Despite evidence of abuse and violence against U.S. elected officeholders at the federal, state, and local levels, to date, no political science research has investigated the frequency, channels, and correlates of this phenomenon. Here, we surveyed mayors in U.S. cities with populations above 30,000 and found that mayors face physical violence and psychological abuse at rates equal to or greater than the general workforce, social media are the most common channels of these actions, and mayors in all types of cities experience violence and abuse. Nevertheless, mayors who are younger, female, in strong mayor systems, and in larger cities were more likely to be affected than their counterparts. Finally, with the exception of gender, the factors associated with greater likelihood of psychological abuse are not the same factors associated with experiences of physical violence.

There are serious gaps in our knowledge and understanding of how public policy at the federal, state, and local levels affects the work of a wide array of nonprofit organizations. On October 4th and 5th, 2010, the Association for Research on Nonprofit Organizations and Voluntary Organizations (ARNOVA), with the support and encouragement of the Bill and Melinda Gates, Kresge and C.S. Mott foundations, convened a group of thirty nonprofit scholars and leaders to explore what we know about the impact of public policy on the nonprofit sector. The conference focused on how public policy helps or harms the ability of nonprofit organizations, particularly but not exclusively public charities, to fulfill their missions.

The Greens' impact on German politics and public life has been enormous and massively disproportional to the size of their electoral support and political presence in the country's legislative and executive bodies on the federal, state, and local levels. After substantiating the Greens' proliferating presence on all levels of German politics with numbers; the article focuses on demonstrating how the Greens' key values of ecology, peace and pacifism, feminism and women's rights, and grass roots democracy—the signifiers of their very identity—have come to shape the existence of all other German parties bar none. If imitation is one of the most defining characteristics of success, the Greens can be immensely proud of their tally over the past thirty plus years.

This article is designed to summarize the findings of a questionnaire directed to APSA members who indicated they held government positions when they completed a form for the 1973 APSABiographical Directory. The questionnaire was designed to determine how political science has been and can be used in federal, state, and local government agencies and in administrative, legislative, and judicial positions.A. The Respondents and the QuestionsIn January, 1975, the questionnaire was mailed to the 425 APSA members who held government positions as of 1973. These persons were chosen as a good group of people to ask about the relevance of political science to government work since they are likely to be knowledgeable about both political science and government work, and are likely to be responsive to such a survey.

This article addresses current issues in authenticating and managing digital-born social media records, with reference to the Twitter output of the sitting President of the United States, Donald J. Trump, and members of his Administration. Focusing on Trump’s considerable corpus of tweets created after his inauguration on January 20, 2017, it employs scholarship from archival studies, legal studies, and communication and media studies to explore conjunctive questions of authenticity and its components of identity and integrity in social media records, as well as those records’ roles as archivable objects, legal evidence, and expressions of American information culture within the digital public sphere. Due to the perpetually changing nature of the subject, this article highlights complexities of and raises questions about governmental creation and management of problematized social media records in the United States more than answers them, with the hope that it can act as a springboard for further research. Ultimately, it aims to lead toward a praxis of information management in the United States that eventually rebuilds public trust in governmental institutions and practices, and most importantly, strengthens the transparency and accountability of political leadership on the federal, state, and local levels. In the seven years since it was passed, Public Law 94-142, The Education for All Handicapped Act of 1975, has generated new services for handicapped children and in the process has raised many difficult financial, political, educational, medical, and ethical questions. It has changed the scope of public schools and the personnel within them, and it has changed the expectations of parents, physicians, and educators alike. There is currently much talk of the possible repeal of PL 94-142. This review will emphasize the importance of a pediatric voice in this future. The changes that have come about as a result of PL 94-142 will not easily disappear even if the bill were to be repealed. On the other hand, a strong voice of advocacy for handicapped children will be needed to ensure that the positive lessons learned from PL 94-142 will be continued. PL 94-142 itself, as a law, is only one component of a constellation of surrounding issues affecting handicapped children. One must consider separately the actual provisions of the law, the constitutional and case law on which it was based, the federal regulations that have been published and updated to interpret the law, the state plans formulated by each state to comply with the law and regulations, the funding that may or may not be appropriated at federal, state, and local levels to support the programs, and the actual practices within local school districts attempting to comply (or circumvent) these state requirements.

The coronavirus pandemic precipitated an economic crisis disproportionately affecting renter households. Attempting to prevent a surge in evictions, policy makers at the federal, state, and local levels extended emergency protections to renters. The authors describe eviction filing patterns in 2020 and analyze the efficacy of eviction moratoria. New filings were reduced dramatically since the start of the pandemic. Between March 15 and December 31, 2020, across sites for which data are available, 65 percent fewer eviction cases were filed than would be expected in a typical year. Extrapolating nationwide, the authors estimate that at least 1.55 million fewer eviction cases were filed in 2020 than in a normal year. The pace at which cases were filed increased in late 2020, however, and the amount of back rent claimed grew considerably. Filing rates exceeded historical averages when protections lapsed. Black and female renters received a disproportionate share of eviction cases filed during the pandemic.

INTRODUCTION There is no shortage of tax rules that address energy and natural resources in some manner. There are taxes on most types of fuel, tax credits for energy saving devices, and various tax incentives to encourage specified activities such as use of LED lighting or energy efficient heaters. In addition, numerous proposals are offered annually by lawmakers at the federal, state and local levels that also address conservation, energy and innovation in conservation and energy-efficiencies. How do we know if existing rules and proposals are appropriate for a tax system? Principles of good tax policy can be applied to them to identify strengths, weaknesses and how to improve the rules and proposals. This article explains the principles of good tax policy, provides an example of their application and makes several suggestions of how this type of analysis can be incorporated into any classroom learning on green building topics. This exercise is not only for students with tax knowledge, but also engineers, scientists, architects, environmentalists, as well as everyone in our roles of citizen and voter.
