Local governments and sustainable development: Nurturing best practices through horizontal learning process (HLP) across countries

Sustainable Development Goals (SDGs) are a universal call to action to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity. To maintain the pace of development, local government institutions (LGIs) in many countries have started adapting innovative good practices. These practices are being generated as an offshoot of some projects, initiated by local governments, sub-national and/or national governments. However, these innovations are generally so closely associated, and depend so much on those projects, that once the projects officially phase out, the good practices also start falling apart. Those training institutions for LGIs in Asian countries are imparting training and applying participatory methodologies like peer learning. This enhances the capacities of the functionaries of the respective LGIs. However, the learning that emerges from the good practices, that have evolved, is often missed out in these course curricula, despite the fact that both the good practices and capacity for generating good practices, exist at the local level in the form of tacit learning. The Horizontal Learning Process (HLP) helps to overcome the inherent limitations of existing training methodology by capturing, upscaling, and nurturing tacit learning based on good practices. This paper highlights the concept and salient features of HLP, its evolution, process and steps, application areas, achievements and challenges—especially in the context of the SDGs and the role of LGIs.

There is a broad consensus that the health of an individual or population is not influenced solely by the efforts of the formal health sector; rather, it is also defined by the conditions of daily life as well as the inputs, intentional or not, of various stakeholders and policies. The recognition that health outcomes and inequity in health extend beyond the health sector across many social and government sectors has led to the emergence of a comprehensive policy perspective known as Health in All Policies (HiAP). Building on earlier concepts and principles outlined in the Alma-Ata Declaration (1978) and the Ottawa Charter for Health Promotion (1986), HiAP is a collaborative approach to public policies across sectors that systematically takes into account the health implications of decisions, seeks synergies, and avoids harmful health impacts in order to improve population health and health equity. Health in All Policies has become particularly relevant in light of the adoption of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs), as achieving the goals of the agenda requires policy coherence and collaboration across sectors. Given that local governments are ideally positioned to encourage and galvanize partnerships between a diversity of local stakeholders, the implementation of HiAP at the local level is seen as a powerful approach to advancing health and achieving the SDGs through scaled-up initiatives. As there is no single model for the development and implementation of HiAP, it is critical to examine the different experiences across countries that have garnered success in order to identify best practices. The Region of the Americas has made much progress in advancing the HiAP approach, and as such much can be learned from analyzing implementation at country level thus far. Specific initiatives of the Americas may highlight key examples of local action for HiAP and should be taken into consideration for future implementation. Moving forward, it will be important to consider bottom up approaches that directly address the wider determinants of health and health equity.

The United Nations' Development Goals (SDGs) have been criticized but are nonetheless seen by many as an important, if imperfect, international effort to address climate and environmental change, resource depletion and the unsustainability of contemporary life. Many of the Goals need to be implemented at the local level, yet sub-national governments have not been granted any enhanced status at the UN to facilitate this process. As a result, the role and effectiveness of local governments in localizing the SDGs is dependent on multi-level arrangements within respective national contexts. In this paper we present findings on the challenges facing local authorities in England, namely co-dependent ambivalence, partial holism and narrow practices of knowledge governance. We draw on work carried out collaboratively with local authorities and other stakeholders in Greater Manchester and Sheffield, and a UK-wide national workshop. These challenges explain the relatively low uptake and engagement with the SDGs in the context of wider political and economic concerns compared with international comparator cities. Against this background our research found that making the Goals real, relevant, relatable and relational offered a tactical route to localization for English local government.

AbstractIn October 2018, the Spanish SDSN Network, REDS, launched the SDG Spanish Cities Index report summarizing the progress of 100 Spanish cities toward the Sustainable Development Goals (SDG). This study, developed in collaboration with the Technical University of Madrid, follows the methodology used by the Global SDG Index and Dashboards and the US Cities Index, which SDSN co-produces annually to assess SDG performance at both the national and international levels. This study, previously developed by the same researchers, identifies the most suitable indicators, metrics and urban data to measure the commitment and degree of compliance with SDG 17 for a selection of Spanish cities. It provides, through a set of 85 indicators, a unique vision of their sustainable development and allows monitoring the implementation of the SDGs at the local level in the Spanish context. In this paper, the analysis of their interactions using this dataset has been systematized. This is an innovative first step in defining the path toward urban sustainable development to make policies happen: dependencies among the goals in terms of potential interactions need to be evaluated in the Spanish context. Those results, improvements and applicability are presented and discussed in the following to identify action priorities and raise awareness of local governments and policymakers. It concludes that major efforts are required to increase sustainability and suggests an open framework that can be gradually improved as more data become available.

At the point of adopting the Sustainable Development Goals (SDGs), Africa’s starting point on almost all dimensions of development was much lower than that of other regions of the world. Thus, SDG progress on the continent determines to a large extent whether the global SDG commitment to ‘leave no one behind’ remains rhetoric or becomes reality. Local government action is critical to the achievement of the SDGs, as most services provided at the local level have a direct impact on SDG indicators. This paper reflects on the first quadrennial review cycle of the SDGs, and highlights challenges encountered in localising the SDGs in sub-Saharan Africa. Furthermore, the paper contributes to the ongoing strategising for the remaining timeline of the SDGs and analyses the opportunities for local governments to contribute to SDG implementation. The paper also seeks to inform policy action to strengthen local capacity to drive the SDGs agenda in the ‘Decade of Action’ (2020–2030).

In 2015, the UN set 17 global goals, the so-called Sustainable Development Goals (SDGs) for the year 2030, “a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity”. Although these challenges are global, their impact manifests itself on a local level. An inspiring challenge for HU UAS Utrecht is to educate self-confident (upcoming) professionals who contribute to the realization of these global goals by creating local impact. In our opinion such professionals are socially involved, cope with complexity, think systemic and work trans-disciplinary. Furthermore, they ‘mix and match’ personal, societal and professional development, which will not be confined to formal education but lasts a lifetime. This complex challenge forges us to transform our thinking about education and how to organize learning, and about how, where and with whom we educate. UAS’s will have to cooperate with private, public and research partners and create communities in which all participants work, learn and develop themselves while facing new challenges.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

Urbanization is arguably the most severe and irreversible driver of environmental change, particularly with respect to biodiversity. This is the case even in Australia, a megadiverse country with a sophisticated federal regime of biodiversity governance. Yet, life persists in urban worlds. In the context of global climate and ecological crises, this article endeavours to illustrate how law and policy can grapple with the complexities of urban biodiversity and enable it to flourish. First, the article outlines the current approaches to urban biodiversity: what is it, what is it like, why does it matter and how do humans think of it? Second, the article analyses the current state of biodiversity governance in Australia, focusing particularly on the laws and policies of the Commonwealth, New South Wales, and local governments in Greater Sydney. Finally, the article details a program of reform which revisits the original guiding principles of ecologically sustainable development, illustrating how they could be unleashed for the better governance of urban biodiversity with respect to decision-making, the administration of law, issues at scale, the economy, valuation techniques and community participation. The program includes not only systemic and multi-scalar reforms, but also local-level reforms which have significant yet often overlooked potential to encourage pro-biodiversity behaviours in everyday life. The aim is to reveal just some of the many ways in which hope can be creatively transformed into action for a biodiverse urban future – that is, to reveal the possibilities of law and policy to enable urban biodiversity to be better recognized, understood, valued, protected and enhanced as Australia develops in the twenty-first century.

<p><strong>Abstract.</strong> The 2030 Agenda for Sustainable Development or also known as the Sustainable Development Goals (SDGs) is the new global paradigm and blueprint to achieve a better and more sustainable future for all. To collectively achieve the SDGs, the global community agreed on 17 Goals as a baseline framework to measure and monitor its growth. How to measure and monitor development progress by countries has been a long-standing debate since the era of Millennium Development Goals (MDGs) in the 2000s but with the establishment of Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs), the SDGs have a clearer framework on how to monitor progress and the global community are grappling on how to effectively collect, analyse, visualise and report their successes.</p><p>Within the United Nations, there is the desire to elaborate collectively principles and tools on how best to report the SDGs at country and local level as its success lies in the ownership and accountability at all levels. The Secretary-General of the United Nations is looking into how technologies can accelerate the SDGs and to facilitate the alignments with the values enshrined in the United Nations Charter, the Universal Declaration of Human Rights, and the norms and standards of International Laws.</p><p>In this paradigm, what should be the role of cartographers and geospatial information management experts to ensure how maps and geospatial information can be effectively used by the global community to communicate their challenges and successes from planning to implementing, monitoring, analysing, visualising and reporting on sustainable development? This paper argues the importance of understanding the challenges, asking questions to the policy makers, sharing best practices and building a consensus on the issues surrounding the SDGs before demonstrating the diverse cartographic skills available to design and communicate the intended message better. Hence, the importance of context has never changed and provides the cartographic and geospatial information management community an opportunity to demonstrate the potential and to provide effective support through cartography for the accomplishment of the sustainable development agenda.</p>

The high level and trend of corruption in Indonesia Province could hinder the goal of Sustainable Development Goals point 16. This study aims to identify disclosures of integrity through websites and classify the Indonesia Provinces into 3 categories, namely high, medium, and low based on the integrity disclosure index using institutional theory. The data is based on content analysis to analyze practices through disclosure of integrity on 34 Indonesian Province websites using the Integrity Framework Disclosure Index instrument. The findings indicate that Indonesia has disclosed 775 items (48%). The items of vision, mission, and integrity report are the biggest disclosed items among other items that show Indonesia’s effort to create a “good image” in the public eyes. Several Provinces are in the moderate category because of a strategic issue in the field of education. Local governments still have to review the increase in integrity disclosure on websites and their real-life implementation to improve integrity and fight corruption in Indonesia.
