Public communication and the role of social media in enhancing democratic innovation: the case of the City of Bologna

Social media represents for public administration an important area to experi-ment forms of democratic innovation, however this potentiality is often unex-plored. This article, with a focus on the case of the city of Bologna aims to explore 1) whether and how public communication practices enhanced in local participa-tory processes can support a substantial form of participation; 2) which roles so-cial media specifically play in enhancing a participatory environment; 3) which kind of dynamics of interaction emerge between public administration and citizens and the challenges which need to be addressed by a public communication orient-ed to the public engagement.

Experts increasingly use social media to communicate with the wider public, prompted by the need to demonstrate impact and public engagement. While previous research on the use of social media by experts focused on single topics and performed sentiment analysis, we propose to extend the scope by investigating experts’ networks, topics and communicative styles. We perform social and semantic network as well language analysis of top tweeting scientists and economists. We find that economists tweet less, mention fewer people and have fewer Twitter conversations with members of the public than scientists. Scientists use a more informal and involved style and engage wider audiences through multimedia contents, while economists use more jargon, and tend to favour traditional written media. The results point to differences in experts’ communicative practices online, and we propose that disciplinary ways of ‘talking’ may pose obstacles to an effective public communication of expert knowledge.

The article describes the role of social media in the information society and the use of them by the public administration. For the analysis there were selected and assessed most popular types of social media. The evaluation included trends in the use of this type of information channels in dissemination of statistical knowledge as a way to build the image of official statistics in society. Particular attention was paid to their role in the activities of national statistical offices in the world, and especially in the European Union.

Most of the research on social movement and digital advocacy through hashtags is concentrated on the identifications of social media usage. There is limited research concerning the comprehensive understanding and analysis on how it can develop and interact with social networks. This research aims to further identify the process of the successful social movement that has been mobilized by Indonesian’s musicians and public by using a hashtag as a form of advocacy in thwarting the Music Draft Bill and in understanding the role of the actors and public engagement behind this social movement. We have analyzed #TolakRUUPermusikan as a social movement that formed into digital advocacy by referring to the literature review that was conducted by the previous studies. This research will map out the actors and public engagement behind the movement. In each criterion, the result has been aligned with the conceptual framework in application of #TolakRUUPermusikan as a social movement, the use of online petition as a digital advocacy tool, and the network structure of #TolakRUUPermusikan to find the actors and understanding the engagements of the public. The implication of this study is to show the success of a social movement to assess policy making and policy failure. Sebagian besar penelitian tentang gerakan sosial dan advokasi digital melalui tagar terkonsentrasi pada identifikasi penggunaan media sosial. Penelitian kecil mempertimbangkan pemahaman dan analisis yang komprehensif tentang bagaimana hal itu dapat berkembang dan berinteraksi dengan jaringan sosial. Penelitian ini bertujuan untuk lebih mengidentifikasi proses keberhasilan Gerakan sosial yang telah dimobilisasi oleh musisi dan masyarakat Indonesia, dengan menggunakan tagar sebagai bentuk advokasi dalam menggagalkan RUU Permusikan dan memahami peran para actor dan keterlibatan publik di balik gerakan sosial ini. Kami telah menganalisis #TolakRUUPermusikan sebagai gerakan sosial yang terbentuk menjadi advokasi digital dengan mengacu pada tinjauan literatur yang telah dilakukan oleh penelitian sebelumnya. Penelitian ini akan memetakan aktor dan keterlibatan publik di balik gerakan tersebut. Pada setiap kriteria, hasilnya telah diselaraskan dengan kerangka konseptual dalam penerapan #TolakRUUPermusikan sebagai gerakan sosial, penggunaan petisi online sebagai alat advokasi digital, serta struktur jaringan #TolakRUUPermusikan untuk menemukan para pelaku dan memahami keterlibatan para pelaku. masyarakat. Implikasi dari penelitian ini adalah untuk menunjukkan keberhasilan suatu gerakan sosial dalam menilai pembuatan kebijakan dan kegagalan kebijakan.

compete in terms of promotion with several other regions. The tourism policy carried out by the local government has not been able to make tourism the main asset of the City of Baubau. This study examines the role of community social media in the tourism promotion of Baubau City, particularly on Instagram social media accounts. The research is focused on Instagram accounts that have tourism content and searches for hashtags that have the most posts about tourist objects. The research method used is descriptive qualitative. Next, to check the validity of the data, what the researchers did was to make previous observations on various relevant Instagram accounts randomly. Then the data that has been obtained is confirmed, described, categorized which is the same view, which is different, and which one is specific from the data sources. Finally, the data were analyzed by researchers to produce conclusions. The analysis technique used by these researchers is the source and content triangulation analysis technique. The results showed that community accounts on Instagram were very helpful in providing promotion for tourism in Baubau City, besides that the popular hashtags used made it easy for the public to get information about content, location, and access to several tourism objects in Baubau City.

Thus Milan has been considered as the ‘moral capital’ of Italy, an inspiring example for the whole nation and, furthermore, as a world metropolis. The National Exposition of 1881, the International Expo of 1906, the «Fiera Campionaria», the annual conventions and expositions for professionals, along with Expo 2015 are just a few examples of its reputation of excellence that lives on through the ages.

This article discusses the role of PR in promoting tourism in Kota Pariaman. Utilization of communication media in tourism promotion facilities Kota Pariaman by Pariaman City Government Public Relations is carried out by Public Relations of Pariaman City Government in order to create tourism in Pariaman City which is conducive and must be visited by the public. These media are print media and electronic media including media that are integrated with social media. With such utilization, all targets in the effort to utilize the media can be affordable. The way of communication between the Public Relations of the Pariaman City Government and the community in creating a good tourism climate in the City of Pariamn is carried out by involving the community directly in safeguarding tourism objects in Kota Pariaman so that it is worth visiting. The 4.0 industrial revolution requires humans to be able to use and take advantage ofexisting technology. The mass media Radio cannot stand by the conventional model. Radio Dahlia FM Bandung is a private radio in the city of Bandung which still exists today and is able to compete amidst tight competitors, this cannot be separated from the role of public relations as a liaison between the company and the public. This study aims to determine the planning of a public relations strategy for Radio Dahlia FM Bandung in facing competition in the industrial era 4.0. The method used is descriptive qualitative with data collection techniques using interviews, observation and documentation. The results of this study Public Relations Radio Dahlia FM Bandung carried out four stages in facing competition in the industrial era 4.0. What has been done by PR includes fact finding, planning, communication and evaluating. Planning for Dahlia radio PR activities, namely by branding activities through the On Air, Off Air  program  and  social  media,  creating  internal  events,  sponsorship  collaboration events and special events, and making dahlia streaming radio innovations, and being more active in social media. In introducing the innovation of streaming radio, dahlia has considered the main elements of innovation diffusion, such as innovation, communication channels, time and social systems.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Background: Chikungunya is a vector-borne disease, mostly present in tropical and subtropical regions. The virus is spread by Ae. aegypti and Ae. albopictus mosquitos and symptoms include high fever to severe joint pain. Dhaka, Bangladesh, suffered an outbreak of chikungunya in 2017 lasting from April to September. With the goal of reducing cases, social media was at the forefront during this outbreak and educated the public about symptoms, prevention, and control of the virus. Popular web-based sources such as the top dailies in Bangladesh, local news outlets, and Facebook spread awareness of the outbreak. Objective: This study sought to investigate the role of social and mainstream media during the chikungunya epidemic. The study objective was to determine if social media can improve awareness of and practice associated with reducing cases of chikungunya. Methods: We collected chikungunya-related information circulated from the top nine television channels in Dhaka, Bangladesh, airing from 1st April–20th August 2017. All the news published in the top six dailies in Bangladesh were also compiled. The 50 most viewed chikungunya-related Bengali videos were manually coded and analyzed. Other social media outlets, such as Facebook, were also analyzed to determine the number of chikungunya-related posts and responses to these posts. Results: Our study showed that media outlets were associated with reducing cases of chikungunya, indicating that media has the potential to impact future outbreaks of these alpha viruses. Each media outlet (e.g., web, television) had an impact on the human response to an individual’s healthcare during this outbreak. Conclusions: To prevent future outbreaks of chikungunya, media outlets and social media can be used to educate the public regarding prevention strategies such as encouraging safe travel, removing stagnant water sources, and assisting with tracking cases globally to determine where future outbreaks may occur.
