort to change people's perceptions, attitudes and behavior in waste management.Keywords: Management, Participation, Waste Management Masalah persampahan butuh penanganan dan masyarakat menjadi bagian dari penanganan permasalahan ini. Penelitian ini bertujuan untuk 1) menjelaskan bentuk dan tingkat partisipasi terhadap masyarakat dalam pengelolaan persampahan di Kecamatan Puuwatu Kota Kendari, dan 2) menemukan strategi yang ada pada pengelolaan sampah di Kecamatan Puuwatu. Teknik analasis yang digunakan yaitu SWOT dan uji litmus. Hasil penelitian menunjukkan, 1) Bentuk partisipasi masyarakat terbesar yaitu dalam bentuk uang(42 %), dengan tingkat partisipasi masyarakat yang masih rendah. 2).  isu strategis dalam pengelolaan sampah terpadu berbasis masyarakat adalah meningkatkan kapasitas sumber daya manusia dalam upaya mengubah persepsi, sikap, dan prilaku masyarakat dalam pengelolaan sampah.Kata Kunci : Manajemen, Partispasi, Pengelolaan Sampah

This research focuses on issues of religious, cultural and political conflicts and the integration of Ulama and Umara in Purwakarta which intersect with the political dimensions ahead of the Regional Head Election. The specific focus is on the evaluation of religion over culture and turns into a strategic issue played by interest groups. This research is a type of field research research using a qualitative dialectical phenomenological approach as the method. The collection of data and information was carried out by means of observation techniques. The findings of this study include the first, the religious and cultural relations in Purwakarta due to the perspective of the FPI, KUI and FUI mass organizations in assessing that the preservation of Sundanese culture in Purwakarta is contrary to Islamic teachings. second, the form of conflict between Ulama and Umara begins with the case of "the flute and the Koran, the making of puppet figures, the Hideung Bodas (Black and White) Festival of the Tumpeng Parade, the Bebegig Parade, to the confrontation of Sampurasun vs campurracun, and is closely related to political issues. and religious doctrine and understanding of Sundanese culture. But then it is processed into a religious issue and utilized by interest groups.Third, efforts to integrate ulama and Umara are carried out by holding a Cultural and Religious Workshop, establishing communication and compromising on the conflicts that occur.

Abstract The difficulty in performing Strategic Environmental Assessment (SEA) for the municipal development planning process has not merely concerned with aspects such as time, data, and budget for the project. One crucial problem involves the limitation of knowledge and practical capability of the local government to conduct the analysis. At the municipal level, defining the environmental issue has become a catastrophe in the decision-making process. Most Indonesian municipal governments have difficulties in drafting the most strategic environmental issue regarding mess ecological phenomena. Meanwhile, the most strategic issue plays vital roles for developing the scenario of the development plan. This paper aims to demonstrate the application of the DEMATEL Technique in defining the strategic environmental issue at a municipal level. In addition, this paper examines the SEA process of Jombang Municipality, especially the conducted analysis in assisting the municipal government decision-making towards Jombang’s most strategic environmental issue. As a result, the DEMATEL has proved to be the effective technique to draw the logical interrelation map among the critical environmental issues. Further, upon applying the interrelation map, the most influencing issue for others are feasible to be identified and defined as the most strategic environmental issue.

Abstract Sustainable livestock development is still a national strategic issue in Indonesia. The research objective was to examine the inhibiting factors for sustainable livestock development, especially for dairy cows. The research was carried out at the Tirtasari Kresna Gemilang, Joint Business Group (KUB) animal husbandry institution, Malang District, East Java Province. Research variables include inhibiting factors (X), ecological dimensions (Y1), economical dimensions (Y2), social and cultural dimensions (Y3), institutional dimensions (Y4), and technological dimensions (Y5). Respondents of the study were 196 dairy cattle farmers who were members of KUB Tirtasari Kresna Gemilang. The data were obtained using the Focus Group Discussion (FGD) method and survey with a likert scale. Data were analyzed partially using simple linear regression. The results showed that the inhibiting factors had a negative and significant effect on sustainable livestock development, especially in the economical dimensions, the social and cultural dimensions, the institutional dimension, and the technological dimension. shows that the inhibiting factors for sustainable livestock development should be the concern of all stakeholders in the national dairy industry.

How can centre–right parties in majoritarian systems adapt to threats from the radical right? Using a long-term inter-election panel study, we identify a remarkably stable constituency of support for Britain’s recent radical-right parties – the UK Independence Party and the Brexit Party. We show also how these same voters defected from the Conservatives across elections. In response, the government used a combination of the election of a new leader, Boris Johnson, and a hardline position on Brexit to reincorporate these voters into its support base, helping to lead to a large Conservative majority in 2019. Cross-party evaluations of Johnson were even more important in influencing this success than the issue of Brexit itself. Effective centre–right adaption to radical-right challenges is not simply about strategic issue positioning, it can also derive from centre–right leaders with populist appeal.

The challenge faced by the Indonesian nation against the anti-corruption movement is the weakening of law enforcement agencies, especially the Corruption Eradication Commission in preventing and cracking down on corruption crimes such as the composition of the commission of investigators, investigators and public prosecutors, which comes from the police and prosecutors. The purpose of this study is to examine the factors that cause corruption, examine the challenges and strategic issues faced by the Indonesian nation in the anti-corruption movement and review the efforts that must be made by the government so that the challenges and issues of the anti-corruption movement can be resolved. The research method used is normative legal research by reviewing and researching laws and regulations. The results of the analysis concluded that the acts of corruption committed were caused by several factors. There are derived from internal factors such as greedy or greedy nature, other factors are consumptive lifestyle, less powerful moral factors. While the second factor is external factors such as politics, legal factors, economic factors. These issues are a challenge and a strategic issue faced by the Indonesian nation in the anti-corruption movement. The existence of a Corruption Eradication Commission institution formed at the time of reform is considered less than optimal in terms of prevention. The Corruption Eradication Commission (KPK) was formed because conventional legal institutions are less than optimal in terms of prevention and enforcement of corruption. Efforts that must be made by the government so that the challenges and issues of the anti-corruption movement can be resolved is to declare that corruption is an enemy of the Indonesian nation.

Spin off is separation of the sharia unit into a new company independent from its conventional parent. Spin off is a strategic issue for sustainability and development of Islamic financial institutions including Sharia Insurance. Independence and focus on the spin off process are positive. However, the economies of scale for stability and sustainable growth become challenges. The problem observed in this study is the ability of the general insurance sharia business unit to fulfill the spin off obligation as mandated in the Insurance Act number 40 of 2014. This Act stated that at the latest in 2024 it has to be spinned off by submitting a business plan to OJK no later than 2020. This study use Time Box Box method-Jenkins (ARIMA). The results of this study are expected to be consideration factor and information for General Insurance Companies, especially PT ABC, in determining the spin off business plan using forecasting.

Abstract With the development of digital technology, Computer technology, communication technology and multimedia technology gradually infiltrate into each other and become the main core of information technology. In information technology, digital, text, graphics, images, sound, video, animation and other information carriers are spread through computers and the Internet. Due to the openness, sharing, dynamic and other characteristics of the Internet, information security is threatened and interfered. Information security has become a strategic issue that people must pay attention to, which is related to social stability, economic development and national security. This paper studies a new kind of virtual track cryptography, which breaks through the traditional character memory method and transforms it into memory graphics by using mathematical modeling, and changes the surface memory method from memorizing numbers and characters to memorizing trajectory graphics, so as to make the traditional process of people memorizing passwords easier.
