Purpose – Noting findings by Michaelson and Stacks in the USA and Zerfass and colleagues in Europe that research-based measurement and evaluation (M & E) of public relations and corporate communication are still not widely applied despite more than a century of discussion and intense focus since the 1970s, the purpose of this paper is to explore the causes of this deadlock and presents an alternative approach and model to overcome identified obstacles and provide new insights to advance this important area of theory and practice. Design/methodology/approach – This paper is informed by critical analysis of the large body of literature on M & E, analysis of M & E reports, and ethnographic research among senior management. Findings – This analysis reveals that, along with long-cited barriers such as lack of budget, lack of knowledge and lack of standards, three other obstacles prevent demonstration of the value of PR and corporate communication. Based on critical analysis of literature and M & E reports and ethnography, this paper presents a new approach and model for M & E to help practitioners overcome these obstacles. Research limitations/implications – This analysis and the approach and model presented address an area of concern identified in research globally, such as a 2008 Delphi study by Watson and the European Communication Monitor in 2011 and 2012. The findings provide theoretical and practical contributions to address the deadlock between normative theories of M & E and practical implementation. Originality/value – The approach and M & E model presented make a significant original contribution to theory and practice.

The relevance of the direction chosen for research is multifactorial. First, there is a steady increase in attacks on property by deception or abuse of trust. Second, the emergence of new forms of fraudulent activities requiring a symmetrical response from government agencies. Third, the offensive, not always error-free development of criminal policy in the form of the creation of new legal and technical mechanisms to counter the considered type of criminal deviant behavior of selfish orientation. All this prompted us to identify and consider the most significant methodological problems in the area taken for research in the form of their demonstration, as well as proposals for directions for their solution. The first criminal law flaw in the state strategy in the fight against fraud is the fallacy in the systematization of the crimes reflected in Art. 159-159of the Criminal Code of the Russian Federation. The substitution of the significance of public relations protected by the norms included in these articles caused the imbalance in the Special Part of the Criminal Code. RF. The second methodological problem is the imbalance in the cost criteria of Art. 159-159of the Criminal Code of the Russian Federation, which form the basis for their criminalization and differentiation. The third problem is the fact that there are separate elements of fraud with their fixation in separate articles of the Criminal Code of the Russian Federation, depending on the areas of encroachment. In the article, on the basis of the conducted critical analysis and the presented argumentation, directions for resolving the noted methodological problems, theoretical, applied and legislative format, are proposed.

The study will focus on technological components of the Indian Aadhaar program which tries to give every resident of the country a digital ID. The paper provides the architectural and implementation features of the program. Aadhaar program is only 40% implemented to date as mandated by the Government of India. Aadhaar is mostly based on Free Open Source Software (FOSS) and its processes are International Standards Organization (ISO) compliant. The paper would do a critical analysis of the architectures of the ID programs.

In this chapter a critical analysis about natural materials to enhance energy performance and thermal comfort in indoor and outdoor spaces is dealt with. In particular, thermal insulation and passive cooling application in buildings are analyzed. The physical properties permitting to achieve these benefits are presented, as well as the method and the international standards to measure them. Benefits deriving from these materials’ employment as insulation layers or buildings envelope in general of, or in the case of urban paving, are described and then the single materials are illustrated.Experimental and numerical data, as reported in the bibliography, support the dissertation with examples from the most recent research contributions.

The article analyzes the peculiarities of the interaction of special bodies, services and units in the field of cybersecurity. The specificityof information resources in the cybernetic space, which manifests itself in the rapid development of information and information and communication technologies, is singled out. The problem of national security is multifaceted, one of the most important areas of its support is the creation of an effective law enforcement system that can withstand negative trends in the administrative and legal sphere of public relations. Also, noting the importance of the aforementioned problematic issue, a set of tasks related to ensuring cyber security was identified, with the definition of the role and place in this process of administrative and legal means of regulation. The primary task of all branches of state power at the present stage of the development of the information society is formulated, which consists in the introduction and implementation of mechanisms for generating adopted decisions in the field of cyber security. The adoption of the State Target Program for the Cyber security of Ukraine, which will serve as a starting point for the real interaction of the subjects of the cyber security of Ukraine, is proposed. The peculiarities of the State Target Program for Cyber security of Ukraine, which consist in determining the specific areas of the state policy on counteraction to cyber threats, are characterized, the main among which should be a conceptual change in the philosophy of administration in the field of cyber security, from coordination of activities of public authorities and law enforcement agencies to the operational management of them; the development of public-private partnerships, in terms of giving private business and the public real leverage on the state of cyber security. The article focuses on the aforementioned direction, which can be implemented by the inclusion of cybersecurity entities by public institutions and independent experts; implementation of business projects in the direction of modernization of information and information and communication infrastructure to the level of international standards; implementation of measures aimed at increasing the literacy of cyber-citizens at all levels of education.

AbstractDue to the fact that the number of natural disasters in the world has increased in recent years, experts note that climate change is the cause. As a consequence of the nature of the needs to improve the fuel and energy complex in the countries in world. This solution could be solar energy and similar energy sources. The paper presents the classification of energy-efficient houses proposed by international standards and its critical analysis. Emphasis is placed on the problem of improving solar collectors integrated into the construction of buildings. The paper presents the temperature characteristics of an experimental solar collector. For the experimental solar collector combined with the translucent facade of the building, thermal characteristics are set, in particular, such as thermal capacity and thermal efficiency.
