This article provides an epistemological critique of informality by focusing on cultural governance in two cities of the global South, Rio de Janeiro, Brazil, and Dakar, Senegal. Aiming to enrich debates about urban creativity and urban cultural policy, which are still mainly focused on and articulated from the global North, we consider the broad field of ‘informality’ research as an entry point for such a discussion. Using case studies from African and Latin American contexts, we focus on the interstices of cultural policy and the borderlands of (in)formality, examining how governmental institutions are entangled in informal processes, and how grassroots cultural interventions become part of mainstream cultural circuits. The analysis sheds light on how these creative spaces of cultural production, located in Southern contexts of urban extremes, contribute to the vitality of informal urbanisms and unsettle predominant views that see them merely as sites of infrastructural poverty and social exclusion. The article suggests that a creative remapping of informality, through an inquiry of the ‘ins’ and ‘outs’ of the cultural polis, could improve our translating capacity of academic discourse into institutional/policy-related operations.

Abstract This bibliographical and conceptual essay summarizes recent research in Cold War Studies in Europe and the Americas, especially on smaller states in historiographical studies. Against the background of an increasing connectedness and globalization of research about the Cold War, the authors highlight the importance of the full-scale integration of countries and regions of the 'Global South' into Cold War Studies. Critical readings of the newly available resources reveal the existence of important decentralizing perspectives resulting from Cold War entanglements of the 'Global South' with the 'Global North.' As a result, the idea that these state actors from the former 'periphery' of the Cold War should be considered as passive recipients of superpower politics seems rather troubled. The evidence shows (at least partially) autonomous and active multiple actors.

The Epilogue draws together the major arguments of the book in its focus on art cinema realism and the use and manipulation of genres (the Western, the [space] disaster film, the horror film) in some of the recent films by the transnational auteurs: Cuarón’s Gravity, Iñárritu’s Birdman, and The Revenant and del Toro’s Crimson Peak. It looks at the shifting contexts of their production and settings now situated in the ideological, institutional and industrial complex of Hollywood studio filmmaking and located narratologically for the most part in the Global North or off planet. It explores whether it is possible to think of Gravity, Birdman, The Revenant and Crimson Peak as speaking, in the way the book has argued these directors’ previous films speak, from a position rooted in a peripheral, Global South or Latin American perspective.

Short and stout in physical stature, Brazilian statesman Getúlio Dornelles Vargas (1882–1954) still stands as an outsize figure in modern Latin American history. The politician’s long political career began in the 1910s and spanned terms as state deputy, federal minister, state governor, chief of state four times over, and federal senator. Vargas spent nearly two decades in the presidential palace, the longest of any figure during the republican period. By the time his second democratically elected presidential term (and his life) ended on August 24, 1954, Vargas had been dragged down by personnel scandals, factionalism, and economic destabilization. He likened the political climate of the final months in office to a “sea of mud.” Yet in his sudden death the president was able to free himself from the muck. Among adherents of the Brazilian Labor Party and key sectors of the working poor, “Getúlio” was elevated to the status of civic sainthood. Even after military rule dismantled the Brazilian Labor Party and banished Vargas’s political heirs to exile, the Vargas state managed to endure. Forty years after Getúlio’s death-by-suicide, president-elect Fernando Henrique Cardoso imagined the state interventionism of the Vargas years to be finally over. In reality, Vargas and his era still survive in the enduring Brazilian vocation for statism. Reminders of Vargas and his era are found in the innumerable streets, plazas, and commemorative plaques that bear the name of a politician of enigmatic charms and confounding contradictions. This complex, resilient legacy draws in part from the bold accomplishments and ambiguous outcomes of the robust cultural policies of Vargas’s successive terms as chief of the provisional government (1930–1934), president (1934–1937), and president-dictator (1937–1945). Federal cultural policies during these fifteen years collectively known as the “First Vargas Regime” were innovative and far-reaching. Reversing decades of elite reverence for imported standards of civilization, official culture after 1930 was unapologetically and self-consciously nationalist. Policymakers, culture critics, entertainment entrepreneurs, and key figures in the arts and letters associated with the first Vargas regime self-presented as advocates for the cultural needs, aptitudes, and aspirations of the Brazilian povo (people). The central state, correspondingly, played a principal role in consolidating a canon of artistic and architectural treasures that endure in global imaginaries of Brazil and Brazilianness. Paradoxically, the democratizing impulses of cultural management during the first Vargas regime drew their legitimacy from state authoritarianism and anti-popular politics. Most notably during the Estado Novo dictatorship (November 10, 1937–October 29, 1945), cultural policy and programming worked in tandem with censorship and manufactured paranoia. State agents orchestrated acts of violence against ideas, symbols, and creative expressions branded inimical to national interests. “Subversive” books were burned; dissidents confronted silencing. Some authors went into exile and novelist Graciliano Ramos (1892–1953) spent ten miserable months on an island penal colony for unproven charges of participation in a Communist insurrection. The oppositionist newspaper O Estado de São Paulo was outright expropriated by the state. Although the Vargas era included the official elevation of Carnaval, samba, and capoeira as authentically national cultural idioms, Afro-Brazilian popular culture remained under the watchful eyes of local police. Numerous cultural expressions vaunted as organically democratic were, in fact, shaped by regime demagoguery, symbolic violence, and, ironically, internationalism. The bold, sometimes mystifying contours of state- and culture-making in Brazil during Vargas’s first regime are explored here.

This review examines disparities in access to urban green space (UGS) based on socioeconomic status (SES) and race-ethnicity in Global South cities. It was motivated by documented human health and ecosystem services benefits of UGS in Global South countries and UGS planning barriers in rapidly urbanizing cities. Additionally, another review of Global North UGS studies uncovered that high-SES and White people have access to a higher quantity of higher quality UGSs than low-SES and racial-ethnic minority people but that no clear differences exist regarding who lives closer to UGS. Thus, we conducted a systematic review to uncover (1) whether UGS inequities in Global North cities are evident in Global South cities and (2) whether inequities in the Global South vary between continents. Through the PRISMA approach and five inclusion criteria, we identified 46 peer-reviewed articles that measured SES or racial-ethnic disparities in access to UGS in Global South cities. We found inequities for UGS quantity (high-SES people are advantaged in 85% of cases) and UGS proximity (74% of cases). Inequities were less consistent for UGS quality (65% of cases). We also found that UGS inequities were consistent across African, Asian, and Latin American cities. These findings suggest that Global South cities experience similar inequities in UGS quantity and quality as Global North cities, but that the former also face inequities in UGS proximity.

This paper offers a critical review and interpretation of gentrification in Latin American cities. Applying a flexible methodology, it examines enabling conditions associated with societal regime change and local contingencies to determine its presence, nature, extent, and possibilities. Questioning the uncritical transfer of constructs such as gentrification from the Global North to the Global South, the paper advocates analyses of mediating structures and local conditions to determine their applicability and possible variations. Overall, the review questions the feasibility of self-sustained, large scale gentrification in central areas of the region’s cities today tying it to each city’s level of incorporation into global circuits and the role of local governments. Rather than an orthodox hypothesis testing, this is an exercise in interpretation that calls for nuanced approaches to the study of urban restructuring in cities of the global South.

This article introduces the special issue “Brazilian Criminology in the 21st Century” that is composed of seven studies of contemporary security problems and related public security initiatives in Brazil. They are multidisciplinary contributions employing a large variety of methods, written by researchers based on Brazilian universities or research executed in cooperation with international colleagues. This is a unique and valuable reference source for researchers interested in Brazilian and Latin American security challenges as well as attempts to address them. By recognizing current barriers in knowledge production and sharing, the special issue calls for the creation of new opportunities for joint knowledge from the “criminologies” of the Global South and those from the Global North, befitting an inclusive global criminology worthy of the 21st century.

This article deals with the identity construction of Latin American immigrants in Israel through their food practices. Food is a basic symbolic element connecting cultural perceptions and experiences. For immigrants, food is also an important element in the maintenance of personal ties with their home countries and a cohesive factor in the construction of a new identity in Israel, their adopted homeland. Food practices encode tacit information and non-verbal cues that are integral parts of an individual’s relationship with different social groups. In this case, I recruited participants from an online group formed within social media platforms of Latin American women living in Israel. The basic assumption of this study posits that certain communication systems are set in motion around food events in various social contexts pertaining to different national or local cuisines and culinary customs. Their meaning, significance and modifications and how they are framed. This article focuses on the adaptation and acculturation processes because it is at that point that immigrants are faced with an interesting duality of reconstructing their unique cultural perceptions to either fit the existing national collective ethos or create a new reality. In this study, the main objective is to compare two different immigrant groups: Jewish and non-Jewish women from Latin America who came to Israel during the last ten years. The comparative nature of the research revealed marked differences between ethnic, religious and cultural elements that reflect coping strategies manifested in the cultural production of food and its representation in two distinct domains: private and public. In the former, it is illustrated within the family and home and how they connect or clash with the latter in the form of consumption in public. Combining cultural studies and discourse analysis, this article offers fresh insight into new models of food practices and reproductions. The article’s contribution to new food research lies in its ability to shed light on how inter-generational and inter-religious discourses are melded while food practices and traditions are embedded in a new Israeli identity.

This article argues for more extensive attention by environmental historians to the role of agriculture and animals in twentieth-century industrialisation and globalisation. To contribute to this aim, this article focuses on the animal feed that enabled the rise of ‘factory farming’ and its ‘shadow places’, by analysing the history of fishmeal. The article links the story of feeding fish to pigs and chickens in one country in the global north (the Netherlands), to that of fishmeal producing countries in the global south (Peru, Chile and Angola in particular) from 1954 to 1975. Analysis of new source material about fishmeal consumption from this period shows that it saw a shift to fishmeal production in the global south rather than the global north, and a boom and bust in the global supply of fishmeal in general and its use in Dutch pigs and poultry farms in particular. Moreover, in different ways, the ocean, and production and consumption places of fishmeal functioned as shadow places of this commodity. The public health, ecological and social impacts of fishmeal – which were a consequence of its cheapness as a feed ingredient – were largely invisible on the other side of the world, until changes in the marine ecosystem of the Pacific Humboldt Current and the large fishmeal crisis of 1972–1973 suddenly changed this.

Most sociological studies of job searching are from higher-income, industrialized countries, often referred to as the Global North. Much less is understood about job search behavior in the lower-income countries of the Global South, where there are fewer labor market institutions, weaker social safety nets, higher underemployment, more informality, and more precarity. In this environment of deprivation and insecurity, low-wage workers in the Global South turn to their personal networks for the resources that markets and states cannot provide. While job referrals allow workers to earn a living, however, they also extend employer surveillance and control beyond the bounds of the employment relation.

Urban blight functions inversely to city development and often leads to cities’ deterioration in terms of physical beauty and functionality. While the underlying causes of urban blight in the context of the global north are mainly known in the literature to be population loss, economic decline, deindustrialisation and suburbanisation, there is a research gap regarding the root causes of urban blight in the global south, specifically in prime areas. Given the differences in the property rights regimes and economic growth trajectories between the global north and south, the underlying reasons for urban blight cannot be assumed to be the same. This study, thus, employed a qualitative method and case study approach to ascertain in-depth contextual reasons and effects for urban blight in a prime area, East Legon, Accra-Ghana. Beyond economic reasons, the study found that socio-cultural practices of landholding and land transfer in Ghana play an essential role in how blighted properties emerge. In the quest to preserve cultural heritage/identity, successors of old family houses (the ancestral roots) do their best to stay in them without selling or redeveloping them. The findings highlight the less obvious but relevant functions that blighted properties play in the city core at the micro level of individual families in fostering social cohesion and alleviating the need to pay higher rents. Thus, in the global south, we conclude that there is a need to pay attention to the less obvious roles that so-called blighted properties perform and to move beyond the default negative perception that blighted properties are entirely problematic.
