This research aims to promote the development of the character of learning community at Madrasah Tsanawiyah of Bantul Regency Yogyakarta, and two problems posed to be addressed: why the character of community learning pattern does not realize as it has been expected, and how does the development of the character of learning community at MTs of Bantul look like? The research uses the Research and Development model that is consisted of four stages: exploration, development, tests, and dissemination. The data were collected by means of observatiosn, interviews, questionaire, and review of documentation. The results show: (1) the character of learning community at the MTs in Bantul Regency has not been fully established because the teachers were not active in preparing their lesson study, and they did not benefit from it. Also, they were too busy in fulfilling their obligations as teachers; (2) the development of the character of learning community at MTs in Bantul could be implemented through Classroom Action Research-based lesson study plans which are consisted of five stages: consolidation of lesson study concepts, explanation of Classroom Action Research as a form of scientific publication, planning, implementation of action, and reflection.

Project approach in enterprise management is an important aspect in the company s performance which allows maintaining the company's leadership position in its field of activity. In this regard, the corporate project management system is an effective tool for managing the company's activities. The paper presents a possible typology of organizational projects, defines the place of project management in the strategic process of the organization. The classification of projects by main areas of activity is given. The problems of the project management system are considered and measures are developed to eliminate counteractions when implementing a corporate project management system.

PurposeThe purpose of this study is to examine how firms deal with a situation of true uncertainty about their potential markets and technologies. Specifically, it asks how firms can create products when the corresponding market does not exist.Design/methodology/approachThis paper is based on a longitudinal study of a high‐tech firm, combined with analysis of existing theory in product design and entrepreneurship.FindingsMarkets and products are usually a defining choice made early on by firms in their strategic process. Such a choice guides their development by providing a “stable concept” to which decisions can be related. When markets do not exist yet, however, this approach is not effective. Early choice of products and markets limits firms' flexibility by constraining their ability and willingness to adapt, while fundamental new technical and market information is likely to emerge during the project that will prove the initial assumptions wrong. The paper shows an alternative approach where products and markets actually result from a generic process of products and markets exploration driven by the firm. It is suggested that this approach forms a robust design in that it allows the firm to deal with the uncertainty by simultaneously developing its products and exploring markets, while preserving the flexibility to adapt to the changing environment.Practical implicationsThe practical implication of this paper is to suggest an alternative approach to deliberate planning in high‐tech ventures. With this approach, rather than markets and products, strategy defines a market and technology exploration process.Originality/valueThe paper is original in three ways. It links the product design and market exploration processes in high‐tech firm development; it is based on an in‐depth longitudinal study; and it results from an academic‐practitioner collaborative work.

This overview approaches information and communication technology (ICT) for competitive intelligence from the perspective of strategy formulation. It provides an ICT architecture for supporting the knowledge processes producing relevant knowledge for strategy formulation. To determine what this architecture looks like, we first examine the process of strategy formulation and determine the knowledge required in the process of strategy formulation. To this purpose, we use Beer’s viable system model (VSM). Second, we model the knowledge processes in which the intelligence relevant for the process of strategy formulation is produced and processed. Given these two elements, we describe an ICT architecture supporting the knowledge processes producing the knowledge needed for the strategic process.

Background: Strategy in hospitals is based on distinct principles and rules which lead organisations to act on chosen priorities. Hospitals are struggling to cope with increasing service demands and activity and need to become more responsive to changing environments while demonstrating effective use of resources. Strategizing involves the active process of sensing, planning, implementing and evaluating strategy. Strategy-as-practice is concerned with what people do about strategy in an organisation, as opposed to the traditional focus on what the organisation has as a strategy. It is recognised that there is a disconnection between strategic planning and implementation, however little is known about how organisational context influences the strategic process or how hospital personnel engage in strategic activities. The aim of this scoping review is to explore the literature on strategizing by hospital personnel in hospitals, and will include literature for hospital both professional and managerial backgrounds, to establish the extent and breadth of strategizing or as it is often termed ‘strategy-as-practice’ in hospitals. Methods: The systematic scoping review will search the literature within the databases of PubMed, Embase, CINAHL, PsycINFO, ABI/INFORM (Proquest) and OpenGrey.net to explore the scientific evidence on strategizing in hospitals. The review will be based on the Arksey & O’Malley (2005) framework of five mandatory steps which was updated (Levac et al 2010, Colquhoun et al 2014 & Peters 2015) and is published online by the Joanna Briggs Institute. It will follow the PRISMA-ScP reporting guidelines. Conclusion: A scoping review methodology will provide a framework to explore strategizing in hospitals comprehensively and map the body of literature for this subject, which has not been conducted previously. This review will summarise the evidence on the use of strategy as practice in hospitals.  Based on the findings we will identify knowledge gaps and areas for future research.

Neste artigo objetivou-se propor uma abordagem analítico-metodológica para se compreender o processo da estratégia em governos municipais no Brasil sob dois níveis que se complementam. O primeiro nível corresponde a estudos longitudinais para a apuração em termos comparados entre governos e em distintos períodos quanto ao grau de compliance dos Planos Plurianuais (PPAs) na estruturação e na execução orçamentárias e à qualidade dos seus elementos estratégicos no que se refere a objetivos, justificativas, metas físicas e financeiras e a indicadores de políticas públicas e de gestão. Trata-se de uma proposta analítica sobre um tema cuja produção acadêmica nacional carece de sistematização, categorias analíticas ou taxonômicas. O segundo nível – estudos de caso em profundidade – direciona-se para a análise dos processos de aprendizado institucional, de conflito e cooperação entre instâncias políticas e administrativas, de transformação, adaptação ou enraizamento de práticas organizacionais de caráter estratégico e de movimentos estratégicos frequentes versus acomodação a ditames e processos rígidos pelos PPAs. Essa segunda apreciação propositiva realiza-se em análises de dimensões como: ação/nuance de governo, liderança(s) institucional(is) e memória institucional, permeabilidade organizacional aos cidadãos, ciclo político-eleitoral, mensuração de necessidades e recursos, alternativas de recursos financeiros e mecanismos de gestão tático-operacional e de projetos. A principal contribuição que se pretende é a instituição de uma agenda de pesquisa sobre gestão estratégica no setor público brasileiro em governos subnacionais, com o preenchimento de lacunas na produção acadêmica sobre PPAs e no estabelecimento de variáveis compreensivas dos contornos político-administrativos e de elementos de empoderamento da estratégia na administração pública municipal.Palavras-chave: Estratégia. Plano Plurianual (PPA). Abstract This paper proposed a methodological and analytical approach to comprehend the strategic process in municipal governments in Brazil under two complementary levels of studies. The first one refers to longitudinal studies to verify, in compared perspective of different governments and political terms, in what extent “Pluriannual Plans (PPAs)” are complied to the annual budgetary construction and execution, as well as the quality of its strategic elements, such as general and specific objectives, justifications, goals, and management and policy indicators. It is an analytical proposal in an area of studies lacking in systematization, and in taxonomic and analytical categories. The second level – in depth case studies – engages into the analysis of institutional learning, conflict and cooperation between administrative and political agencies, rooting, adaptive and transformative organizational strategic practices, and frequent strategic movements versus PPA’s rigid processes accommodation. This second level of appreciation offers studies on dimensions such as: government actions/nuances, institutional leadership and institutional memory, organizational permeability to citizens, political cycles, resources and needs measurements, efforts on financing designed policies, and tactical-operational and project oriented mechanisms of management. The main intended contribution is to create a research agenda related to strategic management in the Brazilian subnational governments, filling gaps in the academic production about PPAs and establishing understandable and comprehensive variables of political-administrative outlines, and elements of municipal strategic empowerment.Keywords: Strategy. The study aims to highlight the importance of considering the implementation of process of re-engineering Reengineering Administrational Processes (RAP) in the Arab countries universities, particularly, colleges of education to attain good educational outputs. It seeks to highlight the requirements for this implementation and explore the problems associated to the implementation it and distinguish themselves from other organizations is. The Process of Re-Engineering (RAP) is defined as a rapid and drastic re-designing of managerial and strategic process of values at colleges of education in the Arab States Universities in order to attain good educational outputs. The managerial process includes planning, organization, control, follow-up, evaluation and decision taking. The significance of the study is that it can considerably help improve administrative processes applied in the domain of strategic planning at colleges of education in Arab States. The main objective of the study was to outline the main demands of colleges of education for using (RAP) and the obstacles that face its application. For that purpose, the descriptive/ analytic method was used. The study relied heavily on the analysis of the available literature, writings, and publications on the topic, for predicting the practicability of applying RAPRAP. The study came up with the following main results: RAP application, if used properly, can raise the level of job satisfaction among staff members of Arab States colleges of education in particular and the Arab States Universities in general. RAP application can affect total amendments on colleges of education administrative systems for better rendered services. The most demanding requirements of RAP are those that directly relate to the organization structure of the particular corporation, and all its activities for more flexibility, speed and accuracy of performance. The basic human requirements for RAP application include effective training for trainers for the sake of radical change in concepts and ideas. The main obstacles that face RAP application include the poor outcome at colleges of education regarding teaching/learning process, in addition to poor strategic information management on the part of colleges of education and universities. RAP is not fully made use of, despite large sums of money having been spent on for that exact purpose.
