For some decades now, Galleries, Libraries, Archives and Museums (GLAM) institutions have published and provided access to information resources in digital format. Recently, innovative approaches have appeared such as the concept of Labs within GLAM institutions that facilitates the adoption of innovative and creative tools for content delivery and user engagement. In addition, new methods have been proposed to address the publication of digital collections as data sets amenable to computational use. In this article, we propose a methodology to create machine actionable collections following a set of steps. This methodology is then applied to several use cases based on data sets published by relevant GLAM institutions. It intends to encourage institutions to adopt the publication of data sets that support computationally driven research as a core activity.

In the domain of Galleries, Libraries, Archives and Museums (GLAM) institutions, creative and innovative tools and methodologies for content delivery and user engagement have recently gained international attention. New methods have been proposed to publish digital collections as datasets amenable to computational use. Standardised benchmarks can be useful to broaden the scope of machine-actionable collections and to promote cultural and linguistic diversity. In this article, we propose a methodology to select datasets for computationally driven research applied to Spanish text corpora. This work seeks to encourage Spanish and Latin American institutions to publish machine-actionable collections based on best practices and avoiding common mistakes.

Annotations produced by analysts during the exploration of a data visualization are a precious source of knowledge. Harnessing this knowledge requires a thorough structure of annotations, but also a means to acquire them without harming user engagement. The main contribution of this article is a method, taking the form of an interface, that offers a comprehensive “subject-verb-complement” set of steps for analysts to take annotations, and seamlessly translate these annotations within a prior classification framework. Technical considerations are also an integral part of this study: through a concrete web implementation, we prove the feasibility of our method, but also highlight some of the unresolved challenges that remain to be addressed. After explaining all concepts related to our work, from a literature review to JSON Specifications, we follow by showing two use cases that illustrate how the interface can work in concrete situations. We conclude with a substantial discussion of the limitations, the current state of the method and the upcoming steps for this annotation interface.

In the quest to develop more innovative customer-focused library services, the Botswana International University of Science and Technology (BIUST) Library embarked on the development of robust initiatives that involved the engagement of various stakeholders. The emerging consultative and engaging trend is premised on the key values of facilitating access to information and demand-driven inclusive library services. The paper presents how the BIUST Library engages stakeholders in the development of multiple and flexible opportunities to access and use information. In doing so, it describes the recreation of internal library structures, space, and processes in a way that accommodates and demonstrates the categories and functional roles of different types of library stakeholders. The paper further points to how the stakeholders’ cultures and systems create a divide or imbalance in the access and usage of library services. The paper also argues for a need to define library stakeholders and develop engagement strategies that are entity and initiative specific.

The project Advanced Data Mining and Integration Research for Europe (ADMIRE) is designing new methods and tools for comfortable mining and integration of large, distributed data sets. One of the prospective application domains for such methods and tools is the environmental applications domain, which often uses various data sets from different vendors where data mining is becoming increasingly popular and more computer power becomes available. The authors present a set of experimental environmental scenarios, and the application of ADMIRE technology in these scenarios. The scenarios try to predict meteorological and hydrological phenomena which currently cannot or are not predicted by using data mining of distributed data sets from several providers in Slovakia. The scenarios have been designed by environmental experts and apart from being used as the testing grounds for the ADMIRE technology; results are of particular interest to experts who have designed them.

E-governance projects improve the efficiency of administrative systems, lower the number of civil servants, and improve the quality of administration. The Lithuanian Concept on the Development of the Information Society seeks to modernise governance through the use of computerised information resources. This is important so as to develop electronic context, to encourage the provision of e-services, and to allow local residents and businesses to use those services. Lithuania has a public e-services portal, the purpose of which is a broad online access to information and public e-services provided by state institutions. The requirements for common European e- services enforcement in cyberspace influence the improvement of e-services in public administration in Lithuania. Lithuania has a legal system necessary for public e-services, but the actual implementation of services directives requires more specific statutes on services as well as corresponding secondary legislation. Basing on different studies, the authors examine the development and conditions of public e-services in Lithuania.

In recent decades, libraries, archives, and museums have created digital collections that comprise millions of objects to provide long-term access to them. One of the core preservation activities deals with the evaluation of appropriate formats used for encoding digital content. The development of science has entered the 4th paradigm, where data has become much more intensive than in the previous period. This situation raises new challenges in managing research data, especially related to data preservation in digital format, which allows research data to be utilized for the long term. The development of science in the 4th paradigm allows researchers to collaborate with and reuse research datasets produced by a research group. To take advantage of each other's data, there is a principle that must be understood together, namely the FAIR principle, an acronym for findable, accessible, interoperable, and reusable.

The increasing use of social media, applications or platforms that allow users to interact online, ensures that this environment will provide a useful source of evidence for the forensics examiner. Current tools for the examination of digital evidence find this data problematic as they are not designed for the collection and analysis of online data. Therefore, this paper presents a framework for the forensic analysis of user interaction with social media. In particular, it presents an inter-disciplinary approach for the quantitative analysis of user engagement to identify relational and temporal dimensions of evidence relevant to an investigation. This framework enables the analysis of large data sets from which a (much smaller) group of individuals of interest can be identified. In this way, it may be used to support the identification of individuals who might be ‘instigators’ of a criminal event orchestrated via social media, or a means of potentially identifying those who might be involved in the ‘peaks’ of activity. In order to demonstrate the applicability of the framework, this paper applies it to a case study of actors posting to a social media Web site.

Libraries, archives and museums act as memory organizations, recording and providing access to a range of knowledge and information. In an age of increasing access to information via electronic methods, they support lifelong learning, as well as national and international goals in support of the rights of individuals to education, leisure, health and employment. The provision of new methods of accessing catalogues from a distance is severely compromised if the catalogues accessed do not record the complete stock of their institutions, and therefore the retrospective conversion of catalogues is of increasing relevance today. Items for which there are no electronic records effectively become invisible to potential users. The retrospective conversion of catalogues still in manual forms has been a goal since electronic versions were first installed, but the extent to which it has been achieved has been governed largely by financial considerations. Recent studies in the UK have revealed the extent of missing data in the electronic catalogues of libraries and archives. Some retrospective conversion is being carried out as and when funding becomes available, but progress is erratic and piecemeal, without reference to a national overview. To address this problem, a national strategy for the UK has been developed and will be taken forward by a newly formed Implementation Group.
