International Labor Migration and the Family: Some Observations from Indonesia

This article addresses two dimensions of the complex interrelationship between the family and international labor migration in Indonesia: the role of the family in influencing labor movements out of Indonesia; and the consequences of this movement on family well-being, structure and functioning. Research on this topic in Indonesia is highly limited due mainly to the recency of large scale international labor migration, inadequate data collection systems, a high incidence of undocumented migration and failure of available research to be sensitive to family related issues. Against a rapidly changing economic and social situation, two major overlapping systems of migration have developed. The official system is focused strongly on the Middle East (although other Asian destinations are increasing in significance) and is dominated by female migrants. The undocumented system is much larger in volume, is focused upon Malaysia, involves more males than females and is becoming permanent in some cases. The role, status and experiences of women migrants in relation to their families (decision making, networks, remittances) are discussed with recommendations for other areas needing further research attention.

This article is devoted to the interdisciplinary research of Migration Policy and determination of Main Trends of its realization in Ukraine at the current stage. The authors aim to analyse and characterize migration as the subject of interdisciplinary research, because the Governmental Migration Policy should be formed on the basis of international legal standards, taking into account the demographic and economic indicators, conditions of labor market, etc. The Basic Steps of Migration Policy-making have been defined. The study finds that during the era of strengthening of integration relations between the countries and dynamic globalization processes, the external migration becomes an inevitable phenomenon to provide the exchange of experience, increasing level of professional qualifications, as well as strengthening of business relations between the countries through transfer of labor resources. At the same time, in Ukraine the phenomenon of the international labor migration has become so widespread that the status of this issue determined it as a priority problem to be solved in the near future; first of all this situation has been caused by the refusal of people traveling abroad to come back to their native country, being the “catalyst" for a number of another problems, which are related, in particular, to the social and economic and innovative development of the country. Migration is one of the factors of demographic development in Ukraine, it involves the redistribution of the population among the regions, while, on the other hand, this re-distribution influences the demographic disbalance within the regions of the country. The authors have also identified that the efficiency of migration policy is determined by degree of consideration of the factors of political, economic, social and demographic origin, as well as by the trends of international labor migration. Under the circumstance of the demographic crisis, many countries have been interested in Ukrainian labor migrants, thus, in the article have been find, that only the effective governmental policy will allow to suspend the process of the outflow of domestic labor force, along with the simultaneous provision of adequate protection for those citizens who would like to get employed abroad and conditions for their coming back to Ukraine. On the basis of the study results, the main trends of implementation of Migration Policy in Ukraine have been identified: lack of system of collecting and analyzing the statistical information; low level of protection of rights and economic well-being of the employees; absence of any bilateral agreements with those countries where a large number of Ukrainian migrants have been located; significant volume of educational migration; impact of the military and political situation upon the situation with migration. The authors draw attention to the fact that the mentioned trends into consideration, the governmental policy in the field of migration should become comprehensive and devoted to determine the methods of reducing the level of labor migration of the employees, outflow of the trained personnel, as well as promotion of coming back of the migrant workers back to Ukraine.

International labor migration has been a persistent feature of Philippine society since the 1970s. While the economic impact of overseas employment has been found to be generally beneficial to families and households, social impact of the phenomenon is less understood. Social transformation in four communities which have experienced large-scale and sustained international labor migration is discussed in the article. Economic prosperity for these communities, particularly for the families with migrant work was the most significant and most tangible impact attributed to oven employment. The negative aspects of overseas employment were related to perceptions of family problems and changes in the character of migrant and members of their families. In general, the nonmaterial changes triggered by overseas employment are still evolving, and changes in social forms or actors filling social roles are not necessarily to be viewed as negative effects of migration.

Uzbekistan has been gradually integrating into the world economy since gaining its independence back in 1991. The need to integrate stems from the desire to advance the national economy and social well-being of population through importing advanced technologies or stimulating exports. However, opening up the country also meant exposure to increase in the mobility of its human capital. As a result, Uzbekistan has witnessed labor migration in and out of the country in the past couple of decades, driven by various causes, which is having inevitable social and economic implications for the country. Migration has particular implications for Uzbekistan mainly due to its state of demographic development. Three vital characteristics create a favorable condition for migration of labor from Uzbekistan: Population growth rate of 1,6% per annum Young population with 30% aged under 15 Low level of urbanization with 50% of population living in rural areas. International Organization of Migration predicted that under globalization and economic liberalization, international trade and improved investment climate would lead to increased migration flows. Highly developed countries would have a shortage of and less developed countries would have a surplus of labor force, which would lead to formation of global migrant labor force. Intensifying processes in contemporary international labor market make migration as a mechanism, which has a back-to-back impact onto and from economic development of a country. From developing countries’ perspective, international labor migration is an instrument for reducing tension in national labor markets, decreasing high rates of unemployment and expanding sources of income. From developed countries’ perspective, international labor migration helps solve demographic problems like decreasing number of population, aging of population and shortage of labor force. Thus, this processes turned into a mechanism or a system, which is not possible to ignore. Uzbekistan, in particular, is increasing its participation in the international labor market due to its high rates of population growth and young population.

The global trend of decreasing population, in particular, due to the demographic crisis, push many countries to implement the related migration policy, in order to compensate the loss of labor resources by means of its substitution with the migrant workers. While analyzing the main trends of labor migration in Ukraine, we should underline that nowadays the labor outflow is extremely problematic within the country. The learning of Migration Policy has been realized from the point of view of the principles of historicist tradition, objectivity, complementarity and reasonability, those aspects related to the methodological basis for comprehensive analysis of the subject under study. Researching of Migration Policy in Ukraine was performed with analysis of historical, demographic, economic, social and legal aspects of development. Nowadays, educational migration has a strong influence on migration policy in the country, that’s why it’s needed to be studied deeply. The holistic approach to the problem exploration led to the conclusion that due to the increasing volume of international labor migration, which is closely inter-related with the processes of European integration, there is an increasing need to stipulate and implement the effective migration policy, in particular, in order to reduce the emigration losses for Ukraine and provide conditions for coming of the migrants back to their country.

Under the conditions of globalization the role and the place of international migration within the system of the world economy are experiencing many changes. International labor migration today is characterized not as much by enlargement or by the increased number of countries engaged in the international migratory processes, but more by changes in the structure and dynamics of migration flows which, in their turn, are one of the manifestations of the changing demands of countries at their post-industrial stage of development. In this article, we make an attempt to determine the chronology of development for the process of globalization of the world’s economy in parallel to also determining the specificity of international migration at each of these stages. We have found, inter alia, that international migration is a large-scale, multi-factor and highly dynamic socioeconomic phenomenon and is also a vital factor of influence upon the demographic development and economic growth of countries since it promotes and supports the ongoing process of globalization.

This article applies the theory of structuration to international labor migration using case study material from the Philippines. It first provides a brief review of the functional and structural approaches to understanding labor migration and the theoretical impasse that has been created between them. It then reviews several attempts to resolve this impasse, including systems and networks approaches; these solutions are rejected on theoretical and empirical grounds. We suggest that migrant institutions may be a more appropriate mid-level concept than households or social networks to articulate various levels of analysis. We develop this concept in the context of the structuration theory of Anthony Giddens and attempt to apply this to the Philippines, concluding that this framework is eminently suited for further research on international labor migration.
