Translation and localization of children’s rights in youth-produced digital media in the Global South: A hermeneutic exploration

Through the study of two UNICEF-supported youth media initiatives from Palestine, this article theorizes and generates new empirical knowledge about the encounter between constructions of youth in rights-based discourses of UNICEF and young people’s digital media narratives. The research encountered instances where the universal discourse of children’s rights did not connect with the local realities of youth (constraints) but found that young people translate children’s rights to construct new meanings to suit their local contexts and experiences (possibilities).

While research on youth media offers persuasive arguments about what young people are doing with information and communication technologies (ICTs), a significant absence from the literature pertains to the general neglect of Palestinian youth engagements with inexpensive ICTs and digital media forms. Despite a few perceptive analyses, several studies ignore the role of popular culture in Palestinian refugee life-worlds. This article explores how Palestinian youth living in a refugee camp in the West Bank appropriate old and new media to create personal and social narratives. Drawing insights from Paul Ricoeur’s work, non-representational theory, feminist, media, and cultural studies, the article probes the issues through a set of interrelated questions: What are the salient features of the Palestinian youth media initiative? What kinds of media narratives are produced and how do these relate to young people’s notions of identity and selfhood? How do young people refashion the notion of the political?

Abstract Children’s rights are set out in the United Nations Convention on the Rights of the Child. This systematic literature review aimed to investigate children’s views of children’s rights, at a broad level. Nine papers were included, from a range of countries and contexts. They all accessed the views of children and young people (aged up to 18 years). A content analysis was carried out using a recursive process of hybrid aggregative-configurative synthesis, and themes within children’s views and factors that may affect these were identified. These were ‘awareness of rights’, ‘value placed on (importance of) rights’, ‘impact of having/not having rights fulfilled’, ‘realisation and respect of rights’, ‘equality of rights’, ‘identifying and categorising of rights’, and ‘factors that may affect children’s views’. These were developed into a progression of rights realisation and implications for practice and further research were considered.

Research has established that disabled young people are at greater risk of experiencing all forms of maltreatment, especially neglect (Jones et al, 2012). Despite increasing awareness of their heightened vulnerability, the maltreatment of disabled children remains under-recognised and is under-reported. Disabled children have the same rights as all children to be protected from maltreatment; to have their concerns listened to; to participate fully in decisions made about them; and to receive help to recover from maltreatment. In this paper Cossar et al’s (2013) framework for understanding the processes of recognition, telling and receiving help following maltreatment from the child’s perspective, is applied to disabled children. The particular barriers that disabled children and those working with them face in recognising and responding to maltreatment are analysed by reviewing what is known about child protection practice with disabled children, mainly in the UK. Suggestions are made about how practice with disabled children could be improved.

<p>Young people are not passive, homogenous audiences of media that is produced by international humanitarian and development organisations (NGOs). They actively read and engage with the messages cognitively and emotionally and in the process create new meanings. This thesis is an investigation into what interpretations young people make from NGO media. The twin goals of education and fundraising present certain difficulties for NGOs who view developed world schools as a key site for awareness-raising for both their brand and global issues of injustice. Critics are concerned that when representation is aligned directly and simplistically with charity, powerful messages are signalled to the viewers. The nature and impact of these messages are yet to be fully understood as there is little empirical evidence of how young people receive and interpret NGO media.  This research directly addresses this gap. The research identifies and maps various interpretations that young people have on encountering images and messages produced by NGOs. Year 10 social studies classrooms were chosen as the context for data collection and 118 young people and seven teachers from five diverse secondary schools in New Zealand participated. They were canvassed using qualitative methods that included focus groups. The approach for this research was informed by postdevelopment critique which examines the power of the discourse of development in constructing ideas about people and development.  The findings show young people to be astute and critical interpreters of NGO media. Teachers reported that NGO media is very influential and could be problematic in forming a solely negative view of the global South. Most of the young people approved of the sector’s charitable work but many expressed doubts about NGO expenditure and the accuracy of the imagery. A key finding is that many said they knew the images were designed to make them feel guilty in order to elicit action which was usually a donation. The findings support other research among adults and show the early development of attitudes towards NGOs and ideas about the developing world. The significance of a conflicting emotional response towards NGO marketing is a central finding for this thesis. This conflict of wanting to help and yet not being able to do so created a tangible tension within the young people and affected how they viewed people in the global South. Young people in New Zealand are emerging actors in the global development industry and their ideas will shape North-South interactions in the future. This research directly contributes to understanding the power of the NGO sector to mediate global relations across difference, a process of which there are moral and political implications.</p>

This paper analyses the views and preferences of children and young people who experience barriers when attempting to engage with schools and schooling. It specifically considers processes of formal and informal exclusion and the manner in which “stigmatised” children are treated within a system where attendance to children’s rights is, at best, sketchy and at worst – downright discriminatory. The paper poses a number of critical questions concerning the extent to which the views of children are given due weight in decision-making processes in schools, whether the background a child comes from affects the way school staff listen to them and whether school rules act as a barrier or enabler for children’s rights. In turn, these questions are related to what educational processes might look like that place due weight on the views of children, what cultures create barriers to listening in practice, and what we can learn from children’s overall experiences. The paper presents findings from a participatory empirical peer research project (funded by a Carnegie Research Incentive Grant and the University of Edinburgh Challenge Investment Fund), conducted with and by young people in schools in Scotland and the north of England. This paper is innovative as it is the product of collaborative working between academics at the University of Edinburgh, staff at Investing in Children and the young researchers who co-authored this article for publication.

Children who interact with football’s recruitment and transfer processes encounter a complex web of regulations and practices. Debates over how to ensure that the interests and well-being of young football players are adequately protected, and that risks to their rights and welfare are identified and addressed, have become a topic of academic, political and media concern. This commentary article provides an overview of the Fédération Internationale de Football Association (FIFA) regulations concerning the mobility and representation of minors in player recruitment processes, in particular the Regulations on the Status and Transfer of Players and the Regulations on Working with Intermediaries. We examine these regulations through the lens of the United Nations Children’s Rights Conventions (UNCRC). In so doing, the article demonstrates how football’s regulatory frameworks and commercial practices inadvertently yield consequences that operate against the best interests of children involved in the sport. To counteract this, it is proposed that all planning, implementation, monitoring and evaluation of regulations involving the recruitment and transfer of young people should be explicitly informed by globally accepted standards of children’s rights, such as the UNCRC. More specifically, it is argued that FIFA should adopt an approach that places the child at the centre of regulatory frameworks and characterises the child as a ‘rights holder’.

With the proliferation of international movement that has accompanied globalization, tourism is fueling a significant part of the demand for the consumption of sex, including the exploitation of children. The sexual exploitation of children has taken a transnational dynamic as consumers or perpetrators travel to specific international destinations with easier access to children for the purposes of sex. By looking in particular at the migratory phenomenon of the international travel of Canadians to countries in the global South and their engagement with the sexual exploitation of children, this paper will outline the need for further research and public awareness of Canadian contributions to these crimes overseas and highlight ways in which Canada has and can further honour its commitments to the protection [of] children's rights.
