According to the second scenario, a fire breaks out in a retail space located on the third floor of the building of the “Solnechny Rai” Passage shopping and entertainment center. As a result of a fire, adjacent rooms and higher floors are quickly filled with combustion products, which will lead to the impossible evacuation of people by their own forces. For the considered shopping and entertainment center, recommendations have been developed for organizing rescue operations.

Based on archival research in the Russian State Archive of Contemporary History (RGANI) and the Foreign Policy Archive of the Russian Federation (AVPRF), as well as on published primary source document collections, this paper argues that Cuba’s role as Soviet ally conflicted with Fidel Castro’s desire to assume a leadership role in the Non-Aligned Movement. As Castro sought to balance his aspirations for leadership of the Non-Aligned Movement with his obligations as Soviet ally, Soviet officials attempted to capitalize on Cuba’s position in the movement to achieve a closer relationship between the Third World and the socialist bloc. U.S. officials struggled to discredit Castro and delegitimize his claims to non-aligned status, but were ultimately unable to prevent the movement’s turn toward a more pronounced anti-American stance in the 1970s and early 1980s.

The relevance of this topic is due to the need to realize the maximum potential of Russian higher education as an instrument of “soft power”. The purpose of this article is to analyze the problems that accompany the solution of the main task — the political socialization of international students studying in the Russian Federation. The article covers three main aspects. The first is the absence of a minimum level of knowledge of the host country for high-quality political socialization of international students; the second is the lack of full-fledged motivation for real, not formal socialization, the third is the lack of the same motivation for the effective and meaningful implementation of a set of profile measures among the employees of the receiving side. The lack of resolution of the above three problems makes it impossible and meaningless to work to achieve the main goal — the political socialization of international students studying in the Russian Federation. The main reason for the urgency of the first problem is the orientation of higher education of foreign students in the Russian Federation to maximize profits to the detriment of its other goals, the second is the cultural code of the majority of international students, and the third is systemic management ‘failures’ in Russia itself. At the same time, the unresolvedness of these problems significantly complicates the work with one of the most promising categories of international students — immigrants from the countries of the Greater Middle East, Africa, South Asia and the Asia-Pacific region.

The paper is an attempt to estimate the influence of synergy in the long-term parameter of order in the nature of political processes in the Russian Federation in the third decade of the 21st century. Two interpretations of this synergetic parameter are proposed – one is based on I. Prigogine’s idea that every dissipative system experiences periods of deterministic and non-deterministic chaos. It incorporates a combination of time and the population of the state. The other is based on the modified ‘structurally-demographic’ approach of A. Korotayev and J. Goldstone. We consider the rate of annual growth in the number of urban young people as such a parameter is proposed. We predict that the Russian Federation will enter into the next period of indeterministic chaos due to the synergetic parameter of order in the next 33-40 years from the last point of bifurcation in 1991. Thus, we forecast the imminent onset of the next period of non-deterministic chaos in the Russian Federation in the second half of the third decade of the 21st century. An influence of several factors on the accuracy of the prognosis of political instability is assessed. It is stated that the probability of political instability in the Russian Federation in the years 2025-2030 caused by synergetic and structuraldemographic parameters of order will decreas under the additional influence of open borders and the high demand for jobs in the military services.
