The research objectives of this study are the legal framework, the practical benefits and the necessity for the development and possible adherence by controllers or processors of personal data in higher education to a Code of Conduct referred to in Article 40 of the GDPR. The study is part of an extended research at the time of development, related to the issues under consideration, which is aimed at developing a draft code. Its purpose is to provoke a discussion between stakeholders and interested parties, to be amended if necessary, and subsequently submitted for approval by the supervisory authority.

Its isolation and extreme climate means Antarctica is one of the world’s richest regions for untouched geoheritage. The potential of mining in Antarctica is often talked of in public discourse as a future threat to Antarctica even though the prohibition on mining is absolute and is likely to stay so indefinitely. As such mining does not pose a realistic threat to Antarctica’s geoheritage. The impacts of scientific research and tourism pose more pressing challenges to Antarctica’s geoheritage. This paper considers emerging debates in the Antarctic Treaty System on the need for further protection of Antarctica’s geoheritage. After considering the concept of geoheritage the paper considers key threats to Antarctic geoheritage. The role of Antarctic Specially Protected Area system in the protection of Antarctica’s geoheritage is then considered as is the draft code of conduct on geosciences field research currently being developed within the Antarctic Treaty System. The final part of the paper then goes on to examine how the Antarctic Treaty system could in part draw on the experience of other international initiatives, including the frameworks associated with the UNESCO Global Geoparks movement in developing an Antarctic System for protection of geoheritage.

RKUHP does not require any more for man’s subject to Article 27 BW (Civil Code).

In accordance with the methodology of the system analysis, the legal regulation of measures of administrative and procedural coercion applied in administrative and tort law is considered. An analysis of the current Code of Ukraine on Administrative Offenses and the draft Code of Ukraine on Administrative Offenses prepared by the Ministry of Justice of Ukraine and other normative acts is carried out. It is noted that measures to ensure proceedings in cases of administrative offenses occupy a special place in the current administrative legislation. Measures of administrative and procedural coercion are procedural actions of administrative jurisdiction bodies and their officials regulated by administrative and procedural norms, which are carried out in the process of law enforcement activity in order to identify the offense, establish the offender, create conditions for clarifying the circumstances of the case, identify, investigate and consolidate evidence, ensuring the execution of the decision in the case. Special features of administrative and procedural measures of coercion are determined. Considering the coercive nature and restrictions imposed by the application of personal, property, organizational rights, there is a need for detailed regulation of the grounds, conditions, procedure of such measures. The structural separation of measures of administrative and procedural coercion in the procedural part of the normative and legal act on administrative offenses is important. It proves the need for legal optimization of measures to ensure proceedings in cases of administrative offenses. With regard to each measure of administrative and procedural coercion to ensure the proceedings in the case of an administrative offense, the rules of the normative and legal act should include the content of the constituent actions, specific goals, grounds and conditions of application.

The article provides a scientific and theoretical analysis of the Draft Code of Best Agricultural Practices' content and its significance for the legal support of ecologization of agriculture in Ukraine. We have studied the content of the Draft Code of Best Agricultural Practices and the Draft Code of Proper Agricultural Practice. It was identified the deficiencies in the wording of the scope of these Draft Codes. It is also proposed to extend the Draft Code of Best Agricultural Practices' content to all agricultural producers without imposing any restrictions. It is noted that in the text of the Draft Code of Best Agricultural Practices, it is mandatory to enshrine the provision on voluntary application (based on paragraph 1 of Article 4 of Council Directive 91/676 / EEC on the protection of waters against pollution by nitrates from agricultural sources of 12.12.1991). Also, we have identified the shortcomings of the provisions of the draft Codes regarding land use management regulation, including the use of the crop rotation system. It is concluded that it is inexpedient to duplicate in the Draft Code of Best Agricultural Practices the legislation governing the organization of crop rotations. It is proposed to limit the indication to the relevant regulations. It is concluded that in parallel with the implementation of the Draft Code of Best Agricultural Practices, work should be carried out to implement the cross-compliance approach in Ukraine. This will motivate agricultural producers to comply with the Code of Best Agricultural Practices provisions and contribute to agriculture's ecologization. The article analyzes the judicial practice of the existence of the secrecy of the conference of judges, the relevance of this legal institution when considering cases of administrative offenses, due to the lack of legal regulation of this issue in the current legislation on administrative offenses. The author argues the importance of the implementation of the principles of adversarialness of the parties, the independence of judges when passing a judicial act, excluding the exercise by the court of unusual functions to carry out administrative prosecution. The theoretical and practical aspects of the feasibility of distinguishing various types of final court decisions made by judges when considering these public legal disputes on the merits, including those presented in the draft Code of Procedure of the Russian Federation on Administrative Offenses, are evaluated.


This chapter describes the main contents of the European Union (EU) Draft Code of Conduct for Outer Space Activities, Space Debris and Liability Convention. It is necessary and desirable for us to legislate more concretely the abovementioned draft Code of Conduct for Outer Space Activities so as to mitigate or remove space debris. In December 2008, the EU adopted a Draft Code of Conduct (EU Draft CoC) for outer space activities. On September 2010, the EU revised a second draft of the EU Code of Conduct for Outer Space Activities. The draft of the International Code of Conduct (the Code), dated March 31, 2014, was intended to be the subject of negotiations at the United Nations in New York from July 27-31, 2015. The code, a politically and not legally binding document, aims to establish some rules of good conduct for outer space activities. The author proposes the establishment of a new Asian-Pacific International and Environmental Monitoring Organization (tentative title) for prevention and mitigation of space debris.

The work aims to discuss the use of the German Civil Code from 1896 (BGB) by the Codification Commission in the work on the Code of Obligations from 1933. The subject of codification and unification of private law in the interwar period is of great interest to historians of law. It is also an issue for experts in comparative legal studies. This is since the process of unification and codification of the law of obligations in the Second Polish Republic assumed the development of a code combining elements of all laws of the former partitioning states. As a result, the Polish Code of Obligations does not belong to either the Romanesque or the Germanic system. Particularly noteworthy is the use by members of the BGB Codification Committee. The work will present a list of the provisions of the Code of Obligations that were modeled only on the German law or on the BGB and other codes. Additionally, the use of BGB will be presented on selected regulations of the Code of Obligations. When determining the impact of BGB on the rules of the Code of Obligations, a comparative method and the texts of normative acts, legislative materials, and legal literature will be used. The justification for the draft Code of Obligations by Roman Longchamps de Bérier will be particularly helpful. The subject matter raised in the paper may turn out to be attractive to Polish and German researchers studying the impact of the BGB on the development of Polish obligation law.
