COVID-19 health restrictions not only affected crime rates but also created a new and temporary type of crime, COVID-19 public health violations. Unfortunately, this new crime type has not yet been empirically scrutinized. The current study is the first to explore these COVID-19 public health violations by using a dataset created by the City of San Antonio which documents all calls and inspections about COVID-19 public health violations. Specifically, this study investigates the location types (where) that produce the greatest number of calls/inspections, warnings, and citations for COVID-19 public health violations; how they trended over time (when); and which agencies responded to and enforced them (who). The results indicate that there were differences across location type, variation throughout the observation period, and violations were enforced by several agencies. It is crucial to document the effect of COVID-19-related policies so that we may be better prepared for the future.

This paper revisits Mike Davis’ seminal City of Quartz: Excavating the Future in Los Angeles twenty years after it was originally published. It argues that the book continues to provide an indispensable model for left, politically engaged forms of urban research. The paper criticizes the apocalyptic readings of City of Quartz that have multiplied over time and instead suggests that Davis be read for his emphasis on an urban dialectic—the constant and ongoing struggles over urban form, politics and culture that shape the geographies of Los Angeles to this day. To this end, the paper looks to the city's more recent history, especially current battles being fought over the future of downtown L.A., to illustrate how we might continue to use Davis’ framework for critical analyses of urban power. At the same time, the paper addresses inadequacies of what has been called the “L.A. School” and its singularly postmodern approach to urban questions that fail to provide coherent understanding of the material realities of modern American cities. It argues that something like an L.A. School can be more properly grounded in the historical-materialist, even socialist, forms of writing and thinking developed in works like City of Quartz and much of the critical urban geography that came in its footsteps. Ultimately the paper is a call for scholarship on Los Angeles to be deeply engaged with both the concrete and abstract dimensions of a place, not for the sake of theory alone, but to further radical praxis in Los Angeles and all American cities.

Glasgow Corporation had been sponsoring films for almost twenty years when in 1938 its Public Health Department commissioned seven silent films. This marked new relations between the Corporation and the emerging Scottish documentary film movement and a change of approach towards the films’ audiences and the city itself. The essay traces the Corporation‘s film sponsorship from the late 1930s to 1978 when the final images of Glasgow‘s Progress, the Corporation‘s last sponsored film - on its urban renewal projects were taken. By then the Corporation had been amalgamated into Strathclyde Regional Council, the century-long social project of reform had come to an end and television had made its own documentary impact. It argues that over time Corporation films served a variety of political and institutional purposes and often prefigured the fortunes of the city and its people.

The city of Almere (The Netherlands) has a current population of 190.000 residents. Because of its attractive location (close to Amsterdam and Utrecht) Almere was designated by the national government to expand its population with 160.000 residents (60.000 houses) between 2010 and 2030, becoming one of the fastest growing European urban areas. Almere has formulated the “Almere Principles” containing ambitious goals to achieve this future development, aspiring to become a landmark in sustainable urban development. The “Almere Principles” are based on the Cradle to Cradle® philosophy in which improvement of public health and environment is emphasized, rather than limiting negative impacts of the future expansion of Almere. Thus, a distinction is made between the conventional interpretation of sustainability, focusing on eco-efficiency and the Cradle to Cradle® approach, focusing on eco-effectiveness. These principles are used by relevant stakeholders to formulate a vision of the future sanitation system. Following, design criteria based on sustainability pillars People, Planet and Profit are formulated, thus translating the vision into tangible scenarios, which are then mutually compared. In this paper the methodology and preliminary outcomes of the development of the sustainable sanitation system for Almere are presented.

Background: In light of the few reports from intertropical latitudes and their conflicting results, we aimed to replicate and update the investigation of seasonal patterns of suicide occurrences in the city of São Paulo, Brazil. Methods: Data relating to male and female suicides were extracted from the Mortality Information Enhancement Program (PRO-AIM), the official health statistics of the municipality of São Paulo. Seasonality was assessed by studying distribution of suicides over time using cosinor analyses. Results: There were 6,916 registered suicides (76.7% men), with an average of 39.0 ± 7.0 observed suicides per month. For the total sample and for both sexes, cosinor analysis estimated a significant seasonal pattern. For the total sample and for males suicide peaked in November (late spring) with a trough in May–June (late autumn). For females, the estimated peak occurred in January, and the trough in June–July. Conclusions: A seasonal pattern of suicides was found for both males and females, peaking in spring/summer and dipping in fall/winter. The scarcity of reports from intertropical latitudes warrants promoting more studies in this area.

Introduction. The city of Chita of Zabaikalsky region is one of the cities of Russia, priority on level of pollution of atmosphere. Of the order of 130 impurities emitted by the sources of the city, 12 are monitored at 5 posts of the Roshydromet network. Maximum monthly average concentrations are formed by benz (a) pyrene (up to 56.8 MPC), hydrogen sulfide (12.3 MPC), suspended particles (up to 4PDC), phenol (up to 3.6 MPC). Significant emissions (59.73 thousand tons in 2018) are aggravated by the use of coal as a fuel by heat and power enterprises and the private sector, climatic and geographical features. Within the framework of the Federal project “Clean Air” of the national project “Ecology”, it is envisaged to reduce the gross emission of pollutants into the atmosphere of Chita by 8.75 thousand tons by 2024, which should lead to a significant improvement in the safety and quality of life of citizens. It is necessary to identify the most “risky “components of pollution for health.It is important to understand: whether the environmental monitoring system reflects the real picture of the dangers posed by pollution of the city’s atmosphere; whether there is a need to optimize the monitoring system for the subsequent assessment of the effectiveness and efficiency of measures; what impurities and at what points should be monitored in the interests of the population, administration and economic entities implementing air protection measures.The aim of the study is to develop recommendations for optimizing the program of environmental monitoring of air quality in the city of Chita, taking into account the criteria of danger to public health for the subsequent evaluation of the effectiveness and effectiveness of the Federal project “Clean Air”.Materials and methods. Justification of optimization of monitoring programs was carried out through the calculation of hazard indices, considering: the mass of emissions and toxicological characteristics of each chemical; the population under the influence. A vector map of the city with a layer “population density” was used as a topographic base. The indices were calculated for regular grid cells covering the residential area. For each cell, the repeatability of winds of 8 points from the priority enterprises and the population within the calculated cell were taken into account. As a result, each calculation cell was characterized by a total coefficient, taking into account the danger of potential impacts of emissions. Based on the results of the assessments, recommendations were formulated to optimize the placement of posts in the city and the formation of monitoring programs.Results. Indices of carcinogenic danger to the health of the population of Chita ranged from 584,805. 96 to 0.03 (priorities: carbon (soot), benzene, benz (a) pyrene); indices of non-carcinogenic danger — from 1,443,558. 24 to 0.00 (priorities: sulfur dioxide, inorganic dust containing 70–20% SiO2, fuel oil ash). The greatest danger to public health stationary sources of emissions form in the North-Western, Western and South-Eastern parts of the city. Roshydromet posts in these zones are absent.Conclusions. As part of the objectives of the project “Clean Air”, it is recommended to Supplement the existing state network of observations of atmospheric air quality in Chita with two posts; to include manganese, xylene, vanadium pentoxide in the monitoring programs, to carry out the determination of Benz(a)pyrene et all posts, which will allow to fully and adequately assess the danger of emissions of economic entities, as well as the effectiveness and efficiency of the provided air protection measures.
