Characteristics of industrial hazardous waste generation in South Korea from 2008 to 2018 based on decoupling and decomposition analysis

The industrial hazardous waste (IHW) generation to meet consumption is steadily increasing, resulting in environmental, health, and social problems around the world. To address IHW at the source, it is critical to understand the generation characteristics and key drivers on industrial hazardous waste generation (IHWG). This study analysed the generation characteristics of IHW of South Korea from 2008 to 2018 by decoupling and index decomposition analysis using Log Mean Divisia Index (LMDI) model. South Korea presented unstable decoupling of IHWG from economic growth, so more effective waste management regulations are needed to support a stable decoupling. One most critical finding was that the factors of industrial output and industrial characteristic of IHWG-to-energy were major driving factors influencing the increase of IHWG, whereas those of industrial structure and energy efficiency affect to the decrease of IHWG in most industries. In addition, the result clearly confirmed that the contribution of driving factors affecting the IHWG differs by industry. These results provide significant policy insights that the South Korean government needs institutional improvement and refinement of customised IHW management according to the characteristics of IHWG.

The Ministry of Environment, South Korea, is involved in efforts to reduce safety-related accidents that could occur during hazardous waste disposal and minimise the environmental impacts of waste disposal. To reach such goals, new factors have been added that contribute to the hazardous characteristics of hazardous waste. The Ministry is also expanding regulations on inorganic and organic components present in hazardous waste for these factors and continues to correct the classification system to establish standards for waste components. Metallic dust, for example, is mostly generated during the operation of melting furnaces or precipitators and dangerous materials contained in this dust may cause accidents, such as explosions or fires. South Korean accident cases have confirmed that waste containing hazardous materials, such as Mg, Al and Mg–Al alloys, can cause such events. Therefore, this study analysed 28 dust samples collected from the dust accumulated in precipitators in 28 metal manufacturing facilities in South Korea. Nine samples were flammable and four samples were reactive to water. Two samples also exhibited leaching toxicities. The results applied to relevant laws in South Korea showed that the proportion of waste containing hazardous characteristics increased from 7.14% in the previous management category to 39.29% in the extended category, an overall increase of 32.15 percentage points.

China Fine Dust issue has emerged in 2013 and increase in 2014 so that South Korea suffered from the impact. Meanwhile, China as a contributor of the haze refuses to take responsibility for tackling this issue, so that South Korea must securitize. This study aims to describe the process of securitization of China Fine Dust issue carried out by South Korea to China by using the concept of securitization by Barry Buzan as an analytical framework. The research method used is a qualitative method with a descriptive approach. The data used in this research was collected through literature study. The securitization process carried out by the South Korean Government against China began with South Korea carrying out a scientific agenda to identify a threat with China's initial involvement of 48%. Then political agenda, which are three points; influencing the public to gain support, forming a domestic emergency policy, holding a bilateral meeting to convince China to work together because domestic actions are not enough yet. The continuation of political management shows that the agenda of securitization carried out by South Korea made China accept the issue as a threat and agreed to cooperate in tackling the haze issue by releasing several projects.

This paper analyzes the potential risks of the Russia-North Korea-South Korea (RNS) gas pipeline, comparing it with the Russia-Ukraine-Europe (RUE) pipeline. I argue that the possibility of disputes is much higher in the RNS case. Furthermore, I propose that the South Korean government opt to import liquefied natural gas by ship directly from Russia if contingency plans in the case of gas supply disruptions in the RNS pipeline are not available.

China has invested excessive amounts of fertilizer on limited farmland, which poses a threat to human health and agro-ecological environment. While a plethora of studies have explored how to reduce the total amount of chemical fertilizer, and scant attention has been paid to how to reduce the chemical fertilizer use intensity (FUI). This paper aims to explore the driving factors for the change of FUI to answer this question. It uses the official statistics of China from 1997 to 2017, as well as index decomposition analysis (IDA) and Laspeyres index decomposition method to obtain the following results. The change of fertilizer use intensity can be affected by three factors: input-output ratio of fertilizer (IOR), unit labor output (ULO) and labor input per unit sown area (LIU). At the national level, IOR is the most important factor in reducing the use of chemical fertilizers, while ULO is the most important factor in increasing. The factor of LIU can not only reduce the intensity of fertilizer use, but also increase the intensity.  On a regional level, the fertilizer use intensity in Central-South China is the strongest, while that in the Southwest China is the smallest. Compared with other regions, the factors of ULO in Northwest China and IOR in East China have the greatest impact on fertilizer use intensity. In addition, LIU mainly reduces the intensity of fertilizer use in Northeast China, while this factor in North China is to increase the intensity. Our findings suggest that farmers should not increase labor productivity by investing chemical fertilizer. Improving the efficiency of fertilizer use and transferring rural labor force can reduce the fertilizer use intensity in China.

This paper describes the ineffectiveness of South Korea�s confidence-building measures towards North Korea during the reign of Kim Dae Jung and Roh Moo Hyun through the sunshine policy. The previous studies on the sunshine policy only discussed the efforts made by the South Korean government through the sunshine policy and America's influence on the implementation in general. The studies are divided into three major categories namely: domestic politics, political economy, and regional studies, but none has discussed the causes of the ineffectiveness of the sunshine policy. By using confidence-building measures as an analytical framework, this paper will explain the variables in confidence-building measures that cause sunshine policies to be ineffective. The main argument of this paper is that there are 2 factors that cause the sunshine policy to be ineffective, namely the influence of America and the absence of political will from North Korea to achieve the goal of confidence-building measures through sunshine policy.

South Korea enacted Legislation in 2004 that penalizes pimps, traffickers, and sex industry customers while decriminalizing people in prostitution and offering assistance to leave the sex industry. In contrast, Australia Legally recognizes most sex industry activities. This article argues that Australia`s Laissezfaire approach to the sex industry hampers South Korean government efforts to prevent the crime of sex trafficking. Since 2004, pimps and traffickers have moved their activities from South Korea to countries like Australia and the US that maintain relatively hospitable operating environments for the sex industry. The Australian government should reconsider its approach to prostitution on the basis of its diplomatic obligations to countries Like South Korea and the need to uphold the human rights of women in Asia who are being trafficked and murdered as a result of sexual demand emanating from Australia. Australia should coordinate its policy on prostitution with South Korea to strengthen the region`s transnational anti-trafficking response.

AbstractSouth Korea is the only nation to become an important donor nation after being a recipient of Official Development Assistance (ODA) for several decades. In 2010, it became a member of the OECD's Development Assistance Committee, and while it has continued to use its experience as a former ODA recipient to inform its distribution practices, it also has evolved its ODA policies in response to changes in international norms and the imperatives associated with being a DAC-member nation. We know that, while policies may change, actual ODA disbursements—which nations are selected as recipients and receive ODA in what amounts—may lag or even remain unchanged. In this paper, we use the case of South Korea to determine how actual ODA disbursements change in response to policy changes. To accomplish this, we use a selection model to conduct a statistical analysis of South Korea's ODA disbursements using dyadic data from 1987 to 2016. Our results indicate that, while there has been continuity in terms of which nations receive South Korean ODA, there were also notable changes in its disbursements. Specifically, the ODA policy changes the South Korean government enacted did result in an altered profile of nations that were targeted by South Korea as ODA recipients.
