Abstract Background Transition discourses are gaining prominence in efforts to imagine a future that adequately addresses the urgent need to establish low carbon and climate resilient pathways. Within these discourses the ‘public’ is seen as central to the creation and implementation of appropriate interventions. The role of public engagement in societal transformation while essential, is also complex and often poorly understood. The purpose of this paper is to enhance our understanding regarding public engagement and to address the often superficial and shallow policy discourse on this topic. Main text The paper offers a review of evolving literature to map emergent public engagement in processes of transition and change. We adopt a pragmatic approach towards literature retrieval and analysis which enables a cross-disciplinary and cross-sectoral review. We use a scoping review process and the three spheres of transformation framework (designated as the practical, political and personal spheres) to explore trends within this complex research field. The review draws from literature from the last two decades in the Irish context and looks at emergence and evolving spaces of public engagement within various systems of change including energy, food, coastal management and flood adaptation, among others. Conclusions The results highlight the siloed and fragmented way in which public engagement in transitions is carried and we propose a more cross-sectoral and cross-disciplinary approach which depends on bringing into dialogue often contrasting theories and perspectives. The paper also illustrates some shifting engagement approaches. For instance, nexus articles between the practical and political spheres suggest deeper forms of public engagement beyond aggregated consumer behaviour to align technological delivery with institutional and societal contexts. While most articles in the practical sphere draw largely on techno-economic insights this influence and cross-disciplinarity is likely to draw in further innovations. Nexus articles between the political and personal sphere are also drawing on shifting ideas of public engagement and largely stress the need to disrupt reductive notions of engagement and agency within our institutions. Many of these articles call attention to problems with top-down public engagement structures and in various ways show how they often undermine and marginalise different groups.

the past several decades, the scope of decision-making in the public domain has changed from a focus on unilateral regulatory verdicts to a more comprehensive process that engages all stakeholders. Consequently, there has been a distinct increase in public participation in the environmental decision-making process. While the potential benefits of public engagement are substantial in terms of identifying synergies between public and industry stakeholders that encourage project development, this participation does not come without its challenges. To meet global energy demands and fulfill ambitious targets for greenhouse gas reduction, renewable energy has received increased attention as a feasible alternative to conventional sources of energy. However, current literature on renewable energy, particularly on wind power, highlights potential social barriers to renewable energy investment. This study investigates the role of public participation by reviewing two case studies of the Ontario wind power generation market to identify the facilitators and constrainers that affected public input into wind project development in Ontario and recommends a participatory framework in the hope of improving public engagement in the wind project development decision-making process. The recommended framework in this research requires all stakeholders to reconsider their current roles in the decision-making process. The public should engage in project planning and monitor the decision-making processes to ensure that their concerns have been addressed. Developers should address public concerns through a consensus building process initiated early in their planning process. Federal and provincial governments have to reclaim their role of ongoing leadership and provide better criteria for implementation and evaluation of the public participation processes. Finally, the process requires a third party who is not only an intermediary, but also plays the role of a knowledge-broker to connect with stakeholders, share and exchange knowledge, and work on overcoming barriers. The knowledge-broker helps to fulfill the main requirement of the collaborative decision-making, which is effective communication.

This article aims to discuss the relationship between social innovation and public services on active mobility. Two active mobility initiatives are considered in the city of São Paulo, and analyzed based on 11 variables that characterize social innovation. Through the mapping of recent Brazilian regulatory frameworks for active mobility and a low-carbon economy, we can propose the following relationship: the more local (municipal) the public policy, the greater its social influence and participation. However, despite the advances indicated by both experiences of active mobility analyzed (highlighting the role of organized civil society), and by the progress in the regulatory framework, until now innovative practices in the local context have been restricted to the treatment of pedestrian spaces. Therefore, there exists a great potential for the continued introduction of innovations in the improvement and scale of public services for pedestrian mobility, following the paradigm of sustainable urban mobility, and based on social participation.

Investigating the role of geographical location in public engagement with science we examine the West Cumbria Managing Radioactive Waste Safely (MRWS) Partnership’s undertaking of one of the most extensive local public engagements with environmental risk science in the UK. The case study highlights the transformative impacts of this three-year long local engagement on both science and the public. Differently from other invited public engagements, organised as experiments controlled by scientists in spaces set aside from the everyday, the Partnership’s lay members led a process unfolding in the place that was potentially at risk. The Partnership had the authority to demand that scientists addressed issues of local interest. We frame the analysis with the notions ‘re-situating technoscience' and ‘re-assembling the public' to illuminate how scientific knowledge claims were modified and a new local public emerged, at the intersection of public engagement with science and public participation in environmental risk governance.

This article, with a focus on the case of the city of Bologna aims to explore 1) whether and how public communication practices enhanced in local participa-tory processes can support a substantial form of participation; 2) which roles so-cial media specifically play in enhancing a participatory environment; 3) which kind of dynamics of interaction emerge between public administration and citizens and the challenges which need to be addressed by a public communication orient-ed to the public engagement.

Mutable Matter is an experimental public engagement pilot program that seeks to enable non-scientists to explore and co-imagine the future of nanotechnology. Located at the intersection of geography, science communication and art practice, Mutable Matter is intended as a starting point for examining playful sensory engagement methods bridging tangible public and intangible scientific spaces. The project both challenges the role of non-scientists as mere commentators on pre-decided innovation trajectories and draws attention to the way scientific information is creatively encountered in the public realm.

Most of the research on social movement and digital advocacy through hashtags is concentrated on the identifications of social media usage. There is limited research concerning the comprehensive understanding and analysis on how it can develop and interact with social networks. This research aims to further identify the process of the successful social movement that has been mobilized by Indonesian’s musicians and public by using a hashtag as a form of advocacy in thwarting the Music Draft Bill and in understanding the role of the actors and public engagement behind this social movement. We have analyzed #TolakRUUPermusikan as a social movement that formed into digital advocacy by referring to the literature review that was conducted by the previous studies. This research will map out the actors and public engagement behind the movement. In each criterion, the result has been aligned with the conceptual framework in application of #TolakRUUPermusikan as a social movement, the use of online petition as a digital advocacy tool, and the network structure of #TolakRUUPermusikan to find the actors and understanding the engagements of the public. The implication of this study is to show the success of a social movement to assess policy making and policy failure. Sebagian besar penelitian tentang gerakan sosial dan advokasi digital melalui tagar terkonsentrasi pada identifikasi penggunaan media sosial. Penelitian kecil mempertimbangkan pemahaman dan analisis yang komprehensif tentang bagaimana hal itu dapat berkembang dan berinteraksi dengan jaringan sosial. Penelitian ini bertujuan untuk lebih mengidentifikasi proses keberhasilan Gerakan sosial yang telah dimobilisasi oleh musisi dan masyarakat Indonesia, dengan menggunakan tagar sebagai bentuk advokasi dalam menggagalkan RUU Permusikan dan memahami peran para actor dan keterlibatan publik di balik gerakan sosial ini. Kami telah menganalisis #TolakRUUPermusikan sebagai gerakan sosial yang terbentuk menjadi advokasi digital dengan mengacu pada tinjauan literatur yang telah dilakukan oleh penelitian sebelumnya. Penelitian ini akan memetakan aktor dan keterlibatan publik di balik gerakan tersebut. Pada setiap kriteria, hasilnya telah diselaraskan dengan kerangka konseptual dalam penerapan #TolakRUUPermusikan sebagai gerakan sosial, penggunaan petisi online sebagai alat advokasi digital, serta struktur jaringan #TolakRUUPermusikan untuk menemukan para pelaku dan memahami keterlibatan para pelaku. masyarakat. Implikasi dari penelitian ini adalah untuk menunjukkan keberhasilan suatu gerakan sosial dalam menilai pembuatan kebijakan dan kegagalan kebijakan.

Recent years have seen growing enthusiasm for public engagement in priority-setting. But despite this widespread support, there remains uncertainty both about the precise benefits of public engagement in priority-setting and about how public engagement activities should be structured in order to realize those benefits. The authors aim to move beyond generalizations about the value of public engagement by presenting several distinct rationales for engaging the public in priority-setting. The authors illustrate how these rationales can be achieved in practice using the case study of directly observed therapy for tuberculosis. They then highlight a number of practical challenges involved in implementing engagement activities and offer advice for addressing them. The chapter pays particular attention to challenges that arise in low- and middle-income countries, where efforts to engage the public face unique structural barriers.

Abstract Nuclear energy has been regarded as a controversial energy option to reduce carbon emissions, alleviate global warming and build a low-carbon society due to the public perception of nuclear energy. Public perception and acceptance are vital to the development of nuclear energy. However, the public has many misunderstandings and misconceptions about nuclear energy. To change the way that the public view nuclear energy, this paper attempts to build an engagement model that shifts from a oneway information transfer with a focus on changing people’s minds in a single interaction, to a two-way dialogue rooted in listening, respect, and building long-term relationships that would shift understanding on a scientific issue over time. Based on a survey conducted on residents in China, we offer a research hypothesis that describes the connection between public engagement, public knowledge, perceived risk, perceived trust and environmental concern. This study indicated that public knowledge is positively related to environmental concern and public engagement but not significantly related to perceived risks. Meanwhile, this study also demonstrated the positive effect of environmental concern, perceived trust on public engagement. Centered on the results, we make corresponding policy to increase public engagement.

In the past decade, social media have put mourning practices at the forefront of daily life in ways that challenge assumptions made about the public disclosure of information often construed as being highly intimate. This article examines how researchers conceive online mourning in empirical studies and how such conceptions inform (or not) methodological and ethical decisions. Through a scoping review, we identified 40 empirical papers addressing online mourning. Our analysis shows that, while online mourning practices have overwhelmingly been problematized in terms of privacy and publicness within the current literature, ethical issues relating to their analysis have been scarcely addressed in empirical research. In line with Foucault’s work on the dispositif, we then examine the performative role of privacy and data sensitivity in the context of online mourning research (notably in relation to consent procurement) and discuss our findings in light of emerging trends in context-based ethics.
