China Fine Dust issue has emerged in 2013 and increase in 2014 so that South Korea suffered from the impact. Meanwhile, China as a contributor of the haze refuses to take responsibility for tackling this issue, so that South Korea must securitize. This study aims to describe the process of securitization of China Fine Dust issue carried out by South Korea to China by using the concept of securitization by Barry Buzan as an analytical framework. The research method used is a qualitative method with a descriptive approach. The data used in this research was collected through literature study. The securitization process carried out by the South Korean Government against China began with South Korea carrying out a scientific agenda to identify a threat with China's initial involvement of 48%. Then political agenda, which are three points; influencing the public to gain support, forming a domestic emergency policy, holding a bilateral meeting to convince China to work together because domestic actions are not enough yet. The continuation of political management shows that the agenda of securitization carried out by South Korea made China accept the issue as a threat and agreed to cooperate in tackling the haze issue by releasing several projects.

Global pandemic of COVID-19 has bee creating economic disruption in many countries including South Korea. The decline in the trade sector due to the COVID-19 pandemic does not only affect large-scale industries. The Small and Medium Enterprises sector is also affected by the impact of the implementation of various policies in place to anticipate the spread of this virus. This study aims to provide an overview of government policies and business strategies for South Korean SMEs in the midst of the COVID-19 Pandemic and this study is also expected to provide input for the Government to design appropriate, fast and quality economic recovery programs for SMEs affected by COVID-19. . This paper uses a qualitative approach. The data collection technique was carried out through literature study / literature study and interviews with the Republic of Indonesia Trade Representative in South Korea. The results showed that as a country that was first affected by COVID-19, the response of the South Korean government was relatively fast and sufficient to guarantee business continuity for SMEs, there are five main policies implemented by the South Korean Government and five Business Strategies of SMEs in dealing with COVID- 19.

South Korea is an example of a country that realizes the strategic meaning of public diplomacy. Korea uses public diplomacy with the Korean Wave or Hallyu being one of the media. The public diplomacy carried out by South Korea through Hallyu attracted the attention of many groups. Hallyu itself refers to all aspects of South Korean culture, including television dramas, films, music, fashion, hairstyles and cosmetics that spread throughout the world. This paper aims to describe the achievement of state interests through the implementation of public diplomacy. The research method used is normative research using conceptual and historical approaches and using literature study. This paper finds that public diplomacy has succeeded in increasing the popularity of South Korea. The South Korean government then uses this popular culture as a diplomatic strategy.

This paper describes the ineffectiveness of South Korea�s confidence-building measures towards North Korea during the reign of Kim Dae Jung and Roh Moo Hyun through the sunshine policy. The previous studies on the sunshine policy only discussed the efforts made by the South Korean government through the sunshine policy and America's influence on the implementation in general. The studies are divided into three major categories namely: domestic politics, political economy, and regional studies, but none has discussed the causes of the ineffectiveness of the sunshine policy. By using confidence-building measures as an analytical framework, this paper will explain the variables in confidence-building measures that cause sunshine policies to be ineffective. The main argument of this paper is that there are 2 factors that cause the sunshine policy to be ineffective, namely the influence of America and the absence of political will from North Korea to achieve the goal of confidence-building measures through sunshine policy.

This study aims to determine how the impact of the disputed Dokdo Island / Takeshima between South Korea and Japan on the development of Hallyu in Japan Year 2012-2015. The purpose of this study was to determine the impact of the disputed Dokdo / Takeshima between South Korea and Japan on the development of Hallyu in Japan after re-simmering dispute over Dokdo Island / Takeshima by the visit of South Korean President Lee Myung Bak in 2012. Methods The study was qualitative. Most of the data were collected through interviews, literature study, observation, documentation, and online data searches. The study was conducted at the Korean Cultural Center, The Japan Foundation, Library and Documentation Centre of Scientific Information LIPI, and the Embassy of Japan to Indonesia. The results showed that the development of Hallyu in Japan after re-simmering dispute over Dokdo Island / Takeshima between South Korea and Japan in 2012 experiencing barriers. Problems island disputes between countries worsen bilateral relations, in the case of disputed Dokdo / Takeshima also have a negative impact on the cultural development of Hallyu in Japan.

Purpose The purpose of this study is to explore the essential cause for the policy failure of Trade Adjustment Assistance (TAA) in South Korea. Design/methodology/approach To substantiate the claims made for the failure of the policy, this paper focuses on the differences in policy preferences among the government ministries and agencies involved in TAA. Findings The failure in the TAA policy, according to this study, was attributed to the conflicts and miscoordination arising from the differences in policy preferences among government ministries and agencies. To rectify this failure, the South Korean government had to revise its laws and regulations several times over a short period. Originality/value Drawing on the analytical framework of the literature on policy failure, this paper examines the causal relationships between outcomes of TAA policy and the conflicts or miscoordination among government bodies at each stage: initiatives and planning, implementation and operation of the policy.

This article draws on the public testimonies of North Koreans living in South Korea (t’albungmin) and analyzes the role that these narratives play in South Korean society as mechanisms of inclusion and exclusion. North and South Korea technically remain at war, with South Korea claiming sovereignty over the entire Korean peninsula. While t’albungmin are eligible for South Korean citizenship, they describe feeling excluded from full social membership. Although some t’albungmin seek anonymity, this paper considers those who gain social status by speaking publicly about their lives and denouncing the North Korean regime. In so doing, they distance themselves from North Korea and align themselves with the “good” discourse of human rights. However, their actions reinforce a logic of exclusion, implying that t’albungmin who prefer anonymity are “sympathizers,” and consequently restricting their access to social benefits and resources. This case of conditional inclusion illuminates tensions that arise when a sovereignty claim entails the incorporation of people from an enemy state. It also highlights the carefully delineated boundaries of publicly acceptable behavior within which “suspect” citizens must remain as a condition for positive recognition.

Suicide is a major public health concern in South Korea, and self-poisoning by pesticides is one of the common methods of suicide. Pesticide ban policies have been successful for suicide prevention; however, no studies have shown their effect according to occupational groups. The present study analyzed suicide and suicide by pesticide rates among South Korean workers aged 15–64 in 2003–2017, their associations with occupational groups, and the impact of three major economic indices on these factors. Workers in the agriculture, forestry, and fishery industries had relative risks of 5.62 (95% CI: 5.54–5.69) for suicide overall and 25.49 (95% CI: 24.46–26.57) for suicide by pesticide. The real gross domestic product had a positive association with suicide overall only in the last five-year period investigated in this study, and the unemployment rate consistently had a positive association. The economic status and policy for suicide prevention affected suicide and suicide by pesticide rates differently among occupational groups and different time periods. Policy addressing suicidal risk for different occupational groups should be of concern in South Korea.

The impact of candidates’ negative traits (CNTs) on voting behavior has received significant attention in election studies in recent decades. However, scholarly efforts have focused primarily on elections in advanced Western democracies, largely overlooking the relationship between candidates’ personal traits and the electorate’s voting behaviors in the context of new democracies. In this study, we fill this gap by investigating the impact of CNTs on the electorate’s vote choices in South Korean presidential elections. Our study of CNTs in South Korea shows that CNTs have statistically significant effects on the electorate’s vote choices. Our findings are particularly relevant because many new democracies are implementing fair and free elections, and the elites under previous authoritarian regimes are running in these elections.

This paper analyzes the potential risks of the Russia-North Korea-South Korea (RNS) gas pipeline, comparing it with the Russia-Ukraine-Europe (RUE) pipeline. I argue that the possibility of disputes is much higher in the RNS case. Furthermore, I propose that the South Korean government opt to import liquefied natural gas by ship directly from Russia if contingency plans in the case of gas supply disruptions in the RNS pipeline are not available.
