In their provocative article, Barth and colleagues interrogate existing research on a series of claims about the child welfare system. In this reply, we focus on just one of their conclusions: that foster care placement does little, on average, to cause the poor outcomes of children who are ever placed in care. Our argument proceeds in three stages. In the first, we dispute the claim that the average effects of foster care placement on children are “settled” in any scientific sense. In the second, we note that the lack of agreement about what constitutes the appropriate counterfactual makes the idea of average effects of foster care placement in this area problematic. In the third, we problematize the idea that near-zero average effects equate to unimportant effects by showing how different types of effect heterogeneity may lead us to think differently about how the system is working.

AbstractThe claim that corporations have human rights obligations remains contentious and can be fraught with confusion. This article synthesizes existing corporate human rights theory and responds to objections to the idea that transnational corporations (TNCs) have human rights obligations. The argument proceeds in three stages. The first section describes the different forms TNCs take and explains why TNCs are properly understood as moral agents responsible for their policies and practices. The second section reviews and explains different philosophical theories of corporate human rights obligations. The third section articulates and responds to objections to the idea that corporations have human rights obligations. The main conclusion of this article is that there are multiple, compelling and overlapping justifications of corporate human rights obligations.

One of the most influential arguments in favour of perdurantism is the Argument from Vagueness. The argument proceeds in three stages: The first aims to establish atemporal universalism. The second presents a parallel argument in favour of universalism in the context of temporalized parthood (‘diachronic universalism’). The third argues that diachronic universalism entails perdurantism. I offer a novel objection to the argument. I show that on the correct way of formulating diachronic universalism the principle does not entail perdurantism. On the other hand, if diachronic universalism is formulated as Sider (incorrectly) proposes, the argument fails to establish his principle, and thus perdurantism.

Linitis plastica (LP) is a particular subtype of diffuse gastric cancer and is thought to have a separate entity in respect with its biological behaviour, pathology, presentation and treatment outcome. The poor prognosis of LP gastric cancer is due primarily to its advanced stage at diagnosis. The characteristic histopathological feature of this entity is cellular spread to the submucosa and stroma with minimal mucosal alterations accompanied by an excessive desmoplastic reaction. Despite recent research on alternative therapies, surgical resection appears the only potentially curative approach. Patient selection and multidisciplinary management are paramount when considering surgical resection in patients with gastric LP. The operative approach in patients with LP has historically been questioned because of the poor outcomes. The aim of this review is to highlight different dimension of linitis plastica stomach in respect to its definition, classification, clinico-pathological characters, diagnostic approaches and treatment outcome. Critics have argued that Elizabeth Gaskell's first novel, Mary Barton (1848), is split by a conflict between the modes of realism and romance. But the conflict does not render the novel incoherent, because Gaskell surpasses both modes through a utopian narrative that breaks with the conflict of form and gives coherence to the whole novel. Gaskell not only depicts what Thomas Carlyle called the ‘Condition of England’ in her work but also develops, through three stages, the utopia that will redeem this condition. The first stage is romantic nostalgia, a backward glance at Eden from the countryside surrounding Manchester. The second stage occurs in Manchester, as Gaskell mixes romance with a realistic mode, tracing a utopian drive toward death. The third stage is the utopian break with romantic and realistic accounts of the Condition of England and with the inadequate preceding conceptions of utopia. This third stage transforms narrative modes and figures a new mode of production.

The recognition of topoi, i.e. traditional formulae, is an important means of musical analysis. To illustrate this, the paper discusses the types of the battaglia and the pastoral in Bach’s Cantata Halt im Gedächtnis Jesum Christ, and briefly enumerates different types of allusions to jazz in 20th-century compositions by Stravinsky, Milhaud, Blacher, Tippet, and Zimmermann. Then it raises the possibility of an analysis of topoi in Bartók’s music in four main categories. It considers Bartók’s musical quotations from Bach to Shostakovich; the chorale as special topos appearing in Mikrokosmos, in the Concerto for Orchestra, in the Adagio religioso of the Third Piano Concerto; the topos-like employment of the tritone; and finally the idea of a Bartókian Arcadia in the Finale of Music for Strings, and the integration of bird song in the Adagio religioso.

This study aims to analyze causes of the low uptake of the budget and formulate a strategy of maximizing the absorption of expenditure on Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari. Respondents involved are 20 people that consist of: treasury officials and holder output of activity. The data used were secondary data in the form of reports on budget realization (LRA) quarter I, II, III and IV of the fiscal year 2011 to 2015, and the primary data were in the form of interviews with the help of a questionnaire. While the analysis of the data used was descriptive analysis using data tabulation, and the analysis of the three stages strategy of the decision making used IFE and EFE matrix, SWOT matrix and QSPM matrix.The results showed that there are 19 factors causing low of budget absorption until the end of the third quarter, and there were 10 drafts of policy as a strategy for maximizing the absorption of the budget on Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari.ABSTRAKPenelitian ini bertujuan untuk menganalisis penyebab rendahnya penyerapan anggaran belanja dan merumuskan strategi maksimalisasi penyerapan anggaran belanja pada Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari. Responden yang terlibat adalah 20 orang yaitu pejabat perbendaharaan dan pemegang output kegiatan. Data yang digunakan adalah data sekunder berupa laporan realisasi anggaran (LRA) triwulan I, II, III dan IV tahun anggaran 2011 sampai 2015, dan data primer berupa wawancara dengan bantuan kuesioner. Sedangkan analisis data yang digunakan adalah analisis deskriptif menggunakan analisis tabulasi, dan analisis analisis strategi tiga tahap pengambilan keputusan menggunakan matriks IFE dan EFE, matriks SWOT dan matriks QSPM. Hasil penelitian menunjukkan bahwa terdapat 19 faktor penyebab rendahnya penyerapan anggaran belanja sampai akhir triwulan III, dan terdapat 10 rancangan kebijakan sebagai strategi maksimalisasi penyerapan anggaran belanja di Balai Penelitian dan Pengembangan Lingkungan Hidup dan Kehutanan Manokwari.

Aim. To identify current trends in hospital eye trauma based on the materials of the specialized ophthalmology department of a round-the-clock hospital. Materials and methods. The analysis of medical records of patients treated in the round-the-clock specialized ophthalmology department of the state medical establishment OKB No. 2 in the period since January 2017-2019. Results. During the analyzed period, 4948 patients were treated, of which 218 patients (5.6%) were identified for nosologies belonging to the category of eye trauma. Men are most often exposed to eye injuries (84%), in addition, in 62% of cases, these are young patients (18-44 years). The structure of eye trauma is almost unchanged: the leading position is occupied by penetrating wounds of the eyeball and contusions, the third place is occupied by burns, through wounds of the eyeball are rare. Conclusions. Given the poor prognosis of the outcome of a severe eyeball injury, it requires the introduction of modern types of microsurgical intervention using endovitreal surgery at the present stage.

The present paper is focused on the extraction of gold from high-grade e-waste, i.e., spent electronic connectors and plates, by leaching and electrowinning. These connectors are usually made up of an alloy covered by a layer of gold; sometimes, in some of them, a plastic part is also present. The applied leaching system consisted of an acid solution of diluted sulfuric acid (0.2 mol/L) with thiourea (20 g/L) as a reagent and ferric sulfate (21.8 g/L) as an oxidant. This system was applied on three different high-grade e-waste, namely: (1) Connectors with the partial gold-plated surface (Au concentration—1139 mg/kg); (2) different types of connectors with some of which with completely gold-plated surface (Au concentration—590 mg/kg); and (3) connectors and plates with the completely gold-plated surface (Au concentration—7900 mg/kg). Gold dissolution yields of 52, 94, and 49% were achieved from the first, second, and third samples, respectively. About 95% of Au recovery was achieved after 1.5 h of electrowinning at a current efficiency of only 4.06% and current consumption of 3.02 kWh/kg of Au from the leach solution of the third sample.
